SUBJECT: Resolution Authorizing Award of Contract for the Stream and Precipitation
Gauge Installation Project (C00500308)
RECOMMENDATION
It is recommended that the City Council approve the Resolution Authorizing Award of Contract
for the Stream and Precipitation Gauge Installation Project (C00500308).
BACKGROUND
In cooperation with SCWA, and USGS (US Geological Service), the City maintains and operates
a series of nine stream level gauges as part of the regional flood alert system. These gauges send
water level and precipitation data to the web based computer system to allow the City's
emergency managers to monitor in real time during periods of potential flooding. Several years
ago, the City proposed a project to the SCWA Zone 2A Committee for the installation of up to
10 additional stream gauges within the Petaluma Watershed. SCWA has approved the project for
$174,000 to cover the cost of purchasing and installing ten gauges. The City has been reimbursed
by SCWA for the cost of the project per the Funding Agreement authorized by the City Council
by Resolution #2013 -138 N.C.S. and executed by the County in July 2014.
On October 7, 2013, City Council authorized staff to sole source purchase ten stream gauges
from Hydrolynx for installation in the Petaluma Watershed. The selected locations for the ten
new gauges will provide useful information for operating the City's Flood Alert System,
maintaining the City's XP -SWMM (Surface Water Management Model) and prioritizing capital
improvement projects to address and reduce the impacts of localized and regional flooding
events. The City, County, or Sonoma County Water Agency each owns the various properties for
the proposed gauge locations, with one exception; therefore, this contract is for the placement of
nine gauges. The tenth gauge will be placed on the Petaluma River downstream of the Capri
Creek outfall either by addition to this contract using contingency funds or will be installed
under a minor contract once the final site is identified and secured.
The proposed action meets Council Goals: "Plan for and implement priority capital projects as
funding permits."

DISCUSSION
Staff prepared the project design documents and advertised a Notice Inviting Bids on May 7 and
again on May 14, 2015. On June 3, three bids were received as follows:

The lowest responsible bidder, Pacific Underground Services, has performed a variety of similar
projects for various municipalities in northern California. Pacific Underground Services
possesses a valid Class A California Contractor's License, license number 722684, which expires
on May 31, 2016; and a California Public Works Contractor Registration number 1000006886,
which qualifies Pacific Underground Services to perform the work.
Construction is scheduled to begin in August and to be completed by October 2015. Construction
management and inspection services will be conducted by City staff.
FINANCIAL IMPACTS
The following table summarized the CIP budget and the current estimated cost for the Stream
and Precipitation Gauge Installation Project:

Any SCWA Zone 2A Assessment funds remaining once the project is completed will be retained
by SCWA for future allocation to other surface water projects.

RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR
THE STREAM AND PRECIPITATION GAUGE PROJECT C00500308
WHEREAS, City staff has prepared construction bid documents for the installation of
nine stream level gauges in the Petaluma River at locations owned by the City of Petaluma,
Sonoma County and the Sonoma County Water Agency. City Staff advertised for construction of
the Stream and Precipitation Gauge Installation Project Project, Project Number 000500308,
( "the Project "); and
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code,
California Public Contract Code Section 20162 and other applicable law, City staff solicited bids
for the Project; and
WHEREAS, the project was bid on June 3, 2015, and three (3) bids were received and
opened in accordance with applicable law; and
WHEREAS, the lowest responsible bid for the Project was submitted by Pacific
Underground Services from Martinez, California for $51,875.00; and
WHEREAS, it has been determined that the Contractor's bid satisfies the bidding
requirements for the Project; and
WHEREAS, it is verified that Pacific Underground Services possesses a valid California
Contractor's License, Class A California Contractor's License, license number 722684 and a
California Public Works Contractor Registration number 1000006886, that qualifies Pacific
Underground Services to perform the Project; and
WHEREAS, the Project is categorically exempt pursuant to California Environmental
Quality Act ( "CEQA ") and Title 14, the California Code of Regulations ( "CEQA Guidelines "),
Section 15306, Information Collection; the installation of stream gauges do not result in a
disturbance to the environmental resources of the river and creeks.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma
hereby:
In accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162 and other applicable law, waives any and all non-
conformance in the bid of Pacific Underground Services for the Stream and Precipitation
Gauge Installation Project, Project No: C00500308, and finds the bid of $51,875 to be the
lowest, responsive bid and further finds that Pacific Underground Services is the lowest
responsible bidder.
2. Awards the contract for the Stream and Precipitation Gauge Installation Project, Project
No. 000500308, Pacific Underground Services in the amount of $51,875, the amount of

the lowest responsive bid, conditioned on Pacific Underground Services timely executing
the project contract and submitting all required documents, including but not limited to,
executed bonds, certificates of insurance, and endorsements, in accordance with the
project bid documents.
3. Authorizes and directs the City Manager to execute the project contract on behalf of the
City of Petaluma upon timely submission by Pacific Underground Services of the signed
project contract and all other required document, including but not limited to, executed
bonds, certificates of insurance, and endorsements, in accordance with the project bid
documents.
