AN ORDINANCE OF THE CITY OF PETALUMA, AMENDING ORDINANCE
NO. 1251 N.C.S..AND AMENDING TITLE 15, SECTIONS
15..56.020 AND 15.64.080 THEREOF REGULATING
THE WASTEWATER DISPOSAL SYSTEM.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PETALUMA AS
FOLLOWS:
Section 1. Title 15, Section 15.56.020, of the Petaluma Municipal Code
is hereby amended to read follows:
"Section 15.56.020 - Connection Permit
A. No connection to a public sewer shall be made until
a connection permit has been issued -therefor by the
Director. The owner of the premises to be served
shall provide all information required by the applica-
tion form supplemented by any plans, specifications, or
other information which in the judgment of the Director
is pertinent to the location and use of the premises.
Separate connections may be required for each building
of a single premises or for separation of industrial
waste from sanitary sewage. All applicable connection
fees shall be paid prior to issuance of a connection
permit in accordance with the city ordinance or reso-
lution then in effect establishing sewer connection
fees.
B . The permit shall be validated upon final inspection and
acceptance of construction of the connection and, when
required, upon the application and issuance of a sewer
use permit.

C. Connection permits for connection' to a city sewer of
premises situated partly or entirely outside of the
city boundary may be issued by the City Council.
D . Any special arrangements made with industrial dischargers
must be to standards and specifications at least as
strict as federal requirements."
Section 2. Title 15, Section 15.64.080 of the Petaluma Municipal Code
is hereby amended to read as follows:
"15.64.080 Discharge reports from user.
The Director may require waste reports, including, but
not limited to, questionnaires, technical reports, sampling
reports, and test analyses, and period reports of wastewater
discharge. When the requested report is not adequate in
the judgment of the Director, .he may require the, user to
supply such additional information as the director deems
necessary.
Waste reports may include, but are not necessarily limited
to, mature of the process; volume and rates or wastewater
flow; elements, constituents, and characteristics of the
wastewater; together with any information required in the
sewer use permit.
When requested by the user who is providing the report, or
permit application, the portions of the document which might
disclose trade secrets or secret processes shall be kept
confidential and shall not be disclosed to unauthorized
persons or to the public; provided,, however, that such
portions of a report, or other document, shall be available
for use by the city or the state or any state or federal
agency in judicial review or enforcement proceedings in-
volving the discharger.

The confidentiality of trade secrets shall not preclude the
city from sampling waste water effluent."
Section 2 - Severability Clause
If any section, subsection, sentence, clause, or phrase of this
ordinance is for any reason held to be unconstitutional, such decision shall
not affect the remaining portions of this ordinance. The City Council
declares that it would have passed this ordinance and each section,
subsection, sentence., clause and phrase thereof irrespective of the fact
that any one or more of such provisions be declared unconstitutional.
Section 3. The City Clerk be, and she is hereby directed to post/
