SUBJECT: Resolution Approving the Final Subdivision Map for the Avila Ranch Subdivision
Project Located at 511 Sonoma Mountain Parkway, APN: 149 - 413 -023.
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Approving the Final
Subdivision Map for the Avila Ranch Subdivision Project Located at 511 Sonoma Mountain
Parkway, APN: 149 - 413 -023.
BACKGROUND
Avila Ranch Subdivision is a 21 -lot subdivision located at 511 Sonoma Mountain Parkway. The
subdivision received tentative map approval by the City Council on July 7, 2014. The final map
and improvement plan applications were submitted in December 2014 and have been reviewed
and determined by City staff to meet all the requirements necessary for the City Council to
approve the final map.
DISCUSSION
Ryder Homes is requesting approval of the final map. The final map and subdivision
improvement plans have been designed to comply with all conditions of approval set forth in the
tentative map approval resolution, other project related legislation, and all pertinent City
standards. The developer has met all the requirements of the City to obtain City Council approval
for the final map. '
The developer has entered into a subdivision agreement and posted the necessary bonds to
complete the public improvements. The developer is responsible for constructing the public
improvements required as part of the subdivision and, once completed and found in compliance
with City standards, the improvements will be dedicated to and accepted by the City.
FINANCIAL IMPACTS
The final map and improvement plan applications for the Avila Ranch Subdivision are subject to
cost recovery. Costs for staff time spent reviewing the final map and improvement plans are
100% recovered through application deposits submitted by the developer. Therefore, this action
does not have a fiscal impact to the City budget. City impact and capacity fees will be collected
at time of building permit issuance.

RESOLUTION AUTHORIZING FINAL SUBDIVISION MAP APPROVAL FOR THE
AVILA RANCH SUBDIVISION
WHEREAS, the Planning Manager and the City Engineer have reviewed the final map
of the Avila Ranch Subdivision and have reported it to be in conformity with the Subdivision
Ordinance, and such reports have been forwarded to and reviewed by the Council; and,
WHEREAS, the certifications required by law have been endorsed on said map; and,
WHEREAS, the City Council finds that the final map conforms to the requirements of
this City's Subdivision Ordinance and is consistent with, and conforms to the general plan for the
area; and,
WHEREAS, the City Council finds the final map is in substantial compliance with the
tentative map previously approved for the subdivision by Resolution No. 2014 -114 N.C.S., the
findings of which are hereby incorporated by this reference as if fully set forth herein.
NOW, THEREFORE, BE IT RESOLVED;
1. That said final map of the Avila Ranch Subdivision is hereby approved, provided that the
conditions, which have been previously set forth in said Resolution No. 2014 -114 N.C.S.,
incorporated herein by reference, shall be carried out; and,
2. That upon execution of the Subdivision Public Improvements Agreement in the form
approved by the City Attorney, and the furnishing of the required improvement security
and insurance, approved as to form by the City Attorney and as to sufficiency by the City
Manager, the City Clerk is hereby authorized and directed to sign the certificate on said
final map certifying that the City Council has approved the same and accepted all streets
and other dedications thereon. The City Clerk shall thereupon cause said final map to be
recorded in the Office of the Sonoma County Recorder.
