Resolution Authorizing Award of Contract for the Browns Lane Recycled Water
Main Replacement Project City Project No. C66401301
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Authorizing Award of
Contract for the Browns Lane Recycled Water Main Replacement Project City Project No.
C66401301.
BACKGROUND
The existing recycled water transmission main was built in 1981 and conveys recycled water from
Recycled Water Booster Pump No. 1 located inside Ellis Creek plant adjacent to Lakeville Hwy.
to Booster Pump Station No. 2 on Brown's Lane that supplies agricultural users and to the S. Ely
line, which supplies urban recycled water users. This current asbestos concrete pipe is old and its
joints are subject to failure. This project will involve installing 2000 feet of redundant high-
pressure 24" ductile iron pipe (DIP) to augment the current Recycled Water Main on Brown's
Lane from Booster Pump Station 1 to Booster Pump Station 2 near S Ely Rd. The old line will be
retained as a standby as the new line is designed to carry all recycled water flow on Brown's
Lane.
This project includes the following work:
1. Installation of approximately 2,000 feet of 24" DIP Recycled Water Main
2. Bore and jacking operation under Lakeville highway near the Ellis Creek plant
3. Tie-ins to the existing recycling piping system at Booster pump stations and irrigation tie-
in on Browns Lane
4. Grind and overlay one full width lane on Browns Lane per county requirements
5. Miscellaneous work including dewatering, cathodic protection and traffic control etc.
This project will improve service and reliability, increase redundancy, and reduce repair and
maintenance costs. The project location is shown on Attachment 2.
Construction is expected to start in mid-November of 2015.
DISCUSSION
City staff designed this project and prepared the contract documents. A Notice Inviting Bids was
issued on August 13, 2015. As a condition of its encroachment permit, the County of Sonoma
requires that one full width lane of the Browns Lane be ground and overlaid. A Caltrans
encroachment permit was obtained for the boring and jacking operation under the State Highway
116, Lakeville Road.

The lowest responsible bidder, Mountain Cascade Inc., has performed similar projects for the City
of Vacaville, City of Hayward, and Sacramento County. Staff verified that Mountain Cascade Inc.
possesses a valid Class A California Contractor's License, number 422496, which expires on May
31, 2016, that qualifies Mountain Cascade Inc. to perform the work.
Construction is scheduled to begin in November 2015 and to be completed in March 2016. The
project will have minor traffic impacts on Lakeville highway for the shoulder closure. Browns
Lane will be fully closed to traffic at Lakeville Intersection during working hours and traffic will
be detoured via Frates Road to S Ely Rd. Construction management and inspection services will
be conducted by City staff.
The proposed action meets Council Goal: "Plan for and implement priority capital projects as
funding permits".
FINANCIAL IMPACTS
The total project budget for the Browns Lane Recycled Water Main Replacement Project is
$1,826,000. The following is a breakdown of the approved CIP budget and current estimated
project cost.

The project is funded through the Waste Water capital funds. Any unused funds will be returned
to the Waste Water Capital Fund for future projects.

RESOLUTION AUTHORIZING AWARD OF CONTRACT FOR THE
BROWNS LANE RECYCLED WATER MAIN REPLACEMENT PROJECT CITY
PROJECT NO. C66401301 TO MOUNTAIN CASCADE Inc.
WHEREAS, City staff has prepared construction bid documents and advertised for construction
the Browns Lane Recycled Water Main Replacement Project City Project No. C66401301, ("the
Project"); and
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California
Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the
Project; and
WHEREAS, the Project was bid on August 13, 2015, and six (6) bids were received and opened
on September 9, 2015 in accordance with applicable law; and
WHEREAS, the lowest responsible bid for the Project was submitted by Mountain Cascade, Inc.
from Livermore, CA for $1,032,550; and
WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for
the Project; and
WHEREAS, staff has verified that Mountain Cascade Inc., possesses a valid California
Contractor's License, Class A, number 422496 that qualifies Contractor to perform the Project;
and
WHEREAS, the Project is categorically exempt pursuant to California Environmental Quality
Act (CEQA) and Title 14, the California Code of Regulations ("CEQA Guidelines"), Section
15302, because the Project consists of replacement and reconstruction of existing utility systems
and/or facilities involving negligible or no expansion of capacity; and
WHEREAS, the approved funds are available are in the 2015/2016 CIP Waste Water system
budget.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma
hereby:
In accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162 and other applicable law, waives any and all non-
conformance in the bid of Contractor for the Browns Lane Recycled Water Main
Replacement Project City Project No. C66401301 and finds the bid of $1,032,550 to be
the lowest, responsive bid and further finds that Mountain Cascade Inc., is the lowest
responsible bidder.

2. Awards the contract for the Browns Lane Recycled Water Main Replacement Project
City Project No. C66401301 to Mountain Cascade Inc., in the amount of $1,032,550, the
amount of the lowest responsive bid, conditioned on Mountain Cascade Inc., timely
executing the project contract and submitting all required documents, including but not
limited to, executed bonds, certificates of insurance, and endorsements, in accordance
with the project bid documents.
3. Directs staff to issue a notice of award to Mountain Cascade Inc.
4. Authorizes and directs the City Manager to execute the project contract on behalf of the
City of Petaluma upon timely submission by Mountain Cascade Inc., of the signed project
contract and all other required documents, including but not limited to, executed bonds,
certificates of insurance, and endorsements, in accordance with the project bid documents.
