PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Greg Mitchell, Chapter 6'03, Order of DeMolay. PROCLAMATION Vice=Mayor Bond read a proclamation declaring the week DeMOLAY WEEK of March 16 through March 22 as DeMolay Week. Greg Mitchell presented the City with a United States flag in honor of DeMolay Week. MINUTES The March 3 minutes were approved after Vice-Mayor Bond requested that the City Clerk indicate on the minutes ~ the mover and seconder on the second reading/adoption of ordinances. Council also heard from: Bill Kortum who said this would extend the green:grass period for dairymen; George Gambonini:who suggested this project should be delayed; and Rita Cardoza who suggested that doing~the sfu'dy'for only one year miglit give misleading;information, as first-year crops have a different yield from second- year crops. COMMUNITY ATHLETIC RECREATION FACILITY POLICY Council reached consensus on the procedure to develop this facility as follows: - A study would be prepared "in-house". - City Manager would be authorized to hire a Recreation Program person. - The Recreation Commission would be the lead agency in reviewing proposals and public input. - The Planning Department and Commission would be involved in the study. - At the same time that the community needs are being determined, at least six alternative sites will be selected using the following criteria: access to ar,terials, utilities, traffic impact, financial feasibility, use of urban separator feasibility, and approval of other agencies as necessary. 1981-82 RESIDENTIAL Resolution No. 8818 N.C.S. establishing quotas for the DEVELOPMENT CONTROL Residential Allotment Control System for the 1981 SYSTEM, COMMITTEE construction year, establishing composition of com- RESO ~~8818 NCS' mittee, and establishing areas where allocati,ons pursuant to said quotas may be awarded. The allotment application deadline for the 1981 construction year shall be S:OO p.m., Friday, May 2, 1980. At that time, condominium applications will again go through the allotment process. The composition of the Citizen's Committee is as follows: 2 from the City Council, 2 from the Planning Commission or Site Plan and Architectural Review Committee, 3 business or professional persons, 6 citizens-at-large, and 4 representing the school districts. -4- ~~~ .
