SUBJECT: Resolution Approving the Purchase of a Pre - engineered Bathroom and
Concession Building Package for East Washington Park
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Approving the Purchase
of a Pre - engineered Bathroom and Concession Building Package for East Washington Park.
BACKGROUND
This project consists of building a split face Concrete Masonry Unit (CMU) block restroom and
concession combination building located near the soccer and lacrosse fields at the new park on
East Washington Street. Staff has researched pre - engineered model buildings based on the
approved Conceptual Master Plan for East Washington Park and recommends such for this
project. The restroom would consist of 3 stalls for each gender, concession area, and storage
area. Constriction and installation of the building will include building a concrete slab with
connection to sidewalks and utilities installed as part of Phase 1. Additional bathroom and
concession facilities are planned as part of the Conceptual Master Plan as more fields are built.
DISCUSSION
Due to budget constraints and the priority placed on providing new playing spaces, the reduced
Phase 1 project that was just completed did not include restroom facilities, thus there are
currently no permanent facilities in the new park. The project is identified as the next highest
priority for development of this park and is included in the FY 15/16 CIP budget. The project is
tentatively scheduled for construction in spring 2016 if weather permits. The pre - engineered
manufactured restroom and concession building package will be similar in style to bathroom
buildings currently at Prince Park and Wiseman Park. In addition to the restroom and concession
building, staff is researching the possibility of adding a steel maintenance building as an additive
alternate bid item to the project.
The building kit does not require bidding because it can be procured via the State of California's
California Multiple Award Schedules (CMAS) Program. CMAS obtained very competitive
pricing from Romtec, one of the leaders. in pre - engineered buildings. Via the CMAS bid,
Romtec's purchase price including tax and delivery is $129,173.92 for the combination building,
not including setup and installation. Petaluma recently utilized Romtec for the purchase of the
bathroom building at Wiseman Park, which is now in use. Final design of the building will be
completed prior to bidding, and manufacturing of the building will occur once a construction
contract is awarded by the City Council with delivery estimated within three (3) months of
placing the order.
It is anticipated that construction and installation of the building, which includes the slab,
building and various connections to utilities, will cost between $115,000- 150,000. The estimated
total project cost is $312,871, and in addition to the building kit, site preparation and
construction, includes design, survey and permits, legal and project management services, CIP
overhead and project contingency. The total estimated cost for this project as identified in the
park master plan was $461,000. As can be seen, this approach to the project results in significant
cost savings.
Project funding is comprised of Parkland Impact Fees and Developer Contributions. Please note
that construction of the project is contingent on current project close -out, and sufficient project
budget available to undertake the installation. Staff is requesting authorization to order the
building from Romtec which will activate final design for the building. The project will come
back to Council for award of construction prior to placing the final order. In the event that
construction bids come in over budget, the City will only be required to pay for design fees of
approximately $5,364 of the total building cost.
The Recreation, Music & Parks Commission considered the matter at its regular meeting held on
May 20, 2015, and approved action recommending City Council support of the proposal. The
Public Works Parks Maintenance Division will manage cleaning and regular maintenance
service of the building. Also note, contingent on sufficient funding and simultaneous to this
project, staff will be conducting selection of a design consultant to begin final design of the
regulation baseball field.
The proposed action meets Council Goal: "Plan for and implement priority capital projects as
funding permits ".
FINANCIAL IMPACTS
The project is in the proposed FY 15/16 CIP budget with an estimated total project cost of
$315,000. Project funding is comprised of Parkland Impact Fees and developer contributions.
The project will come back to Council for award of construction prior to ordering the
manufacturing of the building. In the event that construction bids come in over budget, the City
will only be required to pay for design fees. Approximately $5,364 of the total building cost is to
provide engineering plans and specifications by Romtec and an additional $10,000 is estimated
for surveying, building review and in -house design for the foundation and existing sidewalks.

RESOLUTION APPROVING THE PURCHASE OF A PRE- ENGINEERED
BATHROOM AND CONCESSION BUILDING PACKAGE
FOR EAST WASHINGTON PARK
WHEREAS, the City of Petaluma is preparing construction of a bathroom and
concession facility on City owned land to meet the needs of the Petaluma community at the new
park on East Washington Street; and
WHEREAS, the City Council has approved a Conceptual Master Plan for development
of the park and the City recently completed phase I construction including 3, lighted, artificial
surface playing fields; and
WHEREAS, at its meeting on May 20, 2015, the Recreation, Music and Parks
Commission reviewed the purchase of a pre- engineered bathroom and concession building
package for East Washington Park and recommended approval of the purchase to the City
Council; and
WHEREAS, an Initial Study and Mitigated Negative Declaration (MND) was prepared
pursuant to the requirements of the California Enviromilental Quality Act ( "CEQA ") and
adopted by the City of Petaluma, which concludes that there is no substantial evidence that the
proposed East Washington Park Project, as mitigated, will have a significant adverse effect on
the environment; and
WHEREAS, the Petaluma Municipal Code section 4.04. 100 provides that purchases
made through a cooperative purchasing program with the state, county or other public agencies
are exempt from provision of Chapter 4.04 of the Petaluma Municipal Code which requires the
City to conduct its own competitive bid process for certain purchases and documentation as to
the advantage of the cooperative purchase will be retained; and
WHEREAS, the project is identified in the 2015/16 CIP budget.
NOW, THEREFORE BE IT RESOLVED, that City Council of the City of Petaluma
adopts this Resolution Authorizing the Purchase of a Pre - engineered Bathroom and Concession
Building Package from Romtec Inc., utilizing competitive pricing and assigned options from the
State of California's California Multiple Award Schedules Program and directs the issuance of a
purchase order in the amount of $129,173.92.

PART 1: GENERAL
1.1 DESCRIPTION
Project Name: Petaluma Sports Complex — Concession and Restroom
Location: Petaluma, California
Date: 2/17/2015

A. Romtec is a single source design, engineering, and manufacturer who shall supply
the sealed plan set as well and the structural and mechanical building components as
a complete, pre - designed packaged restroom building as shown on drawings and as
specified herein.
B. The contractor is responsible for building installation, hereafter designated as the
installer. Installer work will include site preparation and grading, excavations for
structures, backfill and /or structural backfill, foundation and pad construction, and
building installation.
C. Romtec packaged restroom buildings are the latest standard product of a supplier
regularly engaged and having at least twenty (20) years of experience in packaged
restroom building engineering, design, supply, and construction.
D. Romtec buildings are designed to meet local codes for permanent structures.
Buildings that are temporary, relocatable, prefabricated, or pre -cast are not an equal
to permanent, on site, conventional construction.
E. The Romtec building package has been quoted with the specific product colors noted
below. Changes to these color selections may result in a price increase.
F. The building and its concrete footings, foundation, and slab are engineered by
Romtec to meet site specific conditions including wind and snow loading, local frost
depth, and ground conditions. Prefabricated modular mats placed on compacted base
are not equal to Romtec's site specific, site poured, engineered foundation.

G. Typical fasteners such as nails, staples, and screws shall be supplied by installer.
Atypical fasteners shall be supplied by Romtec. Contact Romtec for fasteners
clarification if necessary.
H. Local building departments reserve the right to modify national building codes to
meet the needs of their area. There is no way for Romtec to always know what the
requirements of the reviewing authority will be. Romtec has made every effort to
meet local codes. Any revision after submittal approval and notice to proceed will
result in a change order.
I. Once submittal approval is received, three (3) wet stamped sets of plans and
structural calculations shall be issued. Any additional plan sets and /or structural
calculations can be obtained for a fee.
J. The specific supplier is indicated for each item. Romtec, installer, and owner
supplied components are listed as such.
1.3 SUBMITTAL DOCUMENTATION
A. Romtec will submit the Scope of supply and design submittal (SSDS), including the
construction drawings and all component data sheets. One full round of SSDS
revisions are provided by Romtec in the design and engineering services with
building plans under seal of a certified technical designer and complete structural
calculations meeting code under seal of a professional engineer with current license
in the project state.
B. Romtec does not provide LEED /Green submittals as a standard service. Romtec can
assist in providing documentation for products that may meet LEED /Green
standards, but Romtec does not provide or fill out LEED credit forms. Unless
specifically included in Romtec's proposal and quote, Romtec does not supply
materials with the intent of meeting LEED standards. Any changes due to LEED or
Green building requirements will result in a change order and increased lead times."
1.4 WARRANTY
A. The building and all its associated components shall be warranted against defects in
materials and workmanship for a period of not less than one (1) year from date of
final acceptance.

2.1 FOUNDATION AND WALLS
A. All materials, equipment and labor for foundations /footings, interior slabs,
exterior /entry slabs, and sidewalks shall be supplied by installer.
B. Concrete Masonry Units - CMU shall be supplied by Romtec.
1. Exterior walls shall be constructed of split face, 8" x 16" x 8" mortar joint
concrete masonry units (concrete blocks).
2. Block shall be tan.
3. Interior wall finish shall be latex epoxy paint supplied by installer.
C. Masonry (concrete) grout and rebar shall be supplied by installer.
D. Wire weave gable vents shall be supplied by Romtec.
1. Vents shall be powder coated RAL 8019.
E. Kick proof wall vents shall be supplied by Romtec.
1. Vents shall be powder coated RAL 8019.
F. Doors, frames and hardware shall be supplied by Romtec.
1. Doors and frames shall be powder coated RAL 8019.
G. Aluminum roll -up door with stainless steel counter shall be supplied by Romtec.
H. Utility roll -up door shall be supplied by Romtec.
2.2 ROOFING
A. Roofing materials shall be supplied by Romtec except where noted.

C. Hand washing sink shall be supplied by Romtec.
D. Three bay utility sink shall be supplied by Romtec.
E. Mop sink and ADA faucet shall be supplied by Romtec.
F. Stainless steel non - refrigerate drinking fountain shall be supplied by Romtec.
G. Restroom fixtures shall be supplied by Romtec.
1. Stainless steel wall mount toilets and manual lever flush valves.
2. Stainless steel top supply urinal and manual lever flush valves.
3. Stainless steel sinks and push button faucets
4. Natural sand colored phenolic partitions.
5. Grab bars, diaper deck, seat cover dispenser, soap dispensers, and toilet paper

2.4 ELECTIRCAL
A. Electrical rough -in, installation and trim shall be supplied by installer.
B. Interior and exterior building light fixtures shall be supplied by Romtec.
C. Hand dryers shall be supplied by Romtec.
D. Main breaker panel sized for the building components shall be supplied by Romtec.
2.5 OTHER MATERIALS & EQUIPMENT
A. Unless otherwise specified, the following products and materials are NOT supplied
by Romtec.
1. All items not listed in Romtec Products.

3.2 DELIVERY, STORAGE, AND HANDLING
A. Owner or installer will assume responsibility for adequate protection of materials
from weather, damage, and pilferage or all warranties, expressed or implied may be
voided.
3.3 OPERATION & MAINTENANCE MANUALS
A. Do not throw away the Operations & Maintenance manuals that are provided by
some manufacturers in their packaging. It is the responsibility of the installer and /or
owner to collect and maintain these manuals.
