NOTE: Mayor Glass participated in a portion of this meeting via teleconference from his home at 41 Oxford
Court, Petaluma, California. City Council Rules, Policies, and Procedures (2004) establishes, in Rule II(G), the
ability of Council Members to participate in a Council Meeting by teleconference, when they are at least
fifty miles outside of City limits. Rule IX(B) allows for temporary changes to the Rules, Policies, and
Procedures, provided the change is approved by at least 4/5 of the Council Members present.
At the June 1, 2015 Regular City Council/PCDSA Meeting, Resolution 2015-081 N.C.S. was approved by
unanimous vote. The resolution allowed Mayor Glass to participate in the June 15, 2015 Regular City
Council/PCDSA Meeting via teleconference from his home, as he is physically unable to attend the
meeting. Under the provisions of the Brown Act, Government Code §54953, the following conditions were
met:
• The agenda was posted on the front door 41 Oxford Court, Petaluma, at least 72 hours prior to this
meeting.
• The location at 41 Oxford Court, Petaluma was accessible to the public.
• A quorum of the members of the Council participating in this meeting were at a location(s) within the
boundaries of the City.
• Any public present at the teleconference location could have addressed the Council during the Public
Comment portions of the Council meeting.
