SUBJECT: Resolution Authorizing Award of Contract for the East Washington Street Water
Main Replacement (McDowell Blvd. to Sutter St.) Project to Argonaut
Constructors
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Authorizing the Award of
Contract for the East Washington Street Water Main Replacement (McDowell Blvd. to Sutter
Street) Project to Argonaut Constructors.
BACKGROUND
This project involves replacing approximately 2,250 feet of old and deteriorated 8 and 10 -inch
cast iron water mains with a new 18 -inch water transmission main on East Washington Street
between McDowell Boulevard and Sutter Street. The project also includes installation of new
water services and fire hydrants and repaving of pavement that was out to install this and the
recent PG &E gas pipeline in the same project area. This is the final phase of the East
Washington Street water main replacement program. The last phase extending the water main
replacement from Edith to the River was completed last summer while the second phase from
US 101 to Edith was constructed in 2013. The first phase from Howard to the River was
completed in 2010. Recent failures in these lines have made this water main replacement a top
priority. This project will improve service, reliability, increase capacity, and reduce repair and
maintenance costs. The project location is shown on Attachment 2.
DISCUSSION
Staff designed the project, prepared the contract documents, and issued a Notice Inviting Bids on
May 20, 2015. The timing and design of the subject project was coordinated with the on -going
PG &E gas line replacement project. As a condition of its encroachment permit, PG &E
contributed a significant sum to the City to allow it to include the gas -line pavement repairs
along with the waterline repairs. This should result in a better and more cost effective repaving
of the project area. Bid alternates were added into the bid schedule for pavement restoration for
this project on East Washington and the portions of roadways on East Washington and North
McDowell Boulevard impacted from the PG &E pipeline replacement project, which is scheduled
to be completed by the end of September 2015. On June 24, 2015, three bids were received as
follows:

The lowest responsible bidder, Argonaut Constructors, has performed similar projects for the
City of Santa Rosa, City of Napa, and the Marin Municipal Water District. Staff verified that
Argonaut Constructors possesses a valid Class A California Contractor's License, number
171432, which expires on December 31, 2015, that qualifies Argonaut Constructors to perform
the work.
Construction is scheduled to begin in September and to be completed in January 2016. The
project will incorporate a combination of day and night work to reduce traffic impacts. It is
anticipated that construction management and inspection services will be conducted by City
staff.
The proposed action meets Council Goal: "Plan for and implement priority capital projects as
funding permits ".
FINANCIAL IMPACTS
The total project budget for the East Washington Street Water Main Replacement (McDowell
Blvd. to Sutter St.) (C67401003) is $2,176,000. The project has expended $103,300 to date for
PG &E coordination, engineering, assessments and design. The following is a breakdown of the

The project is funded through the water capital fund and from a PG &E paving restoration
contribution of $440,000. Any unused funds will be returned to the Water Capital Fund for
future projects.

RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR THE
EAST WASHINGTON WATER MAIN REPLACEMENT (MCDOWELL BLVD. TO
SUTTER ST.) PROJECT TO ARGONAUT CONSTRUCTORS
WHEREAS, City staff has prepared construction bid documents and advertised for construction
the East Washington Street Water Main Replacement (McDowell Blvd to Sutter Street) Project,
Project Number C67401003, ( "the Project "); and
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California
Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the
Project; and
WHEREAS, the Project was bid on May 20, 2015, and three bids were received and opened on
June 24, 2015 in accordance with applicable law; and
WHEREAS, the lowest responsible bid with the bid alternate for the Project was submitted by
Argonaut Constructors from Santa Rosa, CA for $1,639,277.50; and
WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for
the Project; and
WHEREAS, staff has verified that Argonaut Constructors possesses a valid California
Contractor's License, Class A, number 171432 that qualifies Contractor to perform the Project;
and
WHEREAS, the Project is categorically exempt pursuant to California Environmental Quality
Act (CEQA) and Title 14, the California Code of Regulations ( "CEQA Guidelines "), Section
15302, because the Project consists of replacement and reconstruction of existing utility systems
and /or facilities involving negligible or no expansion of capacity; and
WHEREAS, the approved funds are available are in the 2015/2016 CIP water system budget.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma
hereby:
1. In accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162 and other applicable law, waives any and all non-
conformance in the bid of Contractor for the East Washington Street Water Main
Replacement (McDowell Blvd to Sutter Street) Project, Project Number C67401003 and
finds the bid of $1,639,277.50 to be the lowest, responsive bid and further finds that
Argonaut Constructors is the lowest responsible bidder.
2. Awards the contract for the East Washington Street Water Main Replacement (McDowell
Blvd to Sutter Street) Project, Project Number C67401003 to Argonaut Constructors in
the amount of $1,639,277.50, the amount of the lowest responsive bid, conditioned on

Argonaut Constructors timely executing the project contract and submitting all required
documents, including but not limited to, executed bonds, certificates of insurance, and
endorsements, in accordance with the project bid documents.
3. Directs staff to issue a notice of award to Argonaut Constructors..
4. Authorizes and directs the City Manager to execute the project contract on behalf of the
City of Petaluma upon timely submission by Argonaut Constructors of the signed project
contract and all other required documents, including but not limited to, executed bonds,
certificates of insurance, and endorsements, in accordance with the project bid documents.
