Dear Mr. Mushallo;
I suppose you are well into preparations for the coming Petaluma budget. I am not really interested in
the accounting - I am sure every dollar will be accounted for. What interests me is what is to be
achieved (there reason/justification) by spending that money. I cannot ask what oral guidance was
provided for the Fy 15-16 budget. I just hope you have received written guidance from the City
Manager and/or the Mayor with regard to how available funds should be allotted and there reasons
will be stated therein.
I would have an issue with City Council if the budget does not identify required vs. optional choices.
By required I mean by state law. California law makes the city government responsible for specific
functions on behalf of the entire community of Petaluma. I would like to think those would be fully
funded before funding any mission/function the city has assumed because of moral, ethical, or
because of political/ personal beliefs. I if insufficient funds are not available to cover the
missions/functions directed by State law, I would hope that would be identified as being the case in
the budget. And if the city has assumed missions/functions not required by State law, that the funding
of those missions/functions will be identified as not being State required.
Here is my request.
1. Would you please provide to me whatever written budget guidance City Council, the Mayor,
and City Manager have provided that tells you what must be included in your presentation.
2. Will you be identifying the capital asset depreciation that you generate? ( If Council is not
going to be apprised in the Budget deliberations, I would like to address the existence and
importance to City Council.)
