Jo�` - Director, Public Works & Utilities Bob Patterson �- Airport Manager SUBJECT: Resolution Approving Application to the Federal Aviation Administration for the Airport Improvement Program AIP -25 FY 15/16 Grant Funding to Update the Airport Layout Plan and to the California Department of Transportation Caltrans Division of Aeronautics for a 5% Grant Match, and Authorizing City Manager to Accept Grant Funding from Both Agencies and Execute All Grant Related Documents. RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Approving Application to the Federal Aviation Administration for the Airport Improvement Program AIP -25 FY 15/16 Grant Funding to Update the Airport Layout Plan and to the California Department of Transportation Caltrans Division of Aeronautics for a 5% Grant Match, and Authorizing City Manager to Accept Grant Funding from Both Agencies and Execute All Grant Related Documents. BACKGROUND Each year the Federal Aviation Administration (FAA) offers to general aviation airports match entitlement grants to fund part of their Airport Improvement Program (AIP). In addition to federal funding, Caltrans Division of Aeronautics offers a 5% matching grant to supplement the AIP program. In order to apply for FAA grant funding, the City must provide a resolution authorizing the grant application prior to submittal. On September 13, 2010, Council approved a grant in the amount of $52,250 for the installation of pilot controlled lighting and of the rotating beacon. On January 24, 2011, the Council approved a grant in the amount of $118,750 for the Design of Aircraft Apron Phase I Rehabilitation Project and the Southwest Taxiway Pavement Rehabilitation Design Project. On March 19, 2012, Council approved a grant in the amount of $45,000 for the runway 11 -29 Pavement Rehabilitation and Replacement of the Airfield Runway Lighting Voltage Regulator. On August 4, 2014, Council approved a grant in the amount of $633,764 for the runway rehabilitation and overlay project. DISCUSSION The Airport is seeking AIP grant funds to update the Airport Layout Plan (ALP) Narrative and Terrain Survey. The ALP outlines proposed airport projects and estimated costs for the next 5 -10 years and is an FAA requirement in order to be eligible for grant funding. The FAA recommends the plan being updated every 5 -10 years, with the last update approved in 2006. The Petaluma Airport Commission considered the matter at its regular meeting held on August 6, 2015, recommends that the City Council support the proposal. FINANCIAL IMPACTS The projected cost of the project is $166,000 of which the FAA Grant portion (90 %) is $150,000, the Caltrans match (5 %) is $7,500 and the City's local match is $8,500. The project will be proposed in the FY 16/17 budget. ATTACHMENTS 1. Resolution Attachment 1 RESOLUTION APPROVING APPLICATION TO THE FEDERAL AVIATION ADMINISTRATION FOR THE AIRPORT IMPROVEMENT PROGRAM AIP -25 FY 15/16 GRANT FUNDING TO UPDATE THE AIRPORT LAYOUT PLAN AND TO THE CALIFORNIA DEPARTMENT OF TRANSPORTATION CALTRANS DIVISION OF AERONAUTICS FOR A 5% GRANT MATCH, AND AUTHORIZING CITY MANAGER TO ACCEPT GRANT FUNDING FROM BOTH AGENCIES AND EXECUTE ALL GRANT RELATED DOCUMENTS WHEREAS, the City of Petaluma and the Federal Aviation Administration are parties to Federal Airport Improvement Program (AIP) grant 3 -06- 0186 -25 for the Airport Layout Plan (ALP) Narrative and Terrain Survey; and WHEREAS, the California Department of Transportation, pursuant to the Public Utilities Code section 21683. 1, provides grants of 5% of Federal Aviation Administration (FAA) grants to airports; and WHEREAS, the FAA requires an ALP Narrative and Terrain Survey update every 5 -10 years in order to remain eligible for grant funding; and WHEREAS, at its August 6, 2015 meeting, the Petaluma Airport Commission recommended using this year's AIP 25 grant funding for the ALP Narrative and Terrain Survey; and WHEREAS, , the projected cost of the above project is $166,000 of which the FAA grant portion (90 %) is $150,000 and the Cal Trans match is $7,500; and WHEREAS, the remaining local match of $8,500 is identified in the Airport CIP budget for FY 16/17; and WHEREAS, the Federal Aviation Administration and the California Department of Transportation requires the Petaluma City Council to adopt a resolution authorizing the submission of an application for an FAA AIP Grant and an AIP Matching grant from the California Department of Transportation. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby 1. Authorizes filing an application for a state AIP Matching grant and an FAA AIP 25 Grant for this project; and 2. Authorizes accepting the allocation of state AIP Matching funds and FAA AIP 25 grant funds for the project; and. N 3. Authorizes execution of an AIP Matching Grant Agreement and an FAA AIP 25 Grant Agreement for this project. BE IT FURTHER RESOLVED, that the City Council of the of the City of Petaluma does hereby authorize the City Manager, to sign any documents required to apply for and accept these subject funds on behalf of the City of Petaluma.
