Vans, Radios, Clipper& equipment, and AVL /CAD Hardware, Transit Facility
Rehabilitation, and the Purchase of One Maintenance Truck; Committing the
Necessary Local Match and Stating Assurance to Complete the Projects
RECOMMENDATION
It is recommended that the City Council adopt a Resolution Authorizing the Filing of an
Application for FTA Section 5307 and 5339 Funding for Replacement of Two Fixed Route
Buses, Three Paratransit Vans, Radios, Clipper® equipment, and Automated Vehicle
Location/Computer Aided Dispatch (AVL /CAD) Hardware, Transit Facility Rehabilitation, and
the Purchase of One Maintenance Truck; Committing the Necessary Local Match and Stating
Assurance to Complete the Projects.
BACKGROUND
Since 2008, the City of Petaluma has been an eligible FTA grant recipient. The Metropolitan
Transportation Commission (MTC) recently issued a call for projects for FY 15/16 through FY
17/18 from eligible grantees. Some of these same projects were submitted a year ago for FY
2015/16 FTA funding, but are included again here at MTC's direction.
FTA Section 5307 and 5339 funds are allocated by formula to different Urbanized Areas (UA)
within the region. Along with Golden Gate Transit and Sonoma County Transit, the City of
Petaluma is eligible to compete for funds within the Petaluma UA. MTC has developed the
Transit Capital Priorities (TCP) program for allocating funds to the individual transit operators
within the region. Replacement vehicles, and projects directly involving revenue vehicles, such
as AVL /CAD Systems, radios, and fare boxes, are among the highest scoring projects and in
most years, are the only projects that are funded, due to regional funding shortfalls. Since 2008,
Petaluma Transit has obtained Section 5307 and 5339 funding to replace buses and paratransit
vans, and to support preventative maintenance and paratransit provision.
DISCUSSION
The Metropolitan Transportation Commission (MTC) application requires a resolution of
support, including a commitment by the City to provide the required local match and to complete
the project. Although this is a federal fund source, the MTC is the designated recipient for all the
Urbanized Areas within the nine- county Bay Area.
In response to the call for projects for FY 15/16 through FY 17/18, it is recommended that the
City of Petaluma request funds for:
• Purchasing two replacement fixed route buses
The two replacement fixed route buses were originally submitted one year ago as a three -
bus replacement project. MTC funded the first replacement bus out of FY 14/15 funds
and asked Petaluma to reapply to receive the remaining two buses in FY 15/16. These
buses are already on order and due to arrive in July 2016.
• Purchasing three replacement paratransit vans
The replacement paratransit vans will replace three vans that have, or will have, reached
the end of their five -year FTA established useful lifecycle.
• Purchasing radios, Clipper (b equipment, and AVL /CAD hardware for 3 buses
The purchase of radios, Clipper® equipment and AVL /CAD equipment are for the three
new fixed route buses coming in 2016, and are treated as separate projects at MTC's
direction.
• Further renovation of the transit maintenance and operations facility
The allocation of $114,780 in FTA funding will help deliver Phases II and III of the
Transit Maintenance and Operations Facility Rehabilitation, improving security and bus
parking.
• Purchasing of one shop /maintenance truck for road calls and shelter maintenance tasks
The purchase of a new shop /maintenance truck will be used to provide the maintenance
staff with a vehicle designed to respond to road calls and shelter maintenance tasks.
The proposed action meets Council Goal: "Plan for and implement priority capital projects as
funding permits ".
FINANCIAL IMPACTS
Matching funds for the projects will come from a combination of existing Transit Development
Act (TDA) reserves, and Petaluma's apportionment of Proposition 113 Public Transportation
Modernization, Improvement, and Service Enhancement Account (PTMISEA) funds. Petaluma
Transit's reserves were just under $900,000 on July 1, 2015, comprised of approximately
$100,000 in "local" transit reserves in the Transit Enterprise Fund, and nearly $800,000 in TDA
reserves held by MTC for future disbursement to Petaluma.
The total Petaluma Transit TCP FY 15/16 through FY 17/18 grant request is $1,637,200. This
does not consume all the funding generated by the Petaluma Urbanized Area during this
0)
timeframe, but it funds all Petaluma's projects that score high enough according to MTC's
Transit Capital Priorities program.
