SUBJECT: 'Resolution. Authorizing the City Manager to;Execute Amendment No. 1 to
Professional Design Services Agreement for Engineering and Design Services for
the Water Main Replacement ;East Washington Street Phase 2 Project
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution authorizing the City
Manager to execute Amendment No. 1. to Professional 'Design Services Agreement for
engineering and design services for the Water Main Replacement East Washington Street, Phase
2 project.
BACKGROUND
To maintain and improve. the condition of the City's water and wastewater systems, the
Department of Water Resources and Conservation (DWRC) annually replaces deteriorating
water mains'throughout the City;. The General.Plan 2025 identified the need to replace. the water
mains in East Washington Street from McDowell Boulevard to the Petaluma River. These lines
:,are over 70 years old and are ,prone. to leaks which .are difficult to repair and result in traffic
:delays on East Washington Street. This is a -major ;line as it supplies water from the SCWA
Aqueduct to the .east side of the City. The first phase,. Highway 1.01 to Edith Street, is currently
at 90% design and will be constructed `in the spring of 2011. The project location for Phase 2,
Edith Street to the Petaluma River Bridge, is shown on Attachment 3.
Due to recent water main -failures, which resulted in .lane closures and significant overnight
repair activities; this 20i 1/2012 CIP project. is being expedited. Given the complexity of this
project, early initiation will .ensure design will be ready°for construction in the 2011/12 year and
could immediately follow the first ,phase construction. timeline. Services include engineering and
design~to provide contract documents including plans and specifications for installing
approximately 2,300 feet of 1 &-inch. water main, water services and fire hydrants in E.
:Washington:Street.between Edith Street and the 'Petaluma River Bridge to replace the existing
deteriorated 8" and 10" :mains.. Services also include a hazmat materials assessment, coordination
with the traffc engineer and;obtaining a crossing permit for`work required in railroad right-of-
way.

DISCUSSION"
The DWRC solicited Request for :Proposals (RFP) for tfiefirst phase of this project, -Highway
101 to Edith Street, from Green Valley Consulting Engineers, ?Vest Yost Associates, and
Winzler & Kelly. 'These three 'local: firms ,were selected because of their demonstrated. ability to
provide superior engineering services, experience acid ability'to produce improvement plans and
specifications for municipal. water mains,. ability to produce:professonalquality work in a timely
and cost..-effective :manner, acid the high level of service they have :provided on .prior projects.
After.careful consideration, reference: checks, interviews with proposed staff, and review of cost
proposals, West Yost was selected .as the firm `best suited. to perform this service. A Professional
Design `Services Agreement (PDSA) with West Yost was executed on April 14, 2010. The City
has received the '90% plans and specifications and will -bid the .project: in .late winter.
To provide continuity in design,. and to avoid delay of the: improvements into .2012, additional
expenses for repairs or increased costs from rebidding, City :Staff recommends amending the
existing'PDSA with West Yost Associates to provide engineering and' design services for
Phase 2 of the project.
FINANCIAL IMPACTS
The contract will be a time and materials; not to exceed agreement: The total budget for the
phase 2 project (067401002) is :$2;264,000 over the next two years with a year 1 approved
budget of $164,000. The design budget currently has ,$'160,000 available.. This amendment will
be for a not to exceed amount of $99,0671'eaving a baTance~of $60,933 for future design service
agreements including design, services during construction.

WI=IEREAS, the City entered into,a Professional Design Services. Agreement on April 14, 2010
