APPROVAL OF SUBMITTAL OF AN APPLICATION BY THE COMMITTEE ON THE
SHELTERLESS TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT FOR EMERGENCY HOUSING ASSISTANCE
PROGRAM FUNDS IN THE AMOUNT OF $ 1,000,000.
WHEREAS the State of California, Department of Housing and Community Development,
Division of Community Affairs, issued a Notice of Funding Availability (NOFA) for the
Emergency Housing Assistance Program (EHAP); and
WHEREAS those EHAP funds can be utilized for various eligible activities, including the new
construction of homeless shelters and transitional housing facilities; and
WHEREAS the City of Petaluma is committed to developing a year round homeless shelter and
transitional housing facility for its single homeless population and has allocated Housing
Program funds and an available City-owned site for this purpose; and
WHEREAS the City of Petaluma and the Committee on the Shelterless (COTS) have worked in
partnership for over a decade to address the needs of the community's homeless population and
will be partners in this venture to secure EHAP funding and implement this project, which will
be operated by COTS in a City-owned building;
THEREFORE BE IT RESOLVED that the City Council approves the submittal of an
application by COTS for an EHAP loan in an amount no more than the maximum amount
permitted by the NOFA and in accordance with the program statute, and
BE IT FURTHER RESOLVED that if the loan application authorized by this resolution is
approved, COTS hereby agrees to use the EHAP funds for eligible activities in the manner
presented in the application to HCD and will enter into lease agreements with the City of
Petaluma as determined appropriate by the City Attorney.
