S. UNFINISHED BUSINESS
A. Council Voted to Rescind Resolution 2004-074 N.C.S (May 3, 2004)
Encouraging the California Coastal Conservancy, the California State Park
System, and Local Government Officials to Work Together to Create a
Park and Trail System of Regional Significance on Sonoma Mountain. (A
motion was made on June 7, 2004 by Council Member Thompson,
seconded by Council Member O'Brien, and carried unanimously, to set
this matter for discussion on June 21, 2004.)
B. Continued Discussion and Possible Action Regarding Prequalification of
Contractors for Bidding of Public Works Projects. (Bierman/Ban) - Council
accepted and will discuss program details in August.
C. Discussion and Possible Action Amending Resolution 2004-028 Regarding
Commercial Mooring Fees. (Bierman) - This item was moved to the July
72, 2004 agenda.

A. Introduction and Adoption of Ordinance 2187 N.C.S. to Amend Ordinance
No. 2179 N.C.S., Declaring an Urgency, To Change Certain Appropriations
for the Operations of the City of Petaluma from July 1, 2003 through June
30, 2004. (Netter)
B. Resolution 2004-111 N.C.S. Appointments to Various Boards, Committees
and Commissions. (Petersen)
• Animal Services Advisory Committee: Erin Laughlin, Charlie Reinhart
and Dan Zimmerman were appointed to 3 -year terms expiring June
30, 2007.
• Building Board of Appeals: Brent Russell was appointed to serve at the
pleasure of Council.
• Pedestrian and Bicycle Advisory Committee: Bernie Album, Tom
Maunder, and Jared Vollmer were appointed to 2 -year terms expiring
June 30, 2006.
• Planning Commission: Stephanie McAllister was appointed to a 4 -year
term expiring June 30, 2008.
• Recreation, Music and Parks Commission: Joseph Noriel was
appointed to a 4 -year term expiring June 30, 2008.
• Site Plan and Architectural Review Committee (SPARC): John Mills and
Lawrence Reed were appointed to 2 -year terms expiring June 30,
2006.
• Tree Advisory Committee: Kit Lofroos, James Meyer, and Frances
Wilson were appointed to 2 -year terms expiring June 30, 2006; Dan
Zimmerman was appointed to a 1 -year term expiring June 30, 2005.

• Youth Commission: Patt Herfindal and Dan Zimmerman were

2004 Redevelopment Area - Local/Residential Street Rehabilitation Project

Consideration and possible action on a recommendation from the
Planning Commission regarding:
A Final Subsequent Environmental Impact Report for Proposed
Development of Parcels B and C of the Former River
Oaks/Petaluma Factory Outlet Village.
■ A Modification to the River Oaks/Petaluma Factory Outlet Village
Master Plan to Allow Development of Parcels B and C as Proposed
in the Petaluma Village Marketplace Planned Community District
General Development Plan.

B. NEW BUSINESS
A. Public Meeting to Hear Testimony Regarding the Annual Assessments for
the Landscape Assessment Districts and the Setting of the Public Hearing.
(Anchordoguy). The public hearing was set for July 12, 2004, and the
following resolutions were adopted:
Resolution 2004-114 N.C.S. Describing Improvements and Directing
Preparation of Engineer's Report for Fiscal Year 2004-05.
Resolution 2004-115 N.C.S. Preliminary Approval of Engineer's Report
for Landscape Assessment Districts for Fiscal Year 2004-05.
Resolution 2004-116 N.C.S. Intention to Order the Levy and Collection
of Assessments for Fiscal Year 2004-05.
