Introduced by Councilman Seconded by P,6 yWW William Perry V.M. James Harberson AN ORDINANCE AMENDING ZONING ORDINANCE NO. 1072 N.C.S. BY DELETING SECTION 26-400 THEREOF (SITE PLAN AND ARCHITECTURAL REVIEW COMMITTEE) BE IT ORDAINED by the Council of the , City of Petaluma as follows: Section 1. Section 26-400 of Zoriing Ordinance . No. 1072 N.C.S. is hereby deleted in its entirety. Section 2. The City Council Hereby finds that the proposed amendment is in general conformity with the Petaluma General Plan and any applicable Environmental Design Plan, and further, that the public interest, convenience and general welfare will be furthered by the proposed amendment. Section 3. That the public necessity, convenience and general welfare require or clearly permit the adoption of the proposed amendment. Section 4. The City Council finds that the ordinance is exempt from the requirements of the California Environmental Quality Act Guidelines, per Section 15305. ORD. NO. 1567 N.C.S. AGENDA ITEMI/ �. Introduce ordinance deleting SPARC: membership/terms Section 26-40.0 from zoning ordinance. Introduce ordinance adding Chapter 2150, Site Plan and Architectural Review Committee to the Municipal Code. RECOMMENDATION: The Planning Commission recommends the proposed shift of reference to SPARC Committee from the. Zoning Ordinance, Title 21, to the Administrative Section of the Municipal Code, Title 2. BACKGROUND: The shift will bring the language on membership, terms and duties in linewith similar 'language regarding other City committees and commissions. The recom- mended; amendments also .delete Council participation on-SPARC and professional qualification requirements for one "community" member of the Committee.. During discussion of Ordinance 15,57 Council directed Staff to prepare alternate legislation which is now proposed for introduction.
