The Cifiy Attorney reviewed his memorandum outlining the bases that Mr. Volat is not entitled to connect to the sewer collection system at no charge. 29 ~. April 21, 1980 Moved by Councilman Perry, seconded by Vice-Mayor Bond to deny Larry Volat's request for free sewer connections. Introduced by Vice-Mayor RESO ~1~8$46 NCS Bond, seconded by Councilman Battaglia. Planning Director Freitas reviewed the history of the expired tentative map which was before the Council for reapproval. The following persons spoke in opposition to the map: Ba`rbara Lind, 1295 Schuman; Carol Williams, 713 Elm Drive; Janice Boden, 1246 Magnolia; Geoffrey Gaidos, '751 Paula Lane; Art Ce"rini, 1301 Schuman. Their concerns related to exis;ting s,forin drain problems along Magnolia Avenue and the eff.ect potential,future projec;ts would ~ have on storm drainage and circulation in the rieighborhood; Representatives of the applicant; Jonas Sousa, who spoke to the Council were: Attorney Matt Hudson; and Civ.il Engineer John Andersen, of MacKay'and Somps. Cit.y Engineer.Hargis. answered questions regarding drainage. Po'iice Chief Murphy answered guestions regarding circulation. After a great deal of discussion, the resolution to deny the subdivision was introduced. PUBLIC HEARING = WEED ABATEMENT Resolution No. 8847 N.C.S. ordering abatement of nuisances RESO 4~8847 NCS consisting of weeds growing and rulib.ish, refuse and dirt existing upon the streets, sidewalks, parkway.s and parcels of private property in the City of Petaluma and ordering the Fire'Chief t;o remove said weeds, refuse, rubbish and dirt by contract or by his own forces. April 21, 1980 ~ ., PUD PROCEDURES Adopt Ordinance No. 1414 N.G.S. amending Sections ORD. 4~1414 NCS 19-1002.1, 26-702.1 'and 27-800 of the Zoning Ordinance to revise the procedures for Council modification to zoning proposals, and repealing Sections 19-1002 and 26-702 thereof, which require the City Council to conduct public hearings on Planned Community and Planned Unit Development rezonings. (Introduced by Councilman Perry, seconded by Councilman Harberson on April 7.) EAST WASHINGTON City Engineer Hargis reported some property owners are UNDERGROUNDING PROJECT not acting with dispatch~in obtaining underground ` connections for their utilities. The City Council agreed with the City Engineer's proposal'to post warnings on those properties which have not yet made arrangements with the utility company. They urged staff,to proceed as quickly as po.ssible with East Washington Street widening project which, it is hoped, will be finished by Deeember 15, 1980. PETALUMA YOUTH SOGCER Recreation Director Jim Raymond reported the Petaluma LEAGUE STATUS REPORT Youth Soccer League plans to develop part of Casa Grande High School property into soccer fields. They will be asking the City for cooperation in this project by joining in a Joint Powers Agreement with the High School District. Questions of maintenance and cost sharing have not been answered. UNIFORM CONSTRUCTION Adopt Ordinance No. 1415 N.G.S. amending Section 17.04.010 CODES AND BUILDING of the Petaluma Municipal Code to adopt the following REGULATIONS Uniform Construction Codes and Building Regulations: ORD. 4~1415 NCS 1979 Uniform BuiLding Code, 1979 Uniform Housing Code, 1979 Dwelling Construetion Under Uniform Building Code, 1979 Uniform Code for Abatement of Dangerous Buildings, 1979 Uniform Mechanical Code, 1979 Uniform Building Code Standards, all as adopted and published by the International Conference of Building Officials; 1979 Uniform Plumbing Code and 1979 Uniform Swimming Pool Code, both adopted and published by the International Association of Plumbing and Mechanical Officials. DRUG PARAPHERNALIA Introduce Ordinanee No. 1418 N.C.S. adding Chapter 10.14 ORD. 4~1418 NCS to the Petaluina Municipal Code relating to display or offer for sale of drug paraphernalia.
