SUBJECT: Resolution Amending the Classification and Compensation Plan by Revising the
Classification Specification of Environmental Services Analyst
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Amending the
Classification and Compensation Plan by Revising the Classification Specification of
Environmental Services Analyst.
BACKGROUND
The Classification Specification, Allocation and Pay Range for Environmental Services Analyst
was established on November 17, 2014 and, while the position is currently unfilled, is in need of
a minor change in minimum qualifications that requires City Council approval. This
classification was established to replace the previous Water Conservation Coordinator due to an
expansion of duties beyond water conservation with increased technical and management skills
required in the area of analytics and multiple program management. The Environmental Services
Analyst's duties include other resource conservation programs including expansion of recycled
water use, groundwater monitoring, solid waste contract management, urban water planning,
management of environmentally sensitive lands owned by the City, and public education related
to programs. The Environmental Services Analyst position requires a bachelor's degree in
environmental engineering, environmental studies, landscaping, water supply, natural resources
management, business management or related field and three years of increasingly responsible
experience in water conservation that included the preparation, implementation and coordination
of water conservation programs.
DISCUSSION
When the Environmental Services Classification was established, it included requirements for
certification as a Water Conservation Practitioner from the American Water Works Association
or AWWA and as a Certified Landscape Irrigation Auditor from the Irrigation Association. The
former employe in the position, who has since departed, held both of these certifications. The
certification requirements were reviewed in light of the actual duties of that position. The
following changes are recommended to reflect the revised duties and responsibilities of the
position:
• The water conservation certification should be updated to the new title used by the AW WA,
that being Water Use Efficiency Practitioner. For hiring, the required certification would be
entry level or Certificate of Achievement, with a requirement for more advanced Grade 2
certification within 24 months of appointment.
• The Landscape Irrigation Auditor certification could be useful, but is not essential for the
position.This certification is intended for professionals who design, review and /or install turf,
landscapes, golf courses, or irrigation systems. This certification would be changed to
desirable.
• With the increased requirements upon the City for stormwater control, it would be desirable
for the Environmental Services Analyst to have Qualification as a Qualified Stormwater
Pollution Prevention Plan (SWPPP) Practitioner (QSP) by the California State Water
Resources Control Board.
The recommended changes have been shared with the Petaluma Professional and Mid - Managers
Association (PPMMA). The City has responded to PPMMA's questions and concerns, and the
Association has no objection to the revisions being proposed.
FINANCIAL IMPACTS
This is no financial impact with this adoption. The salary for the Environmental Services Analyst
classification will not change. The current annual salary range for this position is $67,951.94 -
$82,595.97.

RESOLUTION AMENDING THE CLASSIFICATION AND COMPENSATION
PLAN BY REVISING THE CLASSIFICATION SPECIFICATIONS FOR
ENVIRONMENTAL SERVICES ANALYST
WHEREAS, the City wishes to keep current its Classification and Compensation
Plan; and amendments and or revisions to the Classification and Compensation Plan are
effective upon approval by the City Council; and,
WHEREAS, the City Manager /Personnel Officer has determined that certain
duties and responsibilities . are appropriately allocated to the classification of
Environmental Services Analyst (as attached hereto and marked Exhibit A); and,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby:
1. Approves the amendment to the Classification and Compensation Plan as
written in this Resolution including the amendment in the Competitive
Service of the Personnel System.
2. Takes this action pursuant to Personnel Code 3.04.020 and Personnel
Rules and Regulations (Rule IV- Classification and Rule V- Compensation)
and that the notice of this action has been properly posted.
3. Revises the Classification of Environmental Services Analyst.

Environmental Services Analyst
Summary
To plan, organize, coordinate and implement a variety of resource conservation programs
including water conservation, recycled water expansion, solid waste, and urban water planning;
to provide expertise in program elements for the organization; and to perform a variety of
professional and technical level tasks relative to assigned areas of responsibility.
Class Characteristics
General direction is provided by the Environmental Services Manager; responsibilities may
include the direct or indirect supervision of technical staff.
Essential Duties, Skills, and Demands of the Position
The duties, skills, and demands described here are representative of those that must be met by an

Duties:
Recommend and assist in the implementation of goals and objectives; establish schedules and
methods for resource conservation programs; implement policies and procedures.
Develop, implement, and revise resources conservation programs as new technologies and
program elements are identified; plan and implement recycled water expansion program, solid
waste programs, urban water planning and other resource management programs; develop
strategies and time schedules for implementing new program components.
Research and analyze water use patterns to identify conservation methods; investigate and
develop methods to reduce the City's flow to the wastewater treatment plant; gather, analyze and
interpret data related to water supply and use to determine cost effective program options;
analyze existing water and recycled water mainline locations; provide recommendations on
expanding existing recycled water system to new tertiary recycled water program.
Oversee and manage various water conservation program components, including, but not limited
to, the California Irrigation Management Information System (CIMIS) weather stations, ultra -
low flush toilets, water - conserving landscaping and irrigation techniques, rebate measures,
recycled water uses, commercial /industrial /institutional /residential water use surveys, water
pricing, and other water saving devices.
Develop and provide ongoing public awareness and consumer education related to assigned
resource programs, including resource conservation methods and techniques; prepare and make
presentations to consumers; present workshops and short training programs on conservation and
other resource management topics; develop activities for conservation activities; create press
releases, newsletters, flyers and other information resources on water conservation.
Coordinate resource conservation program efforts of various divisions of City departments and
volunteer groups; represent the City in dealing with conservation issues before the City Council,
Chamber of Commerce, the public, state and local regulators, and a wide range of community

groups; represent the City on the California Urban Water Conservation Council and other groups
as assigned.
Identify and map new and existing accounts available to connect to existing recycled main lines;
assist in feasibility studies and of recycled water expansion programs; perform ongoing
monitoring of new and existing accounts.
Participate in budget preparation and administration; prepare I cost estimates for budget
recommendations; submit justifications for equipment, materials and supplies; monitor and
control expenditure.
Implement and administer the City's Water Conservation Plan; track, implement and ensure
compliance with California's Urban Water Conservation Best Management Practices and other
local, state and federal water related rules and regulations; prepare various reports for local and
state agencies; update Petaluma's Urban Water Management and Urban Water Shortage
Contingency Plans.
Research and write technical reports and proposed regulations and ordinances to control the use
of water; write and administer grants for environmental services projects.
Conduct water audits; may install or provide advice in installing water- saving devices;
coordinate with other agencies in the planning and implementation of regional conservation
programs; monitor and evaluate conservation results.
Prepare, negotiate and administer landscape maintenance agreements and contracts for City
facilities; plan and design new and /or renovated water - efficient landscapes at City facilities.
Review, analyze and administer solid waste contracts; prepare and manage contracts for related
services and oversee procurement of conservation materials.
Perform development plan review for new construction and renovation projects to ensure
compliance with City standards as they relate to water, sewers, storm drain, and related public
works facilities as required.
Answer questions and provide information to the public; investigate complaints and recommend
corrective action as necessary to resolve complaints.
Build and maintain positive working relationships with co- workers, other City employees and
the public using principles of good customer service.

Physical Demands and Work Environment:
While performing the duties of this job, the employee is regularly required to sit, stand, walls, use

employee must frequently lift and /or move weight up to 50 pounds. Specific vision abilities

Methods of creating and managing public information programs.
Pertinent local, state and federal laws, ordinances and rules.
Principles and practices of budget monitoring.
Grant writing and administration.
Principles and practices of effective customer service.
Modern office procedures and computer equipment including word processing, spreadsheets,
graphics, and audio - visual aids including Microsoft Word and Excel, PowerPoint and Publisher.
Social media such as Facebook and Twitter as tool for public information and engagement.

Education and Experience
Any combination equivalent to the education and experience likely to provide the required
knowledge and abilities would be qualifying. A typical way to gain the knowledge and abilities
would be.
Education:
Equivalent to a Bachelor's degree from an accredited college or university with major work in
environmental engineering, environmental studies, landscaping, water supply, natural resources
management, business management, or closely related field.
Experience:
Three years of increasingly responsible experience in resource conservation that includes the
preparation, implementation, and coordination of resource conservation programs. Experience in
water utilities is preferred.
Certificates /Licenses:
Possession of a valid California Class C driver's license with a satisfactory driving record.
Possession of a Certificate of Achievement in Water Use Efficiency issued by the American
Water Works Association, California Nevada Section.
Possession of a Water Use Efficiency Grade 2 Practitioner certificate issued by the American
Water Works Association, California Nevada Section, is required within 24 months of
appointment.
Desirable: Qualification as a Qualified Stormwater Pollution Prevention Plan (SWPPP)
Practitioner (QSP) by the California State Water Resources Control Board.
Desirable: Possession of a Certified Landscape Irrigation Auditor certificate from the Irrigation
Association.
