ASCE — Director, Public Works and Utilities Larry Zimmer, P.E. — Deputy Director, Public Works and Utilities Resolution Authorizing the Application for Grant Funds from the Recreational Trails Program RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Authorizing the Application for Grant Funds from the Recreational Trails Program BACKGROUND The Recreational Trails Program (RTP) is a state -administered local assistance program of the U.S. Department of Transportation's Federal Highway Administration (FHWA). Within the State of California, the Department of Parks and Recreation is authorized to administer the program. The RTP provides funds to develop and maintain recreational trails and trail -related facilities for both non -motorized and motorized recreational trail uses. Since the RTP grant allows for the development of new, as well as rehabilitation of existing trails, Wiseman Trail is identified as a high priority rehabilitation project for this grant. Wiseman Trail, built in the early 1980's, consists of approximately 4,300 feet of trail that parallels the west side of the Petaluma Municipal Airport. The purpose of this grant application is to help fund the 2,550 foot segment of this trail between St. Augustine Circle and the entrance to the Petaluma Municipal Airport. This trail would help connect City residents from Casa Grande Road to East Washington Street and serves as a connector to schools, citywide parks, multiple creek trails, and downtown Petaluma. The section of the path just south of this proposed grant project has been designed and will be reconstructed this spring. The trail currently consists of "cinder surface", similar to quarry fines, and asphalt sections and is in need of rehabilitation for continued public access. The proposed project would upgrade all dirt, quarry fine, or asphalt segments of the trail to a uniform 8 -foot concrete trail. DISCUSSION The City has an extensive network of existing recreational trails, ranging in age and surface materials types, which are in need of upgrades and/or rehabilitation. The Wiseman Trail proposed for this grant is a priority in order to continue public access. Pending success of the grant application, staff would return to City Council for award of the grant and to establish the project budget. As part of the RTP application, the City Council must pass a resolution authorizing the City to submit an application and serves as the City's commitment to the granting agency that it will complete this project if the grant is awarded and will abide by the grant's General Provisions as well as all state and local requirements. If Council chooses to postpone this opportunity to apply for grant funding there will likely be an opportunity in the next grant cycle, depending on funding. Although City crews will make as -needed repairs as they occur, postponement of the work will result in further degradation and possible accessibility concerns, which could lead to a worst-case scenario of having to abandon the trail. FINANCIAL IMPACTS The Recreational Trails Program (RTP) match amount is based on the cost of the total RTP project. The maximum amount of RTP funds available for the project is 88% of the total project cost. Should the RTP application be successful, the City would be required to provide a local match of 12% of the project costs, plus any non -reimbursable expenses. Reimbursement should be received within five months of expenditure. The initial estimate for the trail project is as follows: Construction Contracts $ 389,400 Construction Management $ 39,000 Sub -Total $ 525,400 Non -Reimbursable Overhead $ 10,508 Non -Reimbursable Contingency $ 10,508 TOTAL $ 546,416 Funding Sources Local Match at 12%+Non- Reimbursable Expense $ 84,064 RTP Grant $ 462,352 TOTAL $ 546,416 A budget request for the match funds will be made if the grant is awarded. It is anticipated that TDA -3 funds will be available to use as local matching funds, thus eliminating any direct expenditure of City funds. ATTACHMENTS 1. Resolution 2. Location Map 2 Attachment 1 RESOLUTION AUTHORIZING THE APPLICATION FOR GRANT FUNDS FROM THE RECREATIONAL TRAILS PROGRAM WHEREAS, the "Safe, Accountable, Flexible, Efficient transportation Equity Act: A Legacy for Users" provides funds to the State of California for Grants to federal, state, local, and non-profit organizations to acquire, develop and/or maintain motorized and non -motorized trail Projects; and WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility for administration of the program within the State, setting up necessary procedures governing Project application under the program; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the City of Petaluma to certify by resolution the approval of Application(s) before submission of said Application(s) to the State; and WHEREAS, the Applicant will enter into a Contract with the State of California to complete the Project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby: 1. Approves the filing of an Application for the Recreational Trails Program; and 2. Certifies that the Project is consistent with the City of Petaluma General Plan 2025; and 3. Certifies that the City of Petaluma has, or will have available prior to commencement of any work on the Project included in this Application, sufficient funds to operate and maintain the Project; and 4. Certifies that the City of Petaluma has reviewed, understands, and agrees to the General Provisions contained in the Contract shown in the Procedural Guide; and 5. Appoints the City Manager as agent to conduct all negotiations, execute and submit all documents, including, but not limited to Applications, agreements, amendments, payment requests and so on, which may be necessary for the completion of the Project; and 6.
