Funding for the Petaluma Boulevard South Road Diet ,.Amending the :Fiscal Year 2010-11 Adopted CIP Budget'to Include Project C 16101101, Authorizing a Transfer of Funds, and AuthorzirigCity Manager to Sign the Grant-Related 'Documerits 12ECOMNYENDATION It is recommended that, the City Council adopt the attached:resolution accepting the Regional Transportation for Livable Communities (TLC) ;funding for: the. Petaluma Boulevard South Road .Diet, amending the Fiscal. Year 2010-11.adopted CIP' Budget`to include. Project 016101101, authorizing a transfer of funds; and autliorizing:City Manager to sign the grant-related documents. >BACKGROUND The Metropolitan Transportation. Commission .(MTC). sponsors the Regional Transportation for Livable Communities: (TLC) Fundng.Program, which is part ofthe;federal Congestion Mitigation and Air"Quality Iinprouement.;(CMAQ) program,: On April 5, 2010, the City Council 'authorized staff to apply for TLC fundngfor the Petaluma Boulevard South Road Diet Project, with support from.the Petaluma Downtown.Association, and.authorized,the use of $169,400 of Proposition 1B funds.. On July 14, 20T0;.staffreceived notification.from MTC of award of the grant irr the amount. of $708';000. The April. Sth resolution reflects a grant request of $677,600. 1V1TC later increased the. grant award amount to compensate for some additional grant conditions of approval. DISCUSSION The Petaluma Boulevard South Road. Diet will reconfrgure the current 4-through lanes to 2- through lanes and- .one two-way left- turn. lane, -from Washington, Street to D Street, with a transition o E Street in order o provide adequately: ized dnving and. parking lanes that will improve safety for all. modes of transportation and encourage more bicycle and pedestrian use. Agenda Review: City Attorney Finance Director ,! ~ City Manager This proposed complete street project is adjacent to, and a continuation of, the recently completed Petaluma Boulevard North road diet project, which was also partially funded by TLC. The work is primarily restriping of the existing roadway, but will also include traffic signal modification to accommodate the new lane configuration. As part of this process, a minor, non- structural pavement surface treatment will be required to eliminate the existing, striping. In anticipation of the grant,, staff canvassed the downtown businesses regarding this project, and subsequently met with the Petaluma Downtown Association to present the project and address the business community's concerns about traffic circulation, loading zones. and parking. The reduction in the number of lanes allows for the inclusion of a Class 3 bike delineation, and promotes pedestrian activity by improving safety. The lane reduction also provides an opportunity for additional on-street parking. Design and public outreach may result in inclusion of additional bike racks and landscaping .into the project area. Public outreach, which began prior to the grant application, will.be continued through all phases of the project. If the grant is accepted by City Council, staff will request Caltrans authorization for design funding, followed by a design consultant request for proposals. If the grant is not accepted, the City will forfeit the grant funds and no improvements will be made on Petaluma Boulevard South at this time. FINANCIAL, IMPACTS MTC awarded the City of Petaluma $708,000 for the Petaluma Boulevard South Road Diet Project and requires a local match of 20%. $169,400 of 2008-09 Proposition 1B Local Streets and Roads Improvement funds and $28,839 in Street Maintenance Operating funds are estimated to meet the required 20% match, plus pay the City's overhead (total request of $198,239). Use of funds from the Street Maintenance Operating Budget for this purpose was planned, and will not impact maintenance or repair of roads. The City must meet funding schedules set by MTC and Caltrans, and therefore, construction is expected to occur in 2012. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: . 1. Finds that the Petaluma Boulevard South Road Diet Project 016101101 is categorically exempt: from the California Environmental. Quality Act ("CEQA") pursuant to 14 California Code. of Regulations (CEQf1 Guidelines) section 15301(c), as the ' 4 operation, repair, maintenance or minor alteration of existing .highways and streets, sidewalks, gutters, .bicycle and pedestrian trails and similar facilities, with negligible or no expansion of use: 2. Accepts~the Regional Transportation For Livable Communities Grant; and 3. Amends the Fiscal Year 2010-11. Adopted CIP Budget to include the Petaluma Boulevard 'South Road Diet Project 01.6101101; and 4. Authorizes a budget transfer in the amount of $28,839 from.the Street Maintenance Fund operating budget to Project No. C 16L01101; and 5. Authorizes. a budget transfer in the amount 'of $169,400 from the 2008;.09 Proposition 1 B Local Streets and Roads Improvement'Funds to Project No. 01,6101101; and 6.
