BACI~GR®LTND
The City of Petaluma began using recycled wastewater on agricultural land in 1976. Early
effo4rts laid the groundwork ,for the City's extensive agricultural: irrigation partnership with the
~~ ° local ranching community which began. in 1983 and. consisted of three pump stations,
transmission pipelines,and ,15 hydrants located on individual parcels. In 1'984, the City began
pumping recycled' water'under pressure to, the hydrants.

', water system and have offered`to pay fiill,costs for the extension of the service main to their site,
pumping.costs associated with,delivery ofthe water and the recycled water rate as defined in the
;; City's rate resolution,. currently 65% of potable. They are interested in; a long=term. contract to
allow recouery'of the costs associated with gaining aecess'to the City's system. Costs associated
with the processing ofthis application for the use ofrecycled water will be borne by the
applicant, including environmental review ofinfrastructure improvements (line and pumping
~~ systems) and ~fhe capacity of the recycled water. system to meet requested flows. .

various phases can be scheduled to, coincide with the economic growth patterns, projected water
demands as identified within. the General Plan 2025 'and beyond;

Bef~ween the end of October.;through April the "City is permitted to discharge treated water to the
Petaluma River. The remainder of the year the majority of recycled water produced .at Ellis
Creek is delivered to agricultural land being reimbursed for the use ofsecondary treated effluent.
In addition; the Citypresently serves, three land :uses that pay for the water pursuant to the
adopted Rate Schedule (Adobe-Creek Golf & Country Club, Rooster Run, and Karren
Vineyards).. The two golf courses .utilize .the recycled water for routine watering tasks, while
Karren Vineyard only•uses the water.for frost~protection. Until such time as the recycled water

determined during applicationprocessing and preliminary engineering analysis. For example a
3"'meter; typical for irrigation, has a connection fee of $72,174 plus the cost of the meter
(approximately $3,000).

29 ranchers, subject, to. the review and approval of the City Attorney.
30 3. This :Resolution shall become effective immediately.
31 4. All portions ofthis'Resolution are severable: Should .any individual
32 component of this;Resolution be adjudged to be invalid and unenforceable by
33 a body ofcompetent jurisdiction;. then'the.remainng Resolution portions shall
' ' 34 be and continue in full force and effect; except as to those Resolution portions
