HomeMy WebLinkAboutResolution 2010-185 N.C.S. 10/04/2010Resolution No. 2010-185 N.C.S. of the City of Petaluma, California RESOLUTION OF ~,OCAI, SUPPOR'I' CMAQ FUNI)ING ACCEP'I'ING "~'HE REG~ONAL TRANSPORTA'~'ION FOR LIVABLE CONIMi1NITIES (TLC) FUNDING FOR TI~~ PETAI.UMA BOULEVARD SOUTH ROAD DIET P120JEC'I' C16101101, AIVIENDgNG 'I'HE FISCAL YEAR 2010-11 ADOP'~'ED CdP BUI)GET 'g'O gNCLUl)E PROJEC'~' C16101101, AUTI~ORIZING A TRANS~'ER OF FUNI)S, AN~ AYJTI~ORIZING CgTY 1VIANAGER TO SIGN 'I'~IE GRAN'I'-I2~LA'I'ED DOCUMEN'~S WI-~E12EAS, staff successfully applied for the Regional Transportation for Livable Communities funding through the Metropolitan Transportation Commission and was awarded $708,000 toward the Petaluma Boulevard South Road Diet Project; and, WgIEREAS, the proposed project on Petaluma Boulevard South (from 100' south of East Washington to E Street) will reconfigure the current 4-through lanes to 2-through lanes and one two-way left turn lane in order to provide adequately sized driving and parking lanes and thereby improve safety for all modes of transportation and encourage mare bicycle and pedestrian use; and, WHEREAS, the project represents an ongoing effort by the City to improve traffic safety; and W~IEREAS, $198,239 is estimated to meet local grant match requirements, plus pay the City's overhead staff; and, WHEREAS, sufficient funding for this purpose is available in the Street Maintenance Fund operating budget and will be transferred to Project No. C 16101101; and, W~IEREAS, sufficient funding for this purpose is available in the Street 2008-09 Proposition 1B Local Streets and Roads Improvement Funds and will be transferred to Project No. C16101101. NOW, ~'HEREFORE, BE I~d' 12ESOLVED that the City Council of the City of Petaluma hereby: 1. Finds that the Petaluma Boulevard South Road Diet Project C16101101 is categorically exempt from the California Environmental Quality Act ("CEQA") pursuant to 14 California Code of Regulations (CEQA Guidelines) section 15301(c), as the operation, repair, maintenance or minor alteration of existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails and similar facilities, with negligible or no expansion of use. 2. Accepts the Regional Transportation For Livable Communities Grant. Resolution No. 2010-185 N.C.S. Page 1 3. Amends the Fiscal Year 2010-11 Adopted CIP Budget to include the Petaluma Boulevard South Road Diet Project C16101101. 4. Authorizes a budget transfer in the amount of $28,839 from the Street Maintenance Fund operating budget to Project No. C16101101. 5. Authorizes a budget transfer in the amount of $169,400 from the 2008-09 Proposition 1 B Local Streets and Roads Improvement Funds to Proj ect No. C 16101101; and Authorizes the City Manager to sign the Caltrans State-Only Funds Master Agreement, as well as a Caltrans Program Supplement Agreement (PSA) for this specific project in order to receive grant funding allocation.
