HomeMy WebLinkAboutStaff Report 3.G 04/06/2015FAR ► BIT _I `SAL U� a0� DATE: April 6, 2015 TO: Honorable Mayor and Members of the City Council through City Manager FROM: qQ*L , 1�.ASCE —Director, Public Works & Utilities Department Leah Walker, Enviromnental Services Manager SUBJECT: Resolution Approving the Purchase of One Flygt Submersible Pump for the Tertiary Feed Pump Station RECOMMENDATION It is reconmiended that the City Council adopt the attached Resolution Approving the Purchase of One Flygt Submersible Pump for the Recycled Water Tertiary Feed Pump Station. BACKGROUND The Tertiary Feed Pump Station is equipped with two 35 horsepower (HP) full service Flygt submersible pumps and one 7.5 HP low demand Flygt submersible pump. The pump station was designed to meet peals demand with both large pumps in service, and to provide process water for the treatment plant while meeting minimal recycled water demand with the small pump. The pump station conveys effluent from the wastewater treatment secondary clarifiers to an elevated coagulation and flocculation tank. The water then flows by gravity through sand filters and an ultraviolet disinfection system to the Recycled Water Storage Basin prior to distribution. The City's recycled water users include dairies, vineyards, two golf courses, multiple schools and parks, and the airport. Currently, there is no back-up pump should either of the full service pumps fail. The Tertiary Feed Pump Station relies on both large pumps to meet recycled water demand from May through September. During these months, the two large pumps operate concurrently approximately 20 hours each day. The pump station was designed without a standby pump; therefore, a readily available spare pump is necessary to ensure pump station reliability. There are no existing backup pumps that match this application and delivery of a new pump takes nine to ten weeks; therefore purchasing a shelf spare is prudent. The spare pump could be installed quickly in the event of a pump failure, or installed when an existing pump is taken out of service for maintenance. This would improve pump station reliability, provide flexibility for scheduled maintenance, and minimize potential impacts of a Pump failure on recycled water production. The capacity of the Tertiary Feed Pump Station is 2.6 million gallons per day with one pump in operation, and 5.2 million gallons per day with two pumps in operation. Operating the pump station with a single pump during the summer would not only result in severe use restriction on all users, but the City would lose an estimated $1,500 per day in revenue generated by the sale of recycled water. Shape Inc. is the sole regional supplier for Flygt pumps purchased by municipalities. The Public Works and Utilities Department has standardized its submersible pump specifications to maximize flexibility and convenience, and to minimize cost in operating and maintaining the department's pump stations. Using a standard pump specification has these advantages: 1. Match existing equipment 2. Reduce spare parts inventory 3. Reduce training needs by minimizing the variation of equipment 4. Improve consistency in operation and maintenance 5. Improve reliability by using equipment with a proven record of reliability 6. Reduce long-term costs for operation and maintenance by having interchangeable parts for all prmip stations Flygt pumps are currently the industry standard for quality and performance. Flygt pumps at our facilities are reliable and we do stock a replacement pump for some of our critical sewer pump stations. This sole source purchase is consistent with Resolution 94-11 N.C.S. (see attachment 2) which authorizes staff to sole source Flygt submersible pumps for all future sewer pump station projects. FINANCIAL IMPACTS The cost of one submersible Flygt pump is $32,168.65. The pump will be funded through the recycled water account 6600.66500.62210. The current balance in the account is $35,000. ATTACHMENTS 1. Sole Source Justification Attachment I RESOLUTION APPROVING THE PURCHASE OF ONE FLYGT SUBMERSIBLE PUMP FOR THE TERTIARY FEED PUMP STATION WHEREAS, the City of Petaluma desires to maintain an inventory of back-up pumps to enable it to conduct periodic maintenance and maintain reliable operations of critical processes; and WHEREAS, the equipment is essential to maintain the operational functionality of the tertiary recycled water system; and WHEREAS, in accordance with the Petaluma Municipal Code, 4.04.050, the purchase of one Flygt submersible pump is conducted as a sole source procurement: and WHEREAS, Shape Inc. is the only Northern California authorized dealer of Flygt pumps; and WHEREAS, City Resolution 94-11 N.C.S. identities Flygt submersible pumps for all future sewer pump station projects and standardizes pump station equipment to maximize flexibility, convenience, and reduce cost in training, spare parts, operation and maintenance and WHEREAS, the existing large pumps at the Tertiary Feed Pump Station are 35 HP Flygt submersibles; and WHEREAS, the fords are available in the 2014/2015 recycled water budget; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: Authorizes the City Manager to sign a Procurement Request for purchasing one submersible Flygt pump from Shape Inc., in the amount of $32,168.65.
