HomeMy WebLinkAboutStaff Report 4.A 06/15/2015 - Part 1• i DATE: June 15, 2015 Agenda Item #4A TO: Honorable Mayor and Members of the City Council through City Manager FROM: Dianne Dinsmore, Human Resources Director SUBJECT: Resolution Ratifying The Memoranda Of Understanding Executed By The Duly Authorized Representatives Of The City Of Petaluma And The Petaluma Professional And Mid - Managers Association For Employees Of Unit 4 (Professional), Unit 9 (Mid - Managers), And Unit 11 (Confidential) RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Ratifying The Memoranda Of Understanding Executed By The Duly Authorized Representatives Of The City Of Petaluma And The Petaluma Professional And Mid - Managers Association For Employees Of Unit 4 (Professional), Unit 9 (Mid - Managers), And Unit 11 (Confidential). BACKGROUND The Petaluma Professional and Mid - Managers Association's (PPMMA) Memorandums of Understanding (MOUs) for Unit 4 (Professional), Unit 9 (Mid - Managers), and Unit 11 (Confidential) expired on June 30, 2014. The City has met and conferred with Association representatives and has reached agreement with the Association over the terms and conditions of employment for the contract period of July 1, 2014 through June 30, 2016. DISCUSSION The City and the Association met over a period of six months and negotiated numerous changes to the MOUs, many of them changes that better clarify and define benefits and conditions of employment. Nearly 60 proposals were reviewed, discussed, negotiated and were then either withdrawn, agreed to, or modified and agreed to. Proposals that resulted in agreement include the following key items: PPMMA employees last received cost of living pay increases in 2006. The recently negotiated contracts include: Year 1 of the Contract — a 1% cost of living adjustment and a one -time lump sum payment of 2% into an employee's 457 or RHSA account effective the first full pay period following approval by the City Council; Year 2 of the Contract — a 2% cost of living adjustment and a one -time lump sum payment of 1 % into an employee's 457 or RHSA account effective the second full pay period following approval by the City Council. ro age uo spuadop lI sL, `S l OZ `I ,iln f aaljL, ao uo aataa ogre saa,(olduio aoj uluoui /ot l $ of OZ I $ uzo4 lijauaq gjlvag juauzaujaa -aajjt, age BuisTui jo isoo luuoiltpp-e agl Kjllutnb ol ilnoijjlp si 11 aeaX aad pgg$ si Tijauag leTuap aaqRTq agl jo Two poT u lTso aqj -lowluoo agl jo uuaj moX omT age. aoj 000`Z£Z$ oq of povuiljso si sluauiked wins duml put, sV-jpa oql aoj lsoo punj Itu og ags ,spun] Iln ui 000`£t$ Xiajeuuxoiddv jo oseonui tau P pue `sluouiaaa2t, osagj jo llnsaa v se pun3 lemon ag1 of lsoo postaaoul ou sl aaagZ slavawl 'IvIaNvmlj quauzaallaa Iljun ueld atagl nisiuiuzpe Due uiinai of luouuioldwo f4Ta aneal aqm sooXoldwo Ouimollu, `algwod oq HIM VSH-d ag1, quouzaallaa aaije sisoo 41leoq pos.mguilaaun pue suzniu wd gjlvaq aoj Xvd of posn oq ueo }egl uvId t, o} suoiingtajuoo pauajap xul ;D7uz 01 saaXolduia semIlv, goRm (VSH -d) Tun000V s2uTnt'S gjTv3H aaallag v gsilgvjso Illm X110 agl jeg1 uaujj=oo -V - •salllurej Buno, glliA osog1 isiss-e of ao ooaoj3lzom aqj olul dajuo -aa zalsua iOJ Mollt, o} u0111sod pongs -e ut 3laonn of `lenoadde XjTD gjjtA ITT put, t silufl ui saaquzauz leuolssaJoad JOJ UOTIdo U-V - -aouldj.Torn aaa3 OniQ puu IogoolV uu gulssaippv aftngunl JO uoRlpDe aql `pue :duo Oullsixo oqj Ouisuonui jnogjlm `saaxolduia Xq poTuno aouemsui ojll jo slunoure agT uo X4jllglxall IXud Xgpuels pue ouu ano JOJ x llIglgilo se llam st, `anval 31ols jo osn oqj 2uip Bo.T uomuljap aapq °saadoldwo alglBlla aoj pled saaj uotl -eoijll.Tao pue osuooTZ Buipre2aa oolot,ad iiuiisixa age jo uolieotjTnlo `s2u -r qj aagjo Ououm `opnloui oslu, s f jOW agZ -suolilsod poTuosaadaa oqj 11t, jo suolleOJ ss lo oqj ajepdn put, Xpnjs uolltsuodwoo e }onpuoo 01 `JegT 2uinnoIIOJ DuM saTOmOu Tolered -woo gsTlgVjsa 01 aal.Tuzuzoo ooq pU un gsllgejsa o} paaafte VWWdd oql pun X}ta oqj •Iljz)uoq ag1 Oulpinoad jo Isoo s, ,(jTD aqj 2uionpai ui sisissn pue `ueld oql spiemol ainglaluoo osiAUoqjo pinom X11a oql legl lijouoq agl jo juoond Xljtj ao jleq jo junoum lUauoq v glun saa,(olduza 3MOTla sapinozd urei2oad jvgZ -weld glleag aqj ui lloauo jou op oqm sooXolduia aoj uzeawd nail ui -gs-eo le apinoad of onui Ruoo Illm X110 all - 't,IOZ `I Xnnu-ef antoaJJZ pagsllgVsa slanal uoTnglaluoo oql it, podd -eo on saaquzauz XIlumj paaanoo aiag1 pue sooXoldum ioj sumiuxaad gjlvag aoj uoqngTajuoo s,Xjla age. jo slunoum ags - guouz /OZi$ antaoaa ogn `saaalaa juouno ol Xlddv you Illm aseaaoui aqj sHpW aql jo uoT1dopt, aqI .Tole wi T oigm sooXoldula asogj Xluo ol palluzTI sl inq `g1uouz /Ot1 $ jo jtjauoq qjleaq juauzaaijaa -aajjV IM JOJ sooXoldwo fqTD aagjo stl Ianal igouoq ouzes oqj off, sooXoldmo VWWdd Butaq s f jOW aql - -non repuolt,o got,a 000`Z$ o} OOS`I$ uio4 ost, aaoui lllm slijouoq IL,I.uaQ - •uolsaanuoo aql njjv ui u w oouvTvq aneal Nols smog 08 IsBal It' Dapinoad `moo goea auz11 auo aneal uolIeo A JO (oijea 1 ol t) smog Ot, of anral )lots jo sinog 09 I of do -.Tanuoo of olye oq HIM saaXolduig - number of individuals who retire and whether those employees elect to continue medical coverage with Ca1PERS. The 2016 PEMHCA contribution is $125. At a rate of 3% increase per year, the City's minimum required contribution will reach $140 in 4 years. If four employees retired July 1, 2015, and opted out of Ca1PERS medical, the additional cost to the City for the next four years would be $3,840. The amounts of the City's contribution for health premiums for current employees and their covered family members are capped at the contribution levels in effect as of January 1, 2014. In the long -term financial forecast, the City currently assumes a 9% increase in City cost each year. Therefore, the medical benefit cap on costs as of January 1, 2014, results in a forecasted budget savings of $189,000, which offsets the $232,000 cost for wage increases and lump sum payments, for a net increase of approximately $43,000, all in non - General Fund cost centers.
