SUBJECT: Resolution Recommending Appointments to the Mayors' & Councilmembers'
Association to Fill Vacancies on the Association of Bay Area Governments Board of
Directors and the Sonoma County Agricultural Preservation and Open Space District
Citizens Advisory Committee.
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution recommending appointments
to the Mayors' & Councilmembers' Association and giving the Mayor or his designee authority to
vote on late nominations received at the Association's June 11, 2015 meeting.
BACKGROUND
The Mayors' & Councilmembers' Association, which includes all the Sonoma County cities, fills
vacancies on various local or regional Boards or Commissions when the terms of office expire or
upon resignations. Letters of interest are circulated to all cities by those elected officials wishing to
serve, followed by the cities voting on their recommendations at an upcoming meeting of the
Association.
Board of Directors Appointments:
Association of Bay Area Governments (ABAG) Board of Directors. One position, two year
tern, to fill the expiring term of Jake Mackenzie (Rohnert Park) whose term expires June
30, 2015. Letter of interest was received from:

2. Association of Bay_ Area Governments (ABAG) Board of Directors - Alternate. One
position, two year term, to fill a vacant position.
• Julie Combs (Santa Rosa)
Sonoma Countv Agricultural Preservation and Open Space District Citizens Advisory
Committee. Three positions, two year terms from appointment date, to fill the expiring
terms of John Dell'Osso (Cotati), Gary Wysocky (Santa Rosa), Laurie Gallian (Sonoma).

RESOLUTION RECOMMENDING APPOINTMENTS TO THE MAYORS' &
COUNCILMEMBERS' ASSOCIATION TO FILL VACANCIES ON THE ASSOCIATION
OF BAY AREA GOVERNMENTS BOARD OF DIRECTORS AND THE SONOMA
COUNTY AGRICULTURAL PRESERVATION AND OPEN SPACE DISTRICT CITIZENS
ADVISORY COMMITTEE
WHEREAS, vacancies have occurred on various Boards and Commissions due to term
expirations or elected members leaving office; and
WHEREAS, the appointments will be considered by the Board of Directors at the Mayor's
& Councilmembers' Association meeting on June 11, 2015; and
WHEREAS, letters of interest have been received and considered by the Petaluma City
Council.
NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council does hereby
recommend to the Mayors' & Councilmembers' Association the following people to fill the
vacancies on:
for the Association of Bay Area Governments (1 position)
for the Association of Bay Area Governments — Alternate (1 position)
for the Agricultural Preservation And Open Space District Citizens
Advisory Committee (3 positions)
BE IT FURTHER RESOLVED that the Petaluma City Council authorizes Mayor David
Glass or his designee to vote on late nominations received at the Mayors' & Councilmembers'
meeting on June 11, 2015.

Honorable Mayors and Council Members,
I am submitting this letter to you to advance my candidacy for re -selection
to the above position by the Mayors' & Councilmembers' Association
Board of Directors.
I have a long history of involvement with ABAG serving as a member of
their Regional Planning Committee from 1997-2004. 1 also participated in
the Regional Housing Need Allocation (RHNA) modeling work group
where I was an active participant in the development of the 2014-2022
RHNA Plan.
I continue to enjoy serving on the ABAG Executive Board and respectfully

Agricultural Preservation & Open Space District
Dear Mayor McCaffery,
I am writing you to ask for your support for reappointment on the Sonoma County Agricultural
Preservation & Open Space District (District) Citizens Advisory Committee. I would be honored
to have the opportunity to continue to represent our cities. I feel that my background of working
for the National Park Service (NPS) at Point Reyes National Seashore for over 32 years gives me
an excellent understanding of open space issues in the Bay Area. Additionally, for over 50 years
at the Seashore, we have preserved and maintained the dairy and beef ranches at Point Reyes
while continuing to be a natural sanctuary and human haven for myriad of species and over 2.5
million annual visitors.
At the District, we recently created a subcommittee to focus more on the agricultural lands held
under either easement or fee simple and hope to provide more education to the public about the
treasured agricultural lands in our county. I was happy to be appointed to this subcommittee.
If you look at the mission statement for the District and the NPS, there are some very strong
similarities; mainly to preserve and protect for future generations. I have been committed to this
concept in my professional, personal and public life.

Re: Application for the County Agricultural Preservation and Open
Space District Advisory Committee
Dear Mayors and Councilmembers,
It has been my distinct honor to have served as your representative on the Sonoma County
Agricultural Preservation and Open Space District Advisory Committee since June 2009. 1 have
served these last 6 years on the Executive Committee, the last two years as the Chair. Once again I
am requesting your support as I seek reappointment for another two-year term.
As a 34 -year resident of Sonoma County, residing in the City of Sonoma, I have a great respect for
the beauty and importance of land use policies that will help the County fulfill its goals of preserving
the land and providing healthy open spaces for generations to enjoy. The Sonoma County Ag
Preservation and Open Space Advisory Committee works with the public and District to represent an
advisory body providing opportunities for the public to weigh in on the District Three -Year Work Plan,
Matching Grants, access for the public to Sonoma County Open Space, Draft District Habitat
Mitigation Policy, Environmental, Conservation and Stewardship policies.
In addition to serving on the Ag Preservation and Open Space District, I have also served on the
Sonoma County 2007 Community Climate Action Plan Committee and since 2009 served the Sonoma
County regionally as a Director on the Sonoma County Transportation Authority, Regional Climate
Protection Authority District, and City representative on the Water Advisory Committee. In my year as
Mayor of City of Sonoma in 2011, 1 was Chair of Sonoma County Mayor and Councilmembers, and
city representative on the Sonoma Valley County Sanitation District. l have represented the City of
Sonoma on the Association of Bay Area Governments, and since 2011 Sonoma County on the
League of California Cities North Bay Division Executive Board.
As a 7 year Sonoma City Councilmember, I have a stake in the acquisition and preservation of
agricultural and open space lands as a legacy for future generations. I eagerly anticipate the
possibility of representing you on the committee and accepting the challenge to work collaboratively in
a regional cities leadership approach to explore and support the cities and the mission of the Ag
Preservation and Open Space District - "Permanently protects the diverse agriculture, natural
resource and scenic open space lands of Sonoma County for future generations".
