SUBJECT: Resolution Amending the Classification and Compensation Plan by Establishing
the New Classification and Pay Range of Economic Development/
Redevelopment Manager, Abolishing the Classification of Senior Redevelopment
Program Manager and Authorizing the Position Allocation of Economic
Development/Redevelopment Manager in the City Manager Department.
RECOMMENDATION
It is recommended the City Council adopt the attached Resolution Amending the Classification
and Compensation Plan by Establishing the New Classification and Pay Range of an Economic
Development/Redevelopment Manager, Abolishing the Classification of Senior Redevelopment
Program Manager and Authorizing the Position Allocation of Economic Development/
Redevelopment Manager in the City Manager Department.
BACKGROUND
The City Council accepted the Petaluma Economic Development Strategy on November 15,
2010. The Strategy recommends an action plan for strengthening and enhancing the local
economy. The first step of the action plan is to "build an economic development program ".
Within that recommendation is hiring a full time, professional position dedicated to
implementing the short and long term actions contained in the plan. The position is identified in
the plan as an Economic Development /Redevelopment Manager (ED/RD Manager), as the
position would have management -level responsibilities in these inter - related functional areas.
The City Council authorized $170,000 for the ED /RD Manager in the 2010 -11 budget. Staff
recommended that amount based on the estimated cost of a department- director level position,
anticipating this position will require a level of professional experience, expertise, and
responsibility similar to that required of a department director. The Council requested the
opportunity to review the Classification Specification prior to initiation of a recruitment to fill
the position.
New Classification Specifications and accompanying pay ranges must be approved by a
resolution of the City Council.

In addition to the skills, knowledge, and experience necessary to perform the administrative
duties that will be assigned to this position, the incumbent must be able to successfully deliver
the action steps outlined on pages 13 and 14 of the Economic Development Strategy action plan
(attached). Staff established the requirements for this classification, as delineated in the attached
Classification Specification, based on those considerations and after reviewing the descriptions
for positions of similar responsibility and complexity in'several California jurisdictions. Based
on that review, it appears that a department director level position is not necessary; similar duties
are performed by mid -level managers in other jurisdictions, functioning at a level equivalent to a
division head, or special projects manager.
The proposed description identifies a representative, but not exhaustive range of duties for which
the ED /RD Manager will be responsible, and establishes the skills, knowledge and experience
necessary to be considered for and to serve in the position. This specification was distributed to
Council members for their review and comment; no changes were proposed, and its approval at
this time is respectfully requested.
With respect to pay range, a review of similar positions, where such positions exist in the region
(Napa, Sonoma, Solano, Contra Costa and Alameda Counties) suggests a competitive salary is
between $106,700 (City of Concord Economic Development Manager) to $142,834 (City of
Hayward). In Sonoma County, the salary for similar positions where such positions exist is
approximately $119,000 (Santa Rosa and Sonoma Economic Development
Manager /Redevelopment Manager and Redevelopment Manager, respectively). These salaries
represent the top end of their ranges, or as much as these positions can be paid at the present
time. The Petaluma position would not be hired at the top step of the range. It would typically be
hired between the first step and mid -point of the five step range, and not more than the fourth
step, based on experience.
In setting a salary range, we seek to compete with the external market, and to place the position
appropriately within the existing internal pay structure at a level consistent with positions of
similar complexity and responsibility. In conducting an internal review, the position of Senior
Redevelopment Program Manager was found to have been established by the City Council in
2002. The position reported to an Economic /Redevelopment Director, but has been vacant and
un- funded since 2006. The pay range for the senior position is approximately $104,300 to
$126,800. The specified level of education and experience contained in the new classification,
and the expected level of responsibility is generally consistent with that of several of the City's
other comparable division Mangers in Unit 9, as is the salary range. The salary is also generally
consistent with the external ranges noted for economic development/ redevelopment manager
positions in the region. For these reasons, your approval of the recommended pay range is
respectfully requested.
Finally, as there is no need for both and ED/RD Manager and a Senior Redevelopment Program
Manager, and as the ED/RD Manager classification better reflects the current duties and
responsibilities to be addressed by the position, it is recommended that the position allocation for
the Senior Redevelopment Program Manager be abolished. The attached resolution incorporates
all of the aforementioned recommendations, and is provided for your approval.
FINANCIAL IMPACTS
Calculated at the fourth step of the range, which is the highest step at which a new hire might be
appointed, the total annual compensation for this position including salary and benefits is
approximately $150,500. $170,000 was included in the PCDC administrative budget for 2010-
11. The difference between the actual and budgeted amounts is available for use to support the
position with supplies and services. With the Council's authorization of this position, staff will
initiate recruitment in late December. On that basis, it's anticipated that the position might be
filled by April I ". The four month cost of the position through June 30, 2010, for salary and
benefits, could be as much as $50,200. Unused balances will be carried forward to 2011 -12 to
help support program costs in that year.

WHEREAS, the City wishes to keep current its Classification and Compensation
Plan; and amendments and or revisions to the Classification and Compensation Plan are
effective upon approval by the City Council; and,
WHEREAS, the City Manager/ Personnel Officer has determined that certain
duties and responsibilities are appropriately allocated to the classification of Economic
Development/Redevelopment Manager (as attached hereto and marked Exhibit A); and,
WHEREAS, the pay range for the classification of Economic
Development /Redevelopment Manager as listed below is effective with the adoption of
this Resolution.

WHEREAS, the classification of Senior Redevelopment Manager is found to be

1. Approves the amendments to the Classification and Compensation Plan as
written in this Resolution including the amendment in the Competitive
Service of the Personnel System;
Rules and Regulations (Rule N- Classification and Rule V —
Compensation) and that notice of this action has been properly posted;
effective with the adoption of this Resolution.

Duties:
Manage the development, implementation, and evaluation of economic development and
redevelopment goals, objectives, strategies, programs, and projects.
Develop and evaluate economic and redevelopment strategies that conform to short and long -
range city programs, goals, and objectives.
Plan, organize, and conduct program activities including initial planning, feasibility
determinations, community involvement strategies, and implementation within established
timetables and program review and evaluation.
Implement the City's economic development strategy including business retention and
expansion, new business attraction, and business ombudsman/advocacy.

Determine if proposed redevelopment projects meet program requirements, and draft and
implement agreements to secure /provide financing.
Coordinate and negotiate planning, construction, contract requirements, and funding of
redevelopment projects with other City departments, other governmental agencies, and private
financing sources.
Negotiate with developers, land use attorneys, and financiers to facilitate and expedite economic
development projects and real property land use, including coordination of complex real estate
and land development agreements.
Conduct research, gather, and analyze data regarding demographics, market and economic
trends, vacant land, opportunities, issues, barriers, and needs. Monitor and forecast fiscal and
economic activities, and related legislation.
Compile and maintain website information containing inventory of economic indicators /data on
the City such as population growth, income levels, labor rates, taxes, transportation, vacant land
data base, and other information relating to factors of business location.
Administer Economic Development and Redevelopment programs.
Prepare and monitor operating budgets, project, and program budgets, and develop and submit in

sector economic development and /or redevelopment is required.

ACTION PLAN
The Economic Strategic Plan for Petaluma is based on the nine goals and related objectives
outlined above. Generally the goals address five basic outcomes of economic development:
economic stability; economic opportunity; fiscal, health; ;meeting the shopping and service
needs of the local population; and improving quality of life.
Economic stability refers to the ability of the local economy to withstand economic cycles
and is achieved by creating a diverse economic base. Economic opportunity refers to the
existence of a business climate favorable to the start -up and growth of businesses and the
opportunity to find meaningful work and career advancement. Fiscal health refers to the
existence of a tax base capable of meeting the public service needs of the community. The
shopping and service needs of the community can be met locally and have the secondary
effect of providing additional tax revenues. All of these outcomes help to improve the
quality of life. In addition, innovative goods and services produced in Petaluma, such as
organic food, alternative energy, medical research, etc., can help to improve quality of life for
society as a whole.
The economic development action plan for Petaluma addresses; these goals in a sequence
that responds to the city's current economic situation. The initial priorities are enhancing
economic opportunity by reducing commercial and industrial vacancy rates and improving
fiscal health. The initiatives related to these priorities are outlined first in the action plan,
followed by longer term strategies that will help to address comprehensive economic
sustainability for the City.
