CALIFORNIA ~ U~~ JANUARY 14, 1980 ~ ~ ROLL CALL 5 P.M. Present: Councilmen Balshaw, Battaglia, Vice-Mayor Bond, Cavanagh, Perry, Mayor Mattei Absent: Councilman Harberson WASTEWATER GRANT Resolution No. 8762 N.C.S. authorizing filing applica- APPLICATION tion for Federal and State grants for City-owned RESO ~~8762 NCS wastewater treatment works and providing certain assurances in connection therewith. Introduced by Councilman Battaglia, seconded by Councilman Perry. City Engineer Hargis reviewed the steps involved in the required upgrading of the wastewater treatment plant. Step 1 was the Eastern Marin/Southern Sonoma Wastewater Facility's plan analysis and.E.,I.R. Step 2 is the design phase fpr upgrading the physical facilities of the sewer ,treatment plant no matter what is done with the end product. ,Step 3 is the actual construction of' ,, the improvements at the wastewater treatment plant., During the Step 2 phase.of the improvement project, the design of the facility impxovements, which have to be upgraded in any case, will be.evaluated and the availa- bility of land for irrigation during the summer will be determined. This determination must be reported to the ~ Regional Water Quality Control Board before June 1, 1980. The estimated cost for design engineering of plant facility improvements and irrigation system, if it is feasible, is $304,000.00. The Federal/State share of this cost is $266,0.00.00. The City will pay the local share of $38,000.00. The City's share of this cost will come from the Water Pollution Control , fund, which is generated by fees for new connections. Council heard from Rita Cardoza, 5869 Lakeville Highway, who eXpressed concern about possible condemnation of land by the City of Petaluma for the summer irrigation purposes. Assistant City Manager Scharer noted we are asking the Federal/State governments to reserve for the City of Petaluma certain funds ($266,000.00) for the scope of the work in this phase of upgrading our effluent. Mrs. Cardoza opposed application for the grant. Mayor Mattei related conversations he had AND with Dale Peterson, Administrator of the Federal Flood FLOODWAY/FLOOD PLAIN Insurance Pr.ogram,_ Federal Emergency Management Admin- ORD. 4~1398 NCS istration; regarding the Floodway Management Regulations mandated b.y the Federal government in order to make . flood insurance available to the residents of the City of Petaluma. Mayor Mattei indicated the Federal govern- ment representative',s willingness to work with the City of Petaluma to help alleviate some of the concerns . expressed,by the community. Community Development and Planning Director Freitas reviewed the proposed changes to the present draft of the proposed Floodway/Flood Plain Ordinance and responded to Council's questions relating to those changes. Chamber of Commerce President Riahard Yonash urged the Council to continue to seek alternatives over the next few years, particularly relating to the size of the floodway and the flood plain as established by the Federal government and as shown on the map before the Council at this meeting. John Strong, owner of property on East Washington Street along the River and across the street from the Golden Eagle Shopping Center, asked staff what the regulations would be for rebuilding the Acme Sheet Metal Pacific International Auto Parts Building which was destroyed by fire several years ago. Resolution No. 8763 N.C.S. extending the moratorium imposed by ~ ~ Resolution'No. 8674 N.C.S. indefinitely until adoption and effective date of approved flood management regu- lations by the City~of Petaluma. NOES: BALSHAW/BATTAGLIA/BOND/CAVANAGH/PERRY/MAYOR MATTEI ABSENT: HARBERSON After some discussion, Council agreed not to include a reference in Section 16.703 to a"lowest habitable floor elevation". A revised ordinance was referred to the Planning Commission for action at their earliest opportunity. RECESS 8:35 to 8:45. CHAMBER OF COMMERCE President of the.Chamber of Commerce, Richard Yonash, SIGN LETTER addressed the Council regarding their concerns over the lack of grandfathering of signs presently being used in the City of Petaluma. Planning Director Freitas reviewed planning staff proeedures for their sign review in the latter half of 1979. Council continued it's consideration of revising the ResidentiaL Development Control System process.
