IBC®IVI~NIDATION It i recommended that the City ,Council review and accept the proposed composition of a Citizen Advisory Committee for the Station Area Planning process and provide any further direction, as necessary.. ~ACI~GItOUND On July 8, 2010 the City Council held a special meeting to interview three consultant teams selected as finalists for the'Station Area Planning Grant. During that meeting the Council discussed the merits of having a Citizen. Advisory Committee o participate in the Station Area Planning process and directed staff to return with a proposal. forthe composition of such a committee. I)ISCiJSSION i The Station Area Planning process will result in atransit-oriented development master plan for ,, the areas surrounding the planned. Corona:Road and Downtown Petaluma SMART station sites. The Citizen Advisory Committee (CAC) should include interests from both geographic areas and be of sufficient size to include diverse interests but be limited to a size that is manageable - up to 12 members. The proposed composition of a CAC is as follows: ® 1 City Cbunci :member (serving as Chair) ® 1 Planning Cornrnission/.Historic and Cultural. Preservation Committee member °' ® 1 Pedestriari'and Bicycle Advisory Committee member ® 1 Trarisi~t Advisory Committee member ~ Central Petaluma Specific Plan. Citizen Advisory Committee representative(s) • ® Members of the 'community representing one or more of the following local interests: o Property Owner within the .planning area ,~ o Business Owner within the planning area. ~~ Agenda Review: j City Attorney Finance Director City Manager o Community/Neighborhood Group o Chamber of Commerce o Citizen at-large With Council approval of a committee composition, staff will prepare an announcement advertising positions to serve on the committee. It is proposed that representatives from the City's decision-making and advisory bodies would self-select their representatives. The City Council could select the other members by majority vote following a public notice and an application process. Athree-week notice period is suggested and Council could make its selections at its October 18th meeting. In addition to the Citizen Advisory Committee the project's scope of work includes the formation ofa Technical Advisory Committee (TAC). Both of these committees will be integrated into the planning process to provide input throughout and to review key project deliverables. The planned composition of the TAC includes the following interests: • Sonoma Marin Area Rail Transit (SMART) ® Sonoma County Transportation Authority (SCTA) ® Association of Bay Area Governments (ABAG) ® Metropolitan Transportation Commission (MTC) • City Staff ® Transit Agency Representatives The City Council approved the selection of Opticos Design at the August 2, 2010 meeting. Staff is finalizing the funding ,agreement with MTC and the Professional Services Agreement with Opticos Design. It is anticipated that all the agreements will be in place and we will be ready to start the project inmid-October to early November. We anticipate the committee will meet at least once a month, participate in key public workshops, and review major project deliverables. The project start date will allow the existing committees to meet and appoint their representatives by the start-up date. FIN~t~NCdAi. )[N1~ACTS The total project cosh is $300;000 (Fund 5400, Project #1003'60.). The Metropolitan Transportation Commission is providing $240,000 and requiring a $60,000 local match. The. Sonoma-Marin Area Rail Transit (SMART) district has committed to providing $10,000 of the local match, thereby reducing Petaluma's commitment to $50,000. The Council budgeted $50,000 of PCDC funds for this project ($25,000 in 2010/11 and $25,000 in 2011/12). In the process of recommending Opticos Design City staff negotiated the inclusion of consultant involvement with the Citizen Advisory Committee into the scope of work at no additional cost. City staff will be responsible for the majority of the administrative work associated with staffing the CAC.
