Z of the City of Petaluma, California 3 4 s AUTHORIZING THE RENAMING OF HILL PLAZA PARK AFTER CONGRESSSIONAL ~ MEDAL OF HONOR RECIPIENT RICHARD A. PENRY, AND TO REPLACE A 7 MEMORIAL PLAQUE IN THE PARK s io WHEREAS, Richard A. Penny, a St" generation Petaluman was drafted into the United States Army, > > and served in the Vietnam Conflict; and iz l3 WHEREAS, on January 31, 1970, Sgt. Richard A. Penny distinguished himself, and through his 14 efforts, saved the lives of members of his platoon; anal 15 ~6 WHEREAS, as a result of this extraordinary and heroic efforts on January 31, 1970, Sgt. Richard A. ~ 7 Penny was awarded the Congressional Medal of Honor by then President Richard M. Nixon; and is ~9 WHEREAS, Richard A. Penny died on May 9, 1994 following a lengthy illness at the early age of 45; zo and z~ zz WHEREAS, the City of Petaluma has been approached by the Penny Committee requesting that Hill z3 Plaza Park, a park often frequented by Mr. Penny be renamed Penny Park in honor of Sonoma County's z4 only Congressional Medal of Honor recipient; and 25 z6 WHEREAS, the Recreation, Music and Parks Commission has deliberated on the request to rename z7 Hill Plaza Park after Mr. Penny, and recommends that the City Council authorize the renaming; and za z9 WHEREAS, local Veterans Organizations housed in the Petaluma Veterans Building including the 3o Veterans of Foreign Wars, American Legion Post 28, Disabled American Veterans and the Vietnam 31 Veterans support the proposed action, commenting that after reading the citation "the man deserves the 3z honor;" and 33 34 WHEREAS, the City Clerk's Office and the Petaluma Historical Museum have both conducted 35 historical research regarding the original naming of Hill Plaza Park, and find that the significance of 36 the park's name is not related to any particular individual but more to its geographical location; and 37 3s WHEREAS, the City of Petaluma's Facility Naming Policy does allow naming of public facilities in 39 "Recognition of individuals, groups and organizations for important service contributions, which have 4o had a recognized direct positive effect on the community." 41 42 43 44 45 46 Resolution No. 2001-072 N.C.S. Penry made on behalf of his Country and his community through his heroic activities related to the Vietnam Conflict, and hereby authorizes the renaming of Hill Plaza Park to Penry Park, and further authorizes the Penry Committee to work with staff and install a memorial plaque in the park with Sgt. Penry's name, honor and the full text of the Presidential award. IT IS FURTHER RESOLVED, that the City Council authorizes the Penry Committee to work with City staff and install a second memorial plaque in Penry Park, to commemorate Veterans of all wars. Under the power and.. authority conferred upon this Council by the Charter of said Ciry.
