Resolution Appointing Individuals and a City Council Liaison to the Citizen
Advisory Committee for the Station Area Planning Process
RECOMMENDATION

It is recommended that the City Council adopt the attached resolution appointing individuals and
a City Council Liaison to the Citizen Advisory Committee for the Station Area Planning Process.
BACKGROUND
On September 20, 2010 the City Council approved the proposed composition of a Citizen
Advisory Committee. (CAC) for the Station Area Planning Process. The Station Area Planning
process will result in a transit - oriented development master plan for the areas surrounding the
planned Corona Road and Downtown Petaluma SMART station sites. The CAC should include
interests from both geographic areas and be of sufficient size to include diverse interests but at
the same time be limited to a size that is manageable — 12 to 15 members. The proposed
composition of the CAC is as follows:

® 1 Planning Commission/Historic and Cultural Preservation Committee member
® 1 Pedestrian and Bicycle Advisory Committee member
® 1 Transit Advisory Committee member
® 1 Youth Commission member
® Central Petaluma, :Specific Plan Citizen Advisory Committee representative(s)
® Members of the community representing one or more of the following local interests:
• Property Ovvner(s) within the planning areas
• Business Owner(s) within the planning areas
• Community/Neighborhood Group(s)
• Chamber of Commerce
o Citizeri(s) at -large

DISCUSSION
Notice of the opportunity to serve on the CAC was published in the Petaluma Argus- Courier on
October 7 and October 14, 2010 and the Argus- Courier ran an article in its October 14 print
edition as well as online. The attached "Get Involved" flyer was distributed on the City's
website, distributed at City Hall and at the Petaluma Community Center, and sent out to all
subscribers of the City's email list server. The deadline for applications was Monday, October
25, 2010 at 5:00 p.m. A total of thirty applications were received.
Staff worked with the other commissions and committees to select their representatives to the
CAC. Their appointments are as follows:
• Planning Commission/Historic and Cultural Preservation Committee - Bill Wolpert
• Transit Advisory Committee - Kenneth Lock
• Youth Commission — Brittany Burnett
• Pedestrian and Bicycle Advisory Committee — Melissa Hathaway
In addition to selecting public members of the CAC, staff requests that the City Council appoint
its representative as well.
FINANCIAL, IMPACTS
Approximately $200.00 for advertising in the Argus - Courier charged to the project.

Petaluma encourages residents to
become involved in their local
community. One way to do so is to serve
on one of the City's various boards,
commissions, or committees. The City of
Petaluma will be accepting applications
from persons interested in serving on a
new Citizen Advisory Committee for the
Petaluma SMART Station Area Planning
effort.
Applications must be submitted to the City
Clerk's Office by:
Monday, October 25, 2010 at S:00 p.m.
The City Council will review the
applications and make appointments to
the Citizen Advisory 'Committee . at their
Monday, November 1 or November 15,
2010 City Council Meeting, at 7:00 p.m.
The meeting will take place in the Council
Chambers, City Hall, 11 English Street,
Petaluma. A minimum of one year
residency within the City limits is
required.

The Station Area Planning process will look: at a % mile radius around
the 2 planned SMART rail station sites. in Petaluma. The project will
result in the creation of a Transit- Oriented Development Master Plan
for both the planned 'Downtown Petaluma and Corona Road SMART
station areas and is anticipated to last between 18 and 24 months. The
goal of the planning process is to position Petaluma to market
development /redevelopment opportunities within both station areas,
insure the greatest potential for transit- oriented development, and
foster the successful integration of SMART rail into our community. This
is an ideal opportunity to participate in state -of- the -art planning.
The composition of the Citizen Advisory Committee will 'include the
following interests:
