SUBJECT: Resolution in Support of UGB Expiration Date Change Ballot Measure

It is recommended that the City Council adopt the attached Resolution Expressing City Council
Support for Measure "T" on the November 2, 2010 General .Election Ballot, Extending the City
of Petaluma Urban Growth Boundary Expiration Date from December 31, 2018 to December 31,
2025..

The -Urban Growth Boundary (UGB) was approved by Petaluma voters as Measure I in
November 1998. The UGB restricts the location of ur--ban development and the provision of city
water and sewer services through December 31, ~ 2018: The UGB will expire in 2018 unless
renewed and requires a vote. of the people to modify or .rescind it. However, the City's General
Plan 2025, adopted in May 2008, is based oii c,ontinnafion of the city's UGB through 2025, the
lifetime of'the current General Plan. General Plan Policy 1-P-37(A).requires the city to present a
ballot measure to the community to extend the life of the UGB to 2025, and the measure has
been added to the general election ballot-for November 2, 2010 as Measure T.
DISCUSSI®N
General Plan 2025 concludes that there is adequate, land within -the: existing UGB to serve the
community's .future growth needs through 2025. No changes to the existing UGB other than its
expiration date are propo ed as part of Measure T. Minor text edits to General Plan 2025 text
that describe the dates and process. of adoption.. and amendment of the UGB would also be
perrnifted under the ballot.measure. Subsequent changes to such text edits will not require voter
approval.:Passage of "the measure will. censure that implementation of future planned growth and
infrastructure permitted by General Plan -2025 will take place within voter-approved geographic
boundaries, preventing ,geographic sprawl and .furthering General Plan 2025 Guiding Principles,
including preserving Petaluma's distinctive setting as a community with a discrete edge
surrounded by open 'space' (Guiding Principle #3); enhancement of downtown Petaluma as the
physical ..arid ;symb.olic center of the City through continued intensification and diversity

downtown and along major thoroughfares leading to downtown. (Guiding Principle #7); and
foste"ring a sustainable community through infill and reuse (Guiding Principle #11).
FINANCIAL, .IMPACTS
Financial costs of placing the matter on the ballot have been previously considered, and are
estimated to be between $7,800 and $15,600, charged to the general fund. There are no new
costs attributable to this resolution of support. No public resources are or will be used to
campaign for or against the Measure.

A RESOLUTION EXPRESSING CITY COUNCIL SUPPORT FOIL MEASURE "T" ON
THE NOVEMBER 2, 2010 GENERAL ELECTION BALLOT, EXTENDING T1FIE CITY
OF PETALUIVTA URBAN GROWTH BOUNDARY EXPIRA'T'ION DATE FROM
DECEMBER 31, 2018, TO DECEIVIBER 31, 2025
WHEREAS, the City of Petaluma Urban Growth Boundary (UGB) was established by voter
approval as part of Measure I in November 1998; and
WHEREAS, the UGB .limits the location of urban development and the provision of City water
and sewer services through December 31, 2018; and
WHEREAS, the UGB will expire in.2018 unless renewed by a vote of the people; and
WHEREAS, the City of Petaluma General Plan 2025 ("General Plan 2025"), adopted in May
2008,, projects growth and planned infrastructure consistent with continuation of the UGB
through 2025, the lifetime of General Plan 2025; and
WHEREAS, the projections on which General Plan 2025 is based conclude that there is
adequate land within the UGB to provide for the planned growth and infrastructure envisioned
by General Plan 2025; and
WHEREAS, on December 21, 2009, the Petaluma City Council adopted Resolution No. 2.009-
204 ordering that a ballot measure to extend the expiraton_date of the City's Urban Growth
Boundary from December 31,.2018; to December 31; 2025 be presented to the voters, as required
by General P1an2025 Policy 1-P-37(A); and
WHEREAS, the UGB extension measure will appear on the November 2, 2010 general
municipal election ballot as Measure T; and
WHEREAS, no changes to the existing UGB other than its expiration date and minor General
Plan 2025 text edits describing the dates and process of adoption and amendment of the UGB
would be permitted by Measure T.
NOW TI~EREFORE, THE CITY COUNCIL OF THE CITY OF PETALUMA DOES
HEREBY RESOLVE AS FOLLOWS:
1. The City Council supports the approval of Measure T on the November 2, 2010
general election ballot for electors of the City of Petaluma.
2. Passage of :Measure 'T will ensure that implementation of future planned growth
and infrastructure permitted by General Plan 2025 will take place through 2025 within voter-
approved geographic boundaries, preventing geographic sprawl and furthering General Plan
2025 Guiding Principles including:

a. Guiding Principle 3: "Preserve and enhance Petaluma's natural
environment and distinct setting in the region -- a community with a discrete edge surrounded by
open space";
b. Guiding Principle 7: "Enhance Downtown .by preserving its historic
character, increasing accessibility and residential .opportunities; and ensuring a broad range of
businesses and activities" by enhancement of downtown Petaluma as the physical and symbolic
center of the City through continued intensification and diversity downtown and .along major
thoroughfares leading to downtown; and
c. Guiding, Principle 11: "Foster a sustainable community in which today's
needs do not compromise the ability of the community to meet its future needs...." by promoting
infill and reuse.
3. In accordance with Sections 8314 and 54965 of the California Government Code,
and other applicable law, no public resources maybe used to campaign. for or against Measure T.
