Resolution Authorizing Award of Contract for the Transit Signal Priority Phase I
Installation Project to Steiny and Company, Inc.
RECOMMENDATIO
It is recommended that the City Council adopt the attached Resolution Authorizing Award of
Contract for the Transit Signal Priority Phase I Installation Project to Steiny and Company, Inc.
BACKGROUND
The Transit Signal Priority (TSP) project will equip traffic signals with special detectors that
communicate with emitters installed onboard public transit vehicles to give preferential treatment
to transit vehicles in the form of longer green phases, and/or shortened red phases at the traffic
signal. This same system provides the highest level of "preemption" to emergency response
vehicles by turning signals green for rapidly approaching emergency response vehicles. The
Petaluma Fire Department has utilized signal preemption successfully for many years. Transit
vehicles will receive lower priority preemption than emergency response vehicles.
This project will increase the reliability of preemption for Petaluma Fire, while adding TSP
advantages for Petaluma Transit. The project will save bus travel time resulting in fuel savings
and greenhouse gas reductions. The TSP is anticipated to save 5-10% in bus travel time along the
McDowell corridor. This will help Petaluma Transit accommodate ridership growth and
increased traffic congestion. If successful, the TSP project will proceed into fixture phases II and
III by adding E. Washington and Lakeville Highway to the system.
The equipment was previously purchased through an approved sole -source procurement to
ensure system compatibility. That purchase was previously approved by Council on May 18,
2015. The award of this contract for installation of the new equipment on the traffic signal masts,
and the connecting of wiring into the traffic signal cabinets completes Phase I of the project.
DISCUSSION
This project involves installation of Opticom TSP equipment along the Pilot Corridor at 14
intersections on McDowell Boulevard from Caulfield to Old Redwood Highway. The project
will replace aging Opticom equipment at each intersection but will remain 100% compatible and
functional with the existing system used by Petaluma Fire. The upgrades include the latest
generation of GPS -driven detection (Global Positioning Systems).
The Notice Inviting Bids was issued for the installation contract on July 30, 2015. On August 19,
2015, two (2) bids were received as follows:

The lowest responsive bidder, Steiny and Company Inc., has performed similar and more
complex signalization projects for the Los Angeles County Metropolitan Transportation
Authority (LA Metro) on several light rail extensions, and locally for the Bay Area Toll
Authority at regional toll bridges. Steiny and Company Inc. possesses a valid and current Class
C-39 California Contractor's License, number 220964, which qualifies them to perform the
work.
The proposed action meets Council Goal: "Plan for and implement priority capital projects as
funding permits".

The Phase I budget, as approved in the FY 14/15 CIP Budget was $197,000. The Phase I
corridor became more expensive (per intersection) than fixture similar corridors due to several
"one-time" investments such as the emitters inside the buses, and the system software. These
costs will not be required in subsequent phases. TSP projects enjoy strong support by the
Metropolitan Transportation Commission (MTC) and they have already awarded another

$136,000 for Phase II. To complete Phase I, it is recommended that $37,000 be transferred from
Phase II (C65501604) to Phase 1, and that the transfer be included with the City's mid -year
budget adjustments that will be presented later in the year. The remaining funds in Phase Il
should be adequate to deliver the Phase II intersections. MTC has indicated support for the
proposed transfer from Phase II to Phase I and the action would not impact the total available
fiends for the combination of Phases I and II.

RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR
TRANSIT SIGNAL PRIORITY PHASE I INSTALLATION PROJECT TO
STEINY AND COMPANY, INC.
WHEREAS, City staff has prepared construction bid documents and advertised for
construction of Transit Signal Priority Phase I Installation ("Project"); and
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code,
California Public Contract Code Section 20162 and other applicable law, City staff solicited bids
for the Project; and
WHEREAS, the Project was bid on July 30, 2015, and two (2) bids were received and
opened on August 19, 2015 in accordance with applicable law; and
WHEREAS, the lowest responsive bid for the Project was submitted by Steiny and
Company, Inc. from Vallejo, CA for $32,998.00; and
WHEREAS, staff has determined that the Contractor's bid satisfies the bidding
requirements for the Project; and
WHEREAS, staff has verified that Contractor possesses a valid California Contractor's
License, Class C-39, number 220964 that qualifies Contractor to perform the Project; and
WHEREAS, the Project is categorically exempt pursuant to California Environmental
Quality Act ("CEQA") and Title 14, the California Code of Regulations ("CEQA Guidelines"),
Section 15301, because the project consists of the operation, repair, maintenance or minor
alteration of existing public structures involving negligible or no expansion of use beyond that
previously existing; and
WHEREAS, the estimated project cost based on the low bid is $37,000.00 higher than
the remaining unencumbered project fiend balance from the FY 14/15 Capital Improvement
Program budget, and
WHEREAS, the Transit Enterprise Fund, specifically TSP Phase 11 Project Funding
programmed to Petaluma and included in the FY 15/16 CIP will be used to pay the overage.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma
as follows:
The contract for the Transit Signal Priority Phase I Installation, Project No. C65101402 is
hereby awarded to Steiny and Company, Inc. in the amount of $32,998.00, the amount of
the lowest responsive bid, conditioned on Steiny and Company's timely executing the
project contract and submitting all required documents, including but not limited to,

executed bonds, certificates of insurance, and endorsements, in accordance with the
project bid documents.
2. Staff is directed to issue a Notice of Award to Steiny and Company, Inc.
The City Manager is hereby authorized and directed to execute the Project contract on
behalf of the City of Petaluma upon timely submission by Steiny and Company, Inc of
the signed project contract and all other required documents, including but not limited to,
executed bonds, certificates of insurance, and endorsements, in accordance with the
project bid documents.
