HomeMy WebLinkAboutResolution 2015-065 N.C.S. 05/18/2015Resolution No. 2015-065 N.C.S. of the City of Petaluma, California AUTHORIZING THE PURCHASE OF GLOBAL TRAFFIC TECHNOLOGIES EQUIPMENT TO UPGRADE EXISTING TRAFFIC SIGNAL CONTROL EQUIPMENT FOR THE TRANSIT SIGNAL PRIORITY PILOT CORRIDOR FROM ADVANCED TRAFFIC PRODUCTS IN THE AMOUNT OF $91,282.90 AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL RELATED DOCUMENTS WHEREAS, the Metropolitan Transportation Commission (MTC), the Bay Area's Metropolitan Planning Organization, has established a regional funding emphasis on projects that optimize the efficiency of existing infrastructure, such as freeway and arterial signal coordination projects, and projects that maximize limited transit operating funding; and WHEREAS, Petaluma's Transit Signal Priority Project (TSP) is a project that meets MTC's emphasis on maximizing the effectiveness of existing transportation infrastructure; and has the dual -benefit of the establishment of low -priority signal preference for Petaluma Transit fixed route buses, while upgrading and replacing vital TSP signal hardware utilized by the Petaluma Fire Department and the City's Traffic Engineering Division; and WHEREAS, the Petaluma TSP Project will utilize a variety of funding sources, including City Traffic Impact Fees (deemed eligible and included in the list of eligible projects), MTC's Transit Performance Incentive funds, and TDA (transit funds) Capital funding to deliver first the 14 intersections of McDowell Boulevard (Caulfield to Old Redwood Highway) as a Pilot Corridor, then, if the project performs as expected and meets its goals, a future Phase II will expand the TSP to other intersections within Petaluma; and WHEREAS, City of Petaluma is utilizing and has justified using a "sole source" procurement to ensure that the new equipment works seamlessly with the existing GTT equipment that is installed throughout Petaluma, which ensures compatibility and uninterrupted reliability of emergency response pre-emption at intersections along the McDowell "Pilot Corridor"; and WHEREAS, the Project is exempt from the requirements of the California Environmental Quality Act ("CEQA") pursuant to section 15275(a) of the CEQA Guidelines because it will increase existing City passenger bus services by improving bus travel time and reducing greenhouse gas emissions. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma that the City Manager is hereby authorized to: 1. Purchase from Advanced Traffic Products and equipment to deliver the Transit Signal Priority Pilot Corridor, in a total amount not to exceed $91,282.90 as follows: a. Phase Selector Cards for the remaining 6 intersections in the Phase I Pilot Corridor; b. Global Positioning Systems (GPS) enabled emitters for 8 Petaluma Transit fixed route buses; Resolution No. 2015-065 N.C.S. Page 1 c. Signal Mast GPS Transit Signal Priority detection units and cabling; d. Interface cards for each signal control cabinet in the pilot corridor. 2, Execute all related documents. Under the power and authority conferred upon this Council by the Charter of said City.
