RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Ratifying The
Memoranda Of Understanding Executed By The Duly Authorized Representatives Of The City
Of Petaluma And The Petaluma Professional And Mid - Managers Association For Employees Of
Unit 4 (Professional), Unit 9 (Mid - Managers), And Unit 11 (Confidential).
BACKGROUND
The Petaluma Professional and Mid - Managers Association's (PPMMA) Memorandums of
Understanding (MOUs) for Unit 4 (Professional), Unit 9 (Mid - Managers), and Unit 11
(Confidential) expired on June 30, 2014. The City has met and conferred with Association
representatives and has reached agreement with the Association over the terms and conditions of
employment for the contract period of July 1, 2014 through June 30, 2016.
DISCUSSION
The City and the Association met over a period of six months and negotiated numerous changes
to the MOUs, many of them changes that better clarify and define benefits and conditions of
employment. Nearly 60 proposals were reviewed, discussed, negotiated and were then either
withdrawn, agreed to, or modified and agreed to. Proposals that resulted in agreement include
the following key items:
PPMMA employees last received cost of living pay increases in 2006. The recently
negotiated contracts include: Year 1 of the Contract — a 1% cost of living adjustment and
a one -time lump sum payment of 2% into an employee's 457 or RHSA account effective
the first full pay period following approval by the City Council; Year 2 of the Contract —
a 2% cost of living adjustment and a one -time lump sum payment of 1 % into an
employee's 457 or RHSA account effective the second full pay period following approval
by the City Council.

number of individuals who retire and whether those employees elect to continue medical
coverage with Ca1PERS. The 2016 PEMHCA contribution is $125. At a rate of 3% increase per
year, the City's minimum required contribution will reach $140 in 4 years. If four employees
retired July 1, 2015, and opted out of Ca1PERS medical, the additional cost to the City for the
next four years would be $3,840.
The amounts of the City's contribution for health premiums for current employees and their
covered family members are capped at the contribution levels in effect as of January 1, 2014. In
the long -term financial forecast, the City currently assumes a 9% increase in City cost each year.
Therefore, the medical benefit cap on costs as of January 1, 2014, results in a forecasted budget
savings of $189,000, which offsets the $232,000 cost for wage increases and lump sum
payments, for a net increase of approximately $43,000, all in non - General Fund cost centers.

event at the Emergency Operations Center, in their Departments, or in the field.
FOR PROFESSIONAL (NON- EXEMPT) MEMBERS IN UNITS 4 AND 11
1. Standby pay of $3.25/hour.
2. Shared Position.
3. Overtime calculated based on hours worked in excess of 40 hours, not on hours worked on a
particular work day. Additionally, with prior approval, if an employee works more than
his/her regular hours on one day, the employee may work fewer hours on another day within
the same work week.
