Tamara Miller, Petaluma, told Council the presentation was great; however, information from the last few years was not included in the statistics. Dave Libchitz, Petaluma, told Council that a building moratorium is imperative. Steve Nagle, Petaluma, spoke regarding applying the residential reduction target fairly. Brent Russell, Petaluma, told Council that incentive programs will be more successful than fines and penalties. Paul Andronico, Basin Street Properties, said that the need for water use reduction applies to everyone, and Basin Street Properties, as one of the larger commercial users, takes this obligation very seriously. Their intention, with respect to some of their larger landscaped areas, is to strictly reduce their water use this summer, and they hope to reduce the usage by 25% to 40 %. Arthur Diecke, Santa Rosa, encouraged regional cooperation on education, outreach, and innovation, school projects, recycled water tanks, swimming pool covers, and composting. Jim Cunnie, Adobe Creek Estates HOA, Petaluma, expressed concern about drawing down of surface water. Jim Soules, Keller Court LLC, spoke regarding recycled water for dust control and greenhouse gas emissions. Mike Cook, Landscape Architect, Petaluma, said that the biggest waste of irrigation water is over watering. Richard Stark, Petaluma, encouraged Council to get the public involved in the effort to educate about water conservation. Seeing no other persons wishing to speak, Mayor Glass closed Public Comment on Item I.A.
