1301,LAWS O;F. 1980, . STATE OF CALIFORN;IA, and
DECLARING ITS URGENCY, TO TAKE EFFECT IMMEDI'ATELY.
BE IT ORDAINED BY THE COUNCI'L OF THE CITY OF'PETALl1MA AS FOLLOWS:
Sect'ion 1. Any City of Petaluma Reserve Police Officer ap-
pointed now or hereafter who ,is issued a Level 1 Reserve Officer Certi-
ficate by the California Commission on Feace:Officer's S;tandards and
Training (P.O.S.T..) ~ befo.re January 1.,19~8'1. may carry out the full
powers and duties of-Peace Offic.ers as provided by Section 830.1 ef
the California Pena] Code, so long as the Ci`ty Mana.ger and the Police
Chief Determine that the per-son is qualified. to, p,erform general law
enforcement duti~es by reason of the person's training and experience.
This ordinance is intended to qualify such offi.cers pursuant to Section
832.6 (c) of the Calif.o:rnia Penal Code. ~
Section.?_. Thi;s or.dinance is hereby decl'ared to be nec-
essary for the immediate preservation of the public peace, health
and safety and shall take effect and be in forc;e, uPon its passage by
a unanimo;us~.vote of the members of the City Council present at the.
time of its adoption. The reason for the emergency i;s that passage
of Ghapter 130:1, Laws~of .19:80 has caused a change in qualif•ications
for Reserve Police .Officers, and failure.to pass and make effect~ve
this ordinance will result i'n disguali_fying cur~rent Reserve Officers
whose service is necessary to preserve~the publ.ic safety':and welfare.
