During`the,~dry weather season this pump station operates at full-:capacity to deliver recycled water to the agricultural users. The pump station comprises .four 75-hp pumps;, two of which are controlled by variable frequency drives "' (VFDs) a surge tank, instrumentation, and motor control centers. ~ The existing electrical equipment -and control systems of the pump station have been operating for almost 30 years and are in need of upgrade to' prevent system:failure. The project was origina'lly'bd in Eebruary201.0. City.Councl awarded the construction contract to the low bidder on Apri17, 2010; and on June 7, 20,10, the contract was terminated after it becarrie apparent that',:;the~ low bidder would not be able to meet project deadlines in time for the start ~of the-recycled`~water irrigation season. Section 20162 and other applicable law, City staff solicited bids for the Project; and WTIEREAS, the project was bidon September 1.5, 20.10, and two (2).bids were received and opened on September 29, 2010 in accordance with applicable law; .and WIIEREAS, the lowest bid.:for•the Project was from' Cats 4U, .Iris: for' $67,650 and WHEREAS, staff has determined that Cats. 4U, Inc.'s bid satisfies the bidding requirements for the Project.; and WHEREAS, staff has verified that Cats 4U, Inc. possesses a valid. California Contractor's License; Class A, number 46578:1. that qualifies Cats 4U, Inc. to perform the Project; and WI~EREAS, the Project is categorical'l`y exempt pursuant to California Environmental Quality Act ("CEQA"). and Title 14, the California Code of Regulations ("CEQA Guidelines"), Section 1530:1, because the project consists: of rehabilitation of existing structures, facilities, or mechanical equipment involving negligible or no expansion of an existing use. N®W, TIIEREFORE,.BE IT:RESOLVED that the City Council of the City hereby: 1.
