Resolution Authorizing the Funding of an Accounting Technician Position
RECOMMENDATION
It is recommended that the City Council adopt the attached resolution authorizing the funding of
an Accounting Technician position in the Finance Department.
BACKGROUND
The Finance Department currently has 18 authorized positions, of which 15 are funded. Two of
the three unfunded positions were vacated in 2011 and never subsequently filled due to budget
cuts. The third position was authorized but never filled, also due to budget considerations. Over
the past several years, part time resources were used to help bridge the gap created by the vacant
positions. These positions were primarily retiree annuitants that had specific experience
performing the necessary tasks.
DISCUSSION
The City's review, evaluation, and application of PERS regulations is ongoing. Recent attention
has been focused on the restrictions placed on retired annuitants, who are limited to working
temporary, special, assignments of a very limited duration. As a result, several retired
annuitants were released from City service as of June 30, 2015, including three part-time
positions in the Finance Department. The Department explored various options to complete the
work previously done by part-time resources. This included evaluating and comparing
authorized - but - unfunded positions to the workload left by the vacated part time positions. The
department determined filling the vacant Accounting Technician position is the most effective
option for accomplishing the variety of duties that needed to be completed, at a comparable cost.
Accordingly, it is respectfully requested that the City Council authorize funding for this position.
FINANCIAL IMPACTS
The full cost of the Accounting Technician position including all benefits is $98,033 annually.
$73,525 is needed to fund the position for the remainder of FY 15/16, based on an October 1,
2015 start date. $75,500 is available from part-time budget resources in the current fiscal year to
fund the position. In FY 16/17, $81,785 in part -time resources, $10,000 in reimbursements
related to assessment district tax roll work, and a $10,000 reduction in the professional services
budget will be used to fund the position for that year, and in subsequent years. There is no net
additional cost to the City for funding the position.

RESOLUTION AUTHORIZING THE FUNDING OF AN ACCOUNTING TECHNICIAN
POSITION IN THE FINANCE DEPARTMENT
WHEREAS, the Finance Department has maintained 3 vacant unfunded positions over
the past several years due to budget constraints; and
WHEREAS, the Department has utilized part-time resources to perform various tasks
over the past several years; and
WHEREAS, three of the part time positions were eliminated as of June 30, 2015.
NOW, THEREFORE, BE IT RESOLVED that the City Council authorizes the funding
of a previously authorized, permanent Accounting Technician position in the Finance
Department, at no additional cost to the City.
