EXECUTIVE SUMMARY: The Petaluma Boulevard Bicycle Lane Project is a joint City and County of Sonoma project which will require shoulder widening to provide for Class II bicycle lanes on both sides of Petaluma Boulevard North, from Shasta Lane to the Petaluma River bridges near Bailey Avenue. The project is eligible for grant funding from the Transportation Development Act (TDA) Article 3 Program, through Sonoma County Transportation Authority (SCTA). The total project cost (including design, grant management, construction management, inspection, testing, and contingency) is estimated at $1,458,856.00. 2. BACKGROUND: Resolution 2005-199 was passed approving an application for a Bicycle Transportation Account (BTA) grant in November 2005. The project on Petaluma Boulevard North begins at Shasta Lane and continues north past the City limits to the beginning of the bridge at Petaluma River. The project includes slight widening of the roadway of varying widths to provide adequate width and signage and pavement marking to meet Caltrans Class II bike lane standards. This shared grant was awarded proportionally to both the City and County. In recent meetings with the County, staff was made aware that the grant funding may not be adequate to cover the cost of the project. Staff has since created a more detailed engineer's estimate and created an estimated total project cost well exceeding the grant funding. In an effort to cover a portion of this shortfall, we are applying for a second grant, Transportation Development Act(TDA)Article 3 Program, through SCTA. A current County shortfall exists, but it is anticipated that the County will be able to provide adequate funding prior to the beginning of construction. Pass attached resolution approving application for grant funding and proceed with the project as described. B. Do not pass attached resolution and seek funding elsewhere for the project, as described, or a shortened version of this project ending at Corona Road. Changing the limits of the project would require an amendment to the existing BTA grant. C. Do not complete the project. 4. CONCLUSION: Residents will have available Class II bicycle lanes on both sides of Petaluma Boulevard North from Shasta Lane to the Petaluma River bridges near Bailey Avenue. 6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Shoulder widening will provide for Class H bicycle lanes on both sides of Petaluma Boulevard North from Shasta Lane to the Petaluma River bridges near Bailey Avenue. 7. RECOMMENDATION: Staff recommends Council approves the Application for grant funding for the Petaluma Boulevard North Bicycle Lane Project from the Transportation Development Act (TDA) Article 3 Program. SAC[P DivisionTrojectsTetaluma Blvd.North Bike Lanes C200105\Design\330 PCDC-City Council\TDA3 application agenda.doc Page 3 EXHIBIT A RESOLUTION REQUEST TO THE METROPOLITAN TRANSPORTATION COMMISSION FOR THE ALLOCATION OF FISCAL YEAR 2007/2008 TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 PEDESTRLANBICYCLE PROJECT FUNDING WHEREAS, Article 3 of the Transportation Development Act (TDA), Public Utilities Code (PUC) Section 99200 et sec , authorizes the submission of claims to a regional transportation planning agency for the funding of projects exclusively for the benefit and/or use of pedestrians and bicyclists; and WHEREAS, the Metropolitan Transportation Commission (MTC), as the regional transportation planning agency for the San Francisco Bay region, has adopted MTC Resolution No. 875, Revised, entitled "Transportation Development Act, Article 3, PedestrianBicycle Projects," which delineates procedures and criteria for submission of requests for the allocation of"TDA Article 3" funding; and WHEREAS, MTC Resolution No. 875, Revised requires that requests for the allocation of TDA Article 3 funding be submitted as part of a single, countywide coordinated claim from each county in the San Francisco Bay region; and WHEREAS, the City of Petaluma desires to submit a request to MTC for the allocation of TDA Article 3 funds to support the project described in Attachment B to this resolution, which is for the exclusive benefit and/or use of pedestrians and/or bicyclists. NOW, THEREFORE, BE IT RESOLVED, that the City of Petaluma declares it is eligible to request an allocation of TDA Article 3 funds pursuant to Section 99234 of the Public Utilities Code; and S:\CIP Division\ProjectsTetaluma IIivd.North Bike Lanes C200108\Design\330 PCDC-City Council\TDA3 application agenda.doc Page 4 FURTHERMORE, BE IT RESOLVED, that there is no pending or threatened litigation that might adversely affect the project described in Attachment B to this resolution, or that might impair the ability of the City of Petaluma to carry out the project; and FURTHERMORE, BE IT RESOLVED, that the City of Petaluma attests to the accuracy of and approves the statements in Attachment A to this resolution; and FURTHERMORE, BE IT RESOLVED, that a certified copy of this resolution and its attachments, and any accompanying supporting materials shall be forwarded to the congestion management agency, countywide transportation planning agency, or county association of governments, as the case may be, of Sonoma County for submission to MTC as part of the countywide coordinated TDA Article 3 claim. The City of Petaluma is not legally impeded from submitting a request to the Metropolitan Transportation Commission for the allocation of Transportation Development Act (TDA) Article 3 funds, nor is the City of Petaluma legally impeded from undertalcuig the project described in "Attachment B" of this resolution. 2. The City of Petaluma has committed adequate staffing resources to complete the project described in Attachment B. 3. A review of the project described in Attachment B has resulted in the consideration of all pertinent matters, including those related to environinental and right-of-way permits and clearances, attendant to the successful completion of the project. 4. Issues attendant to securing environinental and right-of-way pen-nits and clearances for the project described in Attachment B have been reviewed and will be concluded in a manner and on a schedule that will not jeopardize the deadline for the use of the TDA funds being requested. 5. The project described in Attachment B complies with the requirements of the California Environmental Quality Act (CEQA, Public Resources Code Sections 21000 et seq.), a Notice of Exemption for the project pursuant to 14 California Code of Regulations sections 15201 (c) and 15304(h)having been filed with the Office of Planning and Research.. 6. As portrayed in the budgetary description of the project in Attachment B, the sources of funding other than TDA are assured and adequate for completion of the project. 7. Tthe project described in Attachment B is for capital construction and/or design engineering; and/or for the maintenance of a Class I bikeway which is closed to motorized traffic; and/or for the purposes of restriping Class Il bicycle lanes; and/or for the development or support of a bicycle safety education program; and/or for the development S:\CIP DivisionT ojectsTetalutna Blvd.North Bike Lanes C200108\Design\330 PCDC-City CouncilTike Path TDA Funding(2).DOC Page 6 of a comprehensive bicycle and/or pedestrian facilities plan, and an allocation of TDA Article 3 funding for such a plan has not been received by the City of Petaluma within the prior five fiscal years. S. The project described in Attachment B which is a bicycle project has been included in a detailed bicycle circulation element included in an adopted general plan, or included in an adopted comprehensive bikeway plan (such as outlined in Section 2377 of the California Bikeways Act, Streets and Highways Code section 2370 et seq.). 9_ Any project described in Attachment B that is a "Class 1 Bikeway," meets the mandatory minimum safety design criteria published in Chapter 1000 of the California Highway Design Manual. 10. The project described in Attachment B is ready to commence implementation during the fiscal year of the requested allocation. 11.
