ESTABLISH A PB-C COMBINING DISTRICT '(_PRESERUA-
TION'OF PUBLIC- BUILDINGS).
BE IT ORDAINED BY THE COUNCI-L OF THE CITY 0F.:PETALUMA.AS FOLLOWS:
Section l: Sectlon'18.5 is hereby added to Zoning Ordinance No.
1072 N.C.S. to read as follows:
18-500., Purpose/Description. The "PB=C" district and, -regulations
are:_established to protect, enhance, and perpetuate former public
buildings, public structures, and, public sites_ within the City which
have architectural and cultural value; to preserve.and protect public
funds which have been invested in such facilities; to reduce the adverse
environmental impacts associated with the loss,of irreplaceable assets
in the,City; and to promote conservation and beneficial use of -these
areas and their associated structure;s._ The�City Council finds that,
with controls, through conditional use permits, many of these sites may
be utilized, in a,manner Vh-ich is, designed to protect .the public health
safety and welfare and at the same time.preve-nt the needless destruction
and to encourage'an economic use of these -structures and sites. The
purpose of this article is to promote the health, safety and general
welfare of the: -public through:
18-501. The identification of former public buildings and public
facilities which should be preserved in -accordance with the purposes of'
this Article as enumerated in 8-.500.. .

structures, and sites„ that are in need of such preservation as defined
in the purposes enumerated in 18-500.
18-503. The development andlmaintenanc'e of -appropriate uses of
former public buildings and public facilities,.
18-504. The enhancement of -'property values., stabilization of the
neighborhood and areas within 'the City, and the' increase in economic and
financial benefits to the City and.its inhabitants through the
appropriate uses of these structures.
18-505. Effect of,Zone - in areas zoned Public Buildings -Combining
District (PB-C), the regulations of the `underlying zoning district shall
be combined with and -apply in addition'to the provisions of this
Article. Where any conflict may exist between the requirements of this
ordinance and other zoning districts, the provisions of this article
shall apply.
18-600. Powers ..and'D.ut_ies.of the Planning Commission. The
Planning Commission shall transmit to the City Council, after public
hearing, its recommendations concerning the designation of Public
Building -Combining Districts.
18-700. Manner of' -Designation,. The City Council may, by
ordinance, designate one or more individual structures or other
features, havinga special character, special architectural or special
economic, architecture or aesthetic interest or value, as a designation
which may be appropr-irately zoned under this Article;.
18-701. Standards for Designation. The City Council may place a
"PB-C" designation upon any site containing,a structure which contains a
former public building 'and where a. finding has. 'been made by the City

Cou-nc,i.'I'that'such designation is necessary to achieve the.purposes of
preservation as set forth in 18-500 of this Article.
18-702. Permitted-Use.s. It. -Is intended that the City shall
utilize the use permit procedure ,set forth in the provisions of Article
21-300 and 26,-500 of the Zbning01rd.inan'de. N.b:,. .1072 N.;.C.S. to regulate
the allowable uses of property containing a",PA!,"-designation. Any uses
permitted which are deemed, apgkop'tiat6 by. the: City in accordance with
satisfying the procedure for obtaining a ifse 'bkmit p ur-suant to the
provisions of Article..21-300 and 26-500,of this aon,ing ordinance;
.Provided that any approved' use shall be.desIgnedto preserve the former
public facility as a unique asset in the:-cbmmAni,"Ey._ Any proposed use or'
modification shall be consistent with achieving the -purposes enumerated
in 18-500.

18-7041. Destruction of Public Facilities. If at any time, the
former public. faci 11t, impro v 11 ements 'which are -subject to these
regulations are destroyed by fire, 'earthqt4ke,or, any other disaster or
calamity, all. conditional uses under this Article shall become null and
vo"id.Upon the, destruction of.the former pub'lic,'facil , ity, the City
Council sh,a:ll proceed 'a , a soon as.'Practic-"le- to rezone the subject
property in accordanr standards set f6rth in the Petaluma -General
Plan/Environmental a,b'e�s',l'qn Plan and' as' is-necessary,to protect the public

18-800. Development;Standards. No existing buildings shall be
required to be modified from its size or shape at -the time that it was
abandoned by its public owner,. except in a case where the public health,
safety or welfare is served,by such modification of the structure or
structures or -of some portion of it.. After the date of abandonment by
its public owner-, no structure sha-1-1 be altered, remodeled or added to
except in conformity with the following requirements;:
(a) No principal building shall be altered to exceed either
3� stories or 30'feet in height and no accessory building shall be
altered to exceed either 2 stories or 25 feet 'in height except as
provided in ,24-100.
(b) The requirements for lot area, lot width, yard
requirements, site area per dwelling,, area of usable open space and
area of usable private balcony -shall be provided in 8-600 through
8-604.
Section 2. The City Council finds and declares that the Planning
Commission has recommended the issuance of. a Negative Declaration
pursuant to•the California..Environmental Quality Act (CEQA). The City
Council has considered any comments and p"roposed mitigating measures
received pertaining to the issuance of said.Negative Declaration, and
finds the responses thereto to be adequate.. The Council further finds
that no significant adverse environmental effects will result from this
action as proposed.
Section 3 The, City,Councii approves the issuance of a Negative
Declaration based upon the above findings.
