4 APPROVING THE ISSI<JANCE OF A
5 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY FOR
6 A-C TAXI SERVICE OF SANTA ROSA

9 WHEREAS, Kevin T. Kroh and Jennifer M. Kroh of A-C Taxi Service of Santa Rosa have
10 requested approval of a Certificate of Public Convenience and Necessity to authorize the
11 operation of a 24-hour, six (6) taxicab service inside Petaluma city limits; and
12
13 WHEREAS, a public hearing was held on February 5, 2001 before the City Council to consider
14 the operation of the taxicab company; and
15
16 WHEREAS, the City Council voted to recommend approval of the requested Certificate of
17 Public Convenience and Necessity for A-C Taxi Service of Santa Rosa; and
18
19 WHEREAS, the request was heard on Monday, February 5, 2001 before the City Council at
20 which time the infornlation was considered by the Council.

22 NOW, THEREFORE, BE IT RESOLVED that it is ordered and declared pursuant to Petaluma
23 Municipal Code Title 14, that the City has found the taxicab company A-C Taxi Service of Santa
24 Rosa may operate subject to the following conditions:

26 1. A-C Taxi Service of Santa Rosa shall comply with all applicable provisions of
27 Petaluma Municipal Code Title 14.

29 2. This Certificate of Public Convenience and .Necessity is hereby issued to A-C Taxi
30 Service of Santa Rosa authorizing a 24-hour per day operation of six (6) taxicabs
31 inside City of Petaluma city limits. All cabs shall be .stored outside City limits. The
32 dispatch center shall be located outside City limits.

34 3. The fare rates as proposed by the applicant are hereby fixed, and may only be
35 changed by City Council action. They are: $2.00 at the flag drop, $2.20 per mile for
36 the general public and $1.80 flag drop and $2.00 per mile for senior citizens. Wait
37 time shall be at the rate of $22.00..

39 4. The six (6) vehicles owned and operated by A-C Taxi Service of Santa. Rosa shall be
40 inspected by the Police Department prior to operation inside City limits. Any defects
41 uncovered during the inspection shall be corrected and the vehicle re-inspected by the
42 Police Department. The six (6) taxis owned and operated by A-C Taxi Service of
43 Santa Rosa Park shall be subject to their annual inspection June 30, 2001.

2 5. Any proposal for increase in the number of taxicabs shall be reviewed and approved
3 by the City Council before expansion of service is made.

5 6. Certificates issued to owners of taxicab companies and automobiles for hire may be
6 suspended or revoked by the Council for violation of any the terms of such certificate
7 or for misuse or abuse of the privilege thereby granted.

9 7. All drivers of A-C Taxi Service of Santa Rosa vehicles shall be subject to a
10 background investigation prior to application and issuance of a (taxi) driver's license.
11 Such license is issued though the Central Permit Bureau (Finance Department of the
12 City of Petaluma), and is required prior to commencement of operations.

36 REFERENCE: I hereby certify the foregoing Resolution was introduced and adopted by the
37 Council of the City of Petaluma at a Regular meeting on February 5, 2001, Approved as to
