The City Clerk read Resolution No. 8776 N.C.S. of ~ Appreciation~for Mr. Stanley:Della Maggiora, which was introduced by~Councilman Battaglia, seconded-by Councilman Perry. - , ~ ~ .. ~ . , , . ; ~ , AYES': BALSHAW/BATTAGLIA/BOND/PERRY/MAYOR MATTEI ABSENT: CAVANAGH/HARBERSON RESIDENTIAL DEVELOP- ~'Council continued its consideration of revisions to the MENT CONTROL SYSTEM Residential Development Control System. Council heard ~ from Charlie-Carson of the Building Industry Association who reviewed their January 28 letter to the Mayor. Other persons addressing the Council in connection with this subject were developers Phil Trowbridge from Debra Homes in Santa Rosa, Van Logen from Duffel Construction in Lafayette, Larry Jonas from Pefaluma, Tom Baker of Petaluma, and Jon Joslyn~of~Qantas Development of Rohnert Park. After devoting a considerable ~mount of time on revisions to the system, staff was directed to prepare draft ~~5 of the proposed ordinance for the last meeting in February. RECESS 8:55 p.m. to 9:00 p.m. MAYOR AND COUNCIL The'Mayor advised the Council there is a county-wide REPORTS effort~on development of.energy conservation. It was the consensus of the Council that Petaluma support the county-wide~effort. The Mayor also advised the Council that Assemblyman Filante had~.~of~f~ered to cooperate with the_City in its efforts to conserve energy, and Council agreed to schedule a meeting with Assemblyman William Filante and Senator Barry Keene at their convenience to discuss the City's problems. 2~:~s JANUARY 28, 1980 2100 D STREET Resolution No. 8777 N.C.S. authorizing outside water OUTSIDE WATER REQUEST connection under the 'hardship heading' for a single RESO 468777 NCS home only to tie.off of a 2" main on "D" Street Extension. Council noted~it;was not its intention to approve any other hookups to this water extension. Their water meter would be placed at the end of the 2" line which is close to the City limits. Council heard from Carl Engel, developer of the parcel, and adjacent property owners Mert Smith and Bill Bettinelli, who advised the Council that they have wells which serve them adequately; they saw no reason for them to connect to City water at any time in the future. The resolution was introduced by Councilman Battaglia and seconded by Councilman Perry.
