ROLL CALL 5:50 P.M. Present: Councilmen Battaglia, Vice-Mayor Bond,
Cavanagh, Harberson, Perry, Mayor Mattei
Absent: Councilman Balshaw
AUTHORIZE MANAGER TO Resolution No. 8787 authorizing the City Manager to
SIGN CORRECTED DEEDS execute deeds for correction of defective descriptions
RESO ~~8787 NCS in real property acquisitions and conveyances. Intro-
duced by Councilman Perry, seconded by Councilman
Battaglia.

City Manager Meyer advised the Council he will report
on the number of corrected deeds which require his
signature.
MARINA REPORT Assistant City Manager..Scharer reviewed activities on
development of a Marina from the 1975 Bicentennial
Committee efforts to the present time. He answered
questions raised in a January 30, 1980, letter from
Mayor Mattei to Vice-Mayor Bond and Councilman Cavanagh.
.Mr. Scharer then reviewed his February 5 report to City
Manager Meyer on the Petaluma Marina project. City
Manager Meyer made the following points: the Council
would need to establish a policy regarding the use of ~
Shollenberger Park and would need to clarify whether or
riot this is considered part of its recreation policy; ~
would have to obtain permission from State Department
of Lands to permit this use of the land; and determine
at'what point the decision should be made regarding how
the harbor would be run.
Each member of the Council expressed his thoughts and '
concerns on the proposed project. The following are
some of the thoughts: Funding for this $10,000~study
should come from private sources. If we expend City
monies for this, then an equal amount of City monies
should be spent on youth recreation programs. If the
State marina loan interest rate remains at 8%, the
project will be unfeasible. The project has to pay for
itself. The Marina is one kind of recreational pursuit.
We should find out once and for all whether or not this
project will be self-supporting. This is our last
chance to determine whether or not we can build a
Marina, so we should give it a good look. What are the
hidden things that keep surfacing? We should find out
the status of the land and determine whether or not the
County would agree to relocating the launching ramp.

~-• ~~~~ Committee Chairman A1 Alys read his February 11, 1.980,
letter to the City Council regarding the Committee's
study. Morgan Noble addressed the Council regarding
his proposed $'10,000'feasibility study. Council heard
from the following citizeris:. Jim Odgers, Tom Baker,
Don Hoard and Ken Sparks., who s.poke in opposition to
the Marina. The f'oll~owing are some of the reasons they
expressed: soccer brings money into the town by way of
purchase of uniforms and shoes, and it seems Council
should be supporting soccer'rather than the Marina; the
Council should place a grassed area at Shollenberger
~ - Park; that~t~he~Marina question be put to a yote of the
~ people; with the gas shortage, how many large boats
will there be travel.ling on the River? There is no
place in the perimeter of the town other than Shollenberger
Park where one can go for a walk without running into
- ~• private property or~some kind of restricted area.
• ~~ In closing the discussion of the item for this meeting,
Council gave the following direction: we will continue
this f.or final deliberation until February 19. At thaL
time, we will consider whether or not to authorize
staff to execute an agreement for a feasibility study
for $10,000 and apply for a planning loan. Staff was
asked to.check with the County to determine the legali-ty
of revision of the use of the land'~to Marina use, since
the land;was deeded to the City by the County f'or park
'`~ ~~ ' pu~rposes; to report~ on what~ ~the interest rate is going
to_be on`any ~loan obtained from' the'~State for the
Marina project (whether or not the legislature will
approve Senator.Keene's bill for~a reduetion in the
~ current_interest rate from 8% to 6%J and to repo.rt on
~ any other items of information the staff could develop
before ~the next Council meeting that would be helpful
in maki:ng this decision.
ADJOURNMENT: At 7:05 p.m., the meet'ing was adjourned until next
Tuesday, February 19.
