INVOCATION The invocation was led by Rev. Henry Rankin.
PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Greg Mitchell,
Chapter 6'03, Order of DeMolay.
PROCLAMATION Vice=Mayor Bond read a proclamation declaring the week
DeMOLAY WEEK of March 16 through March 22 as DeMolay Week. Greg
Mitchell presented the City with a United States flag
in honor of DeMolay Week.
MINUTES The March 3 minutes were approved after Vice-Mayor Bond
requested that the City Clerk indicate on the minutes
~ the mover and seconder on the second reading/adoption
of ordinances.

Ordinance No. 1411 N.C.S. amending Article 16 (Floodway
and Flood Plain District) of Zoning Ordinance No. 1072
N.C.S. by amending Section 16-703 thereof, to provide
that only habitable floors in residences be raised 12
inches or more above the base flood level, by amending
Section 16-703.1 and by adding Section 16-703.2 thereto,
to permit and establish standards for new mobile home
parks in flood plain areas;~and by amending Section 26-
303.5 thereof, to add a definition of "variance in
floodway".
Ordinance No. 1412 N.C.S. amending Zoning Ordinance No.
1072 N.C.S. by adding Section 14-4,08 to allow wholesale
sales with related freight operations.
Ordinance No. 1413 N.C.S. amending Section 20.04.100 of
the Petaluma Municipal Code to provide that the City
Council may delegate the final acceptance of public
improvements.

RESIGNATION - The City Council accepted a letter of resignation f.rom
DOWNTOWN~PARKING George R. Sutherland from the Downtown Parking and
COMMITTEE Business Improvement Committee. The appointment to
~~ fill the vacancy was scheduled for April 7.
ANIMAL CONTROL FEE Resolution No. 8814 N.C.S. establishing license fees,
SCHEDULE redemption~fees and charges, and late registration
RESO ~~8814 NCS charges to be collected under the authority of Title 9
of the Petaluma Muncipal Code and repealing conflicting
resolutions. Introduced by Councilman Perry,~seconded by Councilman Balshaw.
This increases regular dog license fees from $4.00 to $6.00 per dog, and to
$3.00 for neuterecl animaTs.

ARMAND BASCHERINI/ Armand Bascherini addressed the Council regarding their
LARRY JONAS APP,EAL . February 28,. 1980, letter of appeal from the ;Elanning
206 WELLER ST. Commission denial of a request for a parking variance
from the 46 -required to 7 on-site spaces for:.a ,proposed
re.staurant/dental office at 206 Weller Street. Mr. Bascherini advised the
Council they have reached an agreement with Herold Mahoney to use a parking lot
(currently being constructed approximately 6 blocks away at 23'4-240 Petaluma
Blvd. North by the Petaluma Community DeveTopment Commission) f:or valef p.arking
for the proposed 89 per:son capacity restaurant/dental offi.ce comp:lex on'W,eller
Street. Moved by Councilman Cavanagh, seconded by Councilman Per.ry,, to deny
the appeal without prejudice, to refer the matter back to the Planning Gommission
with the new information (possible use of Mahoney parking lo,t) and to wai~,e
imposition of any additional fees relating to tfie application.

ENERGY CROP Pilot Project for Hillside Irrigation and Energy Crop

reviewed the $50,000 proposal of Mr. Silacci to use wastewater to~i'rrigate on
hillsides and to grow an energy c'rop such~as sugar beets for gasohol and a
beet-pulp,/feed supplement. The~County will participate in the cos:t up to
$10,'000, Mr. Silacci wi11 cqntribute the remaining $30,000 cosfs.. Council also
heard from: Bill Kortum who said this would extend the green:grass period for
dairymen; George Gambonini:who suggested this project should be delayed; and
Rita Cardoza who suggested that doing~the sfu'dy'for only one year miglit give
misleading;information, as first-year crops have a different yield from second-
year crops.

Ordinance No. 1408 N.C.S. (introduced by Councilman
Perry and seconded by Councilmari Balshaw on March 3,
1980) to rezone a portion of Assessor's Parcel 7-380-03
from R-1-6,500 to Office Commercial and the other
parcel from R-1-6,500 to Study Zone.
Moved by Councilman Harberson, seconded by Councilman
Perry to approve the Summer Recreation Program as
presented by the Director of Parks and Recreation, Jim

COMMUNITY ATHLETIC
RECREATION FACILITY
POLICY
Council reached consensus on the procedure to develop
this facility as follows:
- A study would be prepared "in-house".
- City Manager would be authorized to hire a Recreation
Program person.
- The Recreation Commission would be the lead agency in
reviewing proposals and public input.
- The Planning Department and Commission would be
involved in the study.
- At the same time that the community needs are being
determined, at least six alternative sites will be
selected using the following criteria: access to
ar,terials, utilities, traffic impact, financial feasibility,
use of urban separator feasibility, and approval of
other agencies as necessary.
1981-82 RESIDENTIAL Resolution No. 8818 N.C.S. establishing quotas for the
DEVELOPMENT CONTROL Residential Allotment Control System for the 1981
SYSTEM, COMMITTEE construction year, establishing composition of com-

pursuant to said quotas may be awarded. Introduced by
Councilman Battaglia, seconded by Councilman Perry. Quota for the 1981 construction
year is 310 units. Quota for the 1982 construction year is 652 units, and for
1983 it is 684 units. The allotment application deadline for the 1981 construction
year shall be S:OO p.m., Friday, May 2, 1980. At that time, condominium applications
will again go through the allotment process. The composition of the Citizen's
Committee is as follows: 2 from the City Council, 2 from the Planning Commission
or Site Plan and Architectural Review Committee, 3 business or professional
persons, 6 citizens-at-large, and 4 representing the school districts.
