HomeMy WebLinkAboutAgenda Bill 3.C 11/15/2010Agevida/Item # 3.0 DATE: November 15, 2010 TO: Honorable Mayor and Members of the Cit 'Council through City Manager FROM: Vincent Marengo, Director, Public Work SUBJECT: Resolution Accepting Federal New Freedoms and Job Access and Reverse Commute (JARC) Grants, Authorizing City Manager to Execute Grant Related Documents, and Authorizing the Inclusion of the Necessary Budget Adjustment in the Mid -Year Budget Adjustment Ordinance RECOMMENDATION It is recommended that the City Council: 1. adopt the attached resolution accepting federal New Freedoms and Job Access and Reverse Commute (JARC) grants, authorizing City Manager to execute grant related documents; and 2. authorize the inclusion of the necessary budget adjustment in the mid -year budget adjustment ordinance. BACKGROUND Public Works Transit Division recently received notice from Caltrans that the City of Petaluma has been awarded three FTA (Federal Transit Administration) grants, two under the New Freedoms program, and one under the JARC program. DISCUSSfON New Freedoms grants are available to eligible transit agencies to expand transportation mobility options available to persons with, disabilities beyond the requirements of the Americans with Disabilities Act of 1990, as amended. To this end, the two Petaluma Transit projects awarded New Freedoms funds are: new paratransit scheduling and dispatching software and hardware, and a bus travel training program. Job Access and Reverse Commute is a federal grant program that provides funds for projects that improve access to transportation services for employment and employment- related activities for welfare recipients and eligible low - income individuals. Petaluma's JARC grant will be used to increase the hours of Saturday service operation. The three projects being funded from these grants are as follows: Agenda Review: no ;�'� City Attorney Finance Directo City Mana New Freedoms Project 1: Purchase -New Paratransit Scheduling and Routing Software ($43,680 in FTA =funds) This grant provides 80% of the funding Io purchase new software (and hardware, as necessary) to replace the 15 year old software that our paratransit contractor currently has in place. TDA Transit operating funds will provide the 20% match and were included in Transit's FY 10 -1.1 TDA (Transportation Development Act) Claim. A request for proposals was issued, a vendor has been recommended by .a selection committee, and award of contract to the selected software vendor is on this evening's agenda,as a separate item. New Freedoms Project 2: Initiate Travel Training Program ($31,200 per year in FTA funds; 2- ear g rant This grant provides 80% of the funding to create a program for a travel trainer (salaried position) to perform outreach to seniors and existing paratransit customers in order to educate them on how to utilize the more efficient fixed -route system. One -on -one and group trainings will be conducted, and outreach performed at local events. TDA Transit operating funds will provide the 20% match and were included-in our FY 10 -11 TDA Claim. JARC Project: Enhanced Saturday Services ($504450 per year in:FTA funds; 2-year grant) This grant provides a 50% subsidy for our recently improved Saturday service. Transit's existing TDA operating funds (approved by Council) will serve as the local match. This is a two year grant with the potential for additional grant funds in future years. 'Saturday ridership has already increased by 30% since July 2010, from an average of 140 passengers per day to an average of 183 passengers per day. FINANCIAL. IMPACTS The enhanced Saturday service is included in account 6500.65 200.54111 in the 2011 budget. A mid -year budget adjustment will be made to add the funding (6500.65300.44420) and expenses (6500.65300.51120) for the travel. trainer position. A mid year budget adjustment will also be needed to add the dispatch software expense (6500.65300.62210), The chart below shows the funding breakdown for each project. All local match funds will come from Transit's operating budget. The first year's match is currently included in the FY 10 -11 approved revenue budget. Resolution ATTACHMENT 1 RESOLUTION ACCEPTING FEDERAL NEW FREEDOMS AND JOB ACCESS AND REVERSE COMMUTE (JARC) GRANTS, AUTHORIZING CITY MANAGER TO EXECUTE GRANT RELATED DOCUMENTS, AND AUTHORIZING INCLUSION OF THE NECESSARY BUDGET ADJUSTMENT IN THE MID -YEAR BUDGET ADJUSTMENT ORDINANCE WHEREAS, in September 2009, the City of Petaluma submitted an application to MTC and Caltrans for FTA Section 5316 Job Access and Reverse Commute (JARC) funding in the amount of $101,150, to enhance Saturday service, and funding has been awarded; and WHEREAS, in October 2009, the City of Petaluma submitted two applications to Caltrans for FTA Section 5317 New Freedoms funding in the amount of $43,680 to purchase paratransit dispatching and scheduling hardware and software, and $62,400 to provide travel training, and funding has been awarded for both projects; and WHEREAS, the funding for the local match for all three projects is available from Transit operating funds; and WHEREAS, the City has been notified by Caltrans and FTA that it has competed successfully for these funds and the funding has been awarded to the City.for all three projects. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma: 1. Approves acceptance of FTA Section 5316 Job Access and Reverse Commute (JARC) funding in the amount of $101,150; and 2. Approves acceptance of FTA Section 5317 New Freedoms funding :in the amount of $106,080; and 3. Approves a total local grant match of $127,670 from. TDA Transit operating funds; and 4. Authorizes the City.Manager to execute grant related documents for said grants; and 5. Authorizes the inclusion of the necessary budget adjustrnent.in the mid -year budget adjustment ordinance. El
