SUBJECT: Resolution Approving the Purchase of a Skidster Compact Track Loader from
Bobcat of Chico, CA and Authorizing the City Manager to Execute the Necessary
Agreement or Purchase Order.
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Approving the Purchase
of a Skidster Compact Track Loader from Bobcat of Chico, CA and Authorizing the City
Manager to Execute the Necessary Agreement or Purchase Order.
BACKGROUND.
The Public Works and Utilities Department has routinely rented Bobcat Skidsters for special
tasks, but does not own one. The Department rents a skidster for approximately $1,000 per week
for about six weeks a year, primarily for vegetation control along the City's creeks and
stormwater channels. Without this equipment, creek bank maintenance must be performed
manually, which is not efficient
DISCUSSION
The Department is requesting approval to purchase a Bobcat Skidster. This piece of equipment
has the ability to access tight areas, can rotate 360 degrees, and is equipped with a rubber track
system. These features make this piece of equipment more productive for restoration of creeks,
box culverts, and channels, and assisting street paving and pipeline repair operations. This
equipment accommodates a wide variety of attachments such as mowers, breakers, augers, and a
combination of buckets, which can be used for repair, and maintenance of sewer lines, water
lines, stormwater pipes, channels, and streets. The rubber tracks transverse virtually any terrain
and are welcome on paved surfaces because they do not scar the surface like steel tracked
equipment. This equipment is more versatile and has better maneuverability than a backhoe
when operating on streets and channel banks. It provides fuel savings because it is trailered to the
worksite rather than driven like a backhoe. Stormwater attachments will allow better access into
box culverts, creeks and channels for clearing of dead brush and debris.
The equipment will primarily be used for stormwater and sewer maintenance activities, but will
also be available for water line repairs, street paving, and miscellaneous maintenance activities
across the department.
In addition to the aforementioned benefits, the skidster will also be used to replace the function
of the existing 2005 JCB backhoe, which is primarily used by the Streets operation for paving
work including jack hammering. The skidster can be outfitted with a jackhammer apparatus to
support repaving operations where it is expected to outperform the less maneuverable backhoe
and eliminate substantial manual labor involved with transporting aggregate and asphalt from
material stockpiles at the job site to the location repairs. The JCB backhoe, which is nearing its
useful life, would be dedicated to loading aggregate stockpiled at the corp yard into work trucks
for pipeline and street repairs.
The Public Works and Utilities Department developed specifications for a skidster. An Invitation
to Bid was issued on June 18, 2015. Sealed bids were due to the City Clerk's office on July 8,
2015 by 3:00 PM.

It is recommended that the City Council approve purchase of the skidster from the lowest
responsive bidder, Bobcat of Chico, CA for $44,213.
FINANCIAL IMPACTS
The skidster was budgeted for $53,750 in FY 14/15, but the purchase was not completed during
that fiscal year. The funds have not been budgeted for FY 15/16 budget. A 1St quarter budget
adjustment will appropriate funds for this purchase, which will be made from the wastewater
storm drain enterprise. The equipment would be rented to other operations when used for non-
wastewater related work to recover a portion of the investment by the wastewater fund. The
internal rental rate is estimated to be $330 per week, which would be one -third of the market
rate.

RESOLUTION APPROVING THE PURCHASE OF A SKIDSTER COMPACT TRACK
LOADER FROM BOBCAT OF CHICO, CA
AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY
AGREEMENT OR PURCHASE ORDER
WHEREAS, the Public Works and Utilities Department has identified a requirement to
reduce rentals cost for specialty equipment, specifically a Skidster Compact Track Loader used
for stormwater, water and sewer maintenance repairs; and
WHEREAS, the Bobcat Skidster is expected to significantly improve the efficiency of
street work and channel maintenance by reducing labor requirements, provide a more versatile
and maneuverable operation, and allow greater range of functionality due to the adaptability of a
number of specialty attachments; and
WHEREAS, an Invitation to Bid was issued on June 18, 2015, with sealed bids due to
the City Clerk's office on July 8, 2015 by 3:00 PM; and
WHEREAS, on July 8, 2015, four (4) sealed bids were received from vendors; and
WHEREAS, the lowest responsible bidder is Bobcat of Chico, CA; and
WHEREAS, the City of Petaluma intends to purchase a Skidster Compact Track Loader
from Bobcat of Chico, CA in the amount of $44,213; and
WHEREAS, the Public Works and Utilities Department will utilize budgeted funds from
FY 15/16 to purchase the Skidster Compact Track Loader.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby approves the purchase of a Skidster Compact Track Loader from Bobcat of
Chico, CA and authorizes the City Manager, or his designee, to execute any necessary
documents to complete the purchase.
