HomeMy WebLinkAboutAgenda Bill 2.G 10/18/2010~AzU~ aw ~ L86$ DATE: October 18, 2010 TO: Honorable Mayor and Members of the City Council through City Manager FROM: Pamela Tuft -Interim Director, Water Resources & Conservati SUBJECT: Resolution Authorizing the City Manager to Execute a Professional Services Agreement for Electrical Engineering Services During Construction for the `C' Street Pump Station Upgrade Project RECOMMENDATION It is recommended that the City Council adopt the attached Resolution authorizing the City Manager to execute a Professional Services Agreement for electrical engineering services during construction to ArcSine Engineering, Inc. for the `C' Street Pump Station Upgrade Project. BACKGROUND The `C' Street Pump Station Upgrade project involves structural, mechanical, and electrical improvements to the existing pump station. On August 2, 2010, a contract was awarded to Pacific Infrastructure Corporation in the amount of $2,305,000. On September 13, 2010, City Council authorized a Professional Services Agreement for engineering services during construction with Psomas for $250,000. Procurement of materials and equipment is scheduled to begin soon: Construction is scheduled be completed in November 2011. The project location is shown on Attachment 3. In 2004 Dodson/Psomas was selected to provide the design services for the project along with ArcSine; electrical engineers; and, Burke Tomas, architect as sub-consultants. The design was ,completed in August bf 2005 and was anticipated. to be debt financed at some point in the future. Future services during construction were not included in the contract, at that time, as timing of construction .was unknown. The project was recently prioritized and initiated at the request of the Regional Water Quality Control Board due to sanitary system overflows (the pump station is directly adjacent to the River). Re-engineering of mechanical and electrical components to meet current building codes as well as architectural improvements to compliment the Downtown Historic District were implemented into the design and construction documents. DISCUSSION ArcSine Engineering, Inc. (ArcSine) is the: electrical engineer of record on the C St. Pump Station Upgrade project. They were the electrical engineering firm designated as sub-consultant Agenda Review: City Attorney Finance Director -~ City Manager to Dodson/Psomas to design the electrical and instrumentation systems for the project. They are necessary for review of electrical and instrumentation submittals for the project and to ensure submitted/contractor selected items comply with the design intent of the Project. ArcSine has been involved in the project since its inception; analyzing the existing electrical and mechanical systems, designing electrical and instrumentation to handle-the design flows as well as integrating those systems with the instrumentation systems at the Ellis Creek Water Treatment Facility. This is recommended for award as a sole source agreement since it would be cost prohibitive to utilize another electrical engineering. consultant; previous engineering decisions would otherwise need to be reconsidered and recorded under new licenses, drawings and specifications. To control the costs on this project and provide better overall project management the ArcSine contract was separated from the other design entities. With separate agreements with the various design firms, city staff feels that more efficient project management and cost control will result. City Staff recommends engaging ArcSine to provide electrical engineering services during construction for the project. FINANCIAL IMPACTS The contract will be a time and materials, not to exceed agreement. This contractual structure was selected because the work levels to review submittals may vary widely based on the performance of the selected low bid contractor. The total budget for this project (000500205) is $3,896,000 over the next two years with a year 1 approved budget of $1,837,000. The design budget currently has $127,000 available to address design services during construction.
