OR OPEN PARKING FOR ACCESSOR'Y DWELLING,S', AMENDING SECTION 20-403 (1) TO PERMIT USE OF TEN-FOOT DRIVES FOR TWO OR FEWER UNITS AND ADDING SECTION 20-411 TO' SPECIFY THE MAXIMUM GRADIENT OF DRIVES AS 18 0 BE IT ORDAIIVF~ BY 'lI~E O~[JNCIL OF ~ CITY OF PETAI,LgV1A AS FOLL~dWS : Section 1. Article 21, Section 21-408-2'4 of the Zoning Ordinance No. 1072 N.C.S. i,s hereby amended to read as follows: "21-408.24 Has available one covered or open off- street par-king space per bedro~n or other room suitable for ~ sleeping purposes in addit-ion to off-street parking required for the existing unit." Section 2. Article 20, Section 20-403 (1) of the Zoning Ordinance No. 1072 N.C.S. is hereby amended to read as follows: "20-403 (1) Drives furnisliing access to parking facilities servirig fran three (3) to ten '(10) dwelling.units shall be not less ~ than .twelve (12) £eet in width and drives serving two (2,) or fewer dwellirig units shall be not less than ten (10) feet in width. !' Artiele 20, Section 20-411 is hereby added to Zoning Ordinance No. 1072 N:C.S. to read as follows: °20-411 Driyeway Gradients The rn~im~m7 gradient for an aisle or drive eonnecting off-street parking~space(s) with the public right-of-way shall not exceed 15(fifteen) percent except in hilly areas wher,e maxim~nn gradient shal,l not' exeeed 18 (eighteen) percent and the rr~'irrnm~ change in ,gradien°t of; ariy such aisle or drive shall not exceed 12 (twelve) percent rise or eight (8) percent decline in any 30 (thirty) linear feet.° Section. 4. The Gity Council hereby finds that the above zoning ordinance amenehnents result in minor altera.t:ions to the land use limitations o'f the City o~f Peta1"uma and therefore are ex~npt from the provisions of the.Cali.fornia Environmental Quality Act (Section 15105 of the CE~A Guidelines`). Section 5. The City Gouncil hereby finds that the proposed amendments are in general' conformity with the Petaltm~a General Plan and any :;appl ieabl'e Environmental Des"ign P.lan, and further, that the publ ic health, safety °and general welfare will be furthered by the proposed ameriehnen t s .
