SUBJECT: Resolution Amending the Classification and Compensation Plan by Establishing
the Classification Series and Pay Range of Management Analyst I, Management
Analyst II and Senior Management Analyst
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Amending the
Classification and Compensation Plan by Establishing the Classification Series and Pay Range of
Management Analyst I, Management Analyst II and Senior Management Analyst.
BACKGROUND
This classification request was first presented to the City Council on August 3, 2015,
under New Business and was unanimously approved (Attachment 2). The job
descriptions and salary tables were included with the report, but the Resolution was
inadvertently omitted.
DISCUSSION
This item has been brought to you again to repeat the action taken on August 3, 2015, to include
the Resolution.
FINANCIAL IMPACTS
This action has no fiscal impact. The Public Works and Utilities position was allocated in the FY
2015/16 budget and funded at the Management Analyst II level.

PLAN BY ESTABLISHING THE CLASSIFICATION SERIES AND PAY RANGE
OF MANAGEMENT ANALYST I, MANAGEMENT ANALYST II AND SENIOR
MANAGEMENT ANALYST
WHEREAS, the City wishes to keep current its Classification and Compensation
Plan; and amendments and or revisions to the Classification and Compensation Plan are
effective upon approval by the City Council; and,
WHEREAS, the City Manager /Personnel Officer has determined that certain
duties and responsibilities are appropriately allocated to the classifications of
Management Analyst I, Management Analyst II, and Senior Management Analyst,
attached hereto and marked as Exhibit A, B and C, and compensated at the rates attached
hereto and marked as Exhibit D; and,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma:
Approves the amendment to the Classification and Compensation Plan as
written in this Resolution including the amendment in the Competitive
Service of the Personnel System.
2. Takes this action pursuant to Personnel Code 3.04.020 and Personnel
Rules and Regulations (Rule IV- Classification and Rule V —
Compensation) and, that the notice of this action has been properly posted.

Management Analyst I
Summary
Learn and perform administrative, financial, systems, statistical, personnel and other
management analyses for an assigned department, division, or program; and to learn and
perform progressively responsible professional assignments such as budget, contract

Class Characteristics
Direction is provided by an assigned manager or department director. Responsibilities
may include the indirect and direct supervision of technical and administrative support
personnel.
This is the entry level class in the Management Analyst series. This class is distinguished from
the journey level by the performance of the more routine tasks and duties assigned to positions
within this series. Employees at this level are not expected to perform with the same
independence of direction and judgment on matters allocated to the journey level. Since this
class is the entry level professional in the series, employees may have only limited directly
related work experience. Employees work under general supervision while learning job tasks.
Incumbents perform the more routine professional assignments in support of an assigned
department, division, or program. This class is alternately staffed with Management Analyst 11
and incumbents may advance to the higher level after gaining experience and demonstrating
proficiency that meets the qualifications for the higher level class.

Education:
A Bachelor's degree from an accredited college or university in business administration,
public administration, or a closely related field is required. A Master's degree is
desirable.
Experience:
Two years of professional analytical experience similar to a Management Analyst II with
the City of Petaluma.
