RESOLUTION AUTHORIZING A NON RESIDENTIAL OUTSIDE WATER AND SANITARY
SEWER SERVICE ADOBE LUMBER AT 5400 OLD REDWOOD HIGHWAY

EXECUTIVE SUMMARY:
The applicant is requesting a non - residential outside water and sanitary sewer service.
Upon approval, the water service shall be installed and the public sanitary sewer main
shall be extended from Redwood Way to the subject property at the owner's expense.
2. BACKGROUND:
This request was brought before the City Council on September 6, 2000 for a sewer
connection only. At that time no action was taken. However, Council did direct the
applicant to provide some additional information if seeking approval in the future.
The Council asked that an evaluation be conducted on the existing septic system, which
according to the applicant has failed and is not feasible to repair or replace. The letter
from John Fitzgerald and the Request for Service Report from Sonoma County indicate
that the septic system is failing at this time and the site is not suitable for replacement or
repair (see attached letters).
Miller Pacific Engineering Group provided a letter to address the fill material deposited
on the southerly end of the property. The letter estimates a quantity and the quality of fill
material placed on the site. The fill quantity was estimated to be 11,400 cubic yards with
material type described in the letter (see attached). A grading permit was acquired for the
fill from Sonoma County. According to the applicant the water surface upstream and
down stream is not significantly impacted.
The applicant is prepared to prezone and annex the property if directed by the City
Council. General Plan designation on the adjacent property is industrial with PCD
zoning.
According the Flood Insurance Rate Map, the entire property is in the 100 -year
floodplain.
Resolutions Nos. 89 -68 and 91 -16 establish policies for water and sewer service outside
the City limits. The subject property meets the initial criteria for outside sewer service
because it lies outside the City limits and within the adopted sphere of influence (Urban
Growth Boundary). However, because the proposed use is non - residential, City Council
approval is required.
If approval is granted the public sanitary sewer main will be extended from Redwood
Way to the subject property in order to provide sewer service. The property owner will be
responsible for the design and construction of the public sewer extension. There is an
existing water main across the frontage of this property, therefore; only a water lateral is
required for the water service connection.
Upon approval the following items shall be addressed to the satisfaction of the Water
Recourses and Conservation Department.
1. The water meter and sewer lateral shall be limited to serve only the existing use.
2. Water conservation measures shall be employed.
3. A water and sewer rate schedule shall be established.
The policy regarding use of outside water and sewer service is very specific as defined in
Resolution Nos. 89 -68 and 91 -16. Any change or misuse of the service, other than the
original approval, is cause for discontinuance of service.
3. ALTERNATIVES:
It is the City Council's decision to approve or not approve outside water and sewer
service to the subject property. If outside water and sewer service is granted, the future
use of the property is limited to the use established by the approval.
If the City Council requires annexation, outside water and sewer service would not be
necessary. The property would then be subject to the City's development process.
However, the owner could apply for additional entitlements as designated by zoning
and/or general plan.
4. FINANCIAL IMPACTS:
Adobe Lumber is a retail lumber establishment and a small measure of general fund tax
revenue would be realized if the property was annexed.
5. CONCLUSION:
This application meets the criteria for outside water and sewer service and needs City
Council approval as required by Resolution Nos. 89 -68 and 91 -16. The applicant has
provided the information requested at the previous City Council meeting. Staff takes no
exception to this application for outside water and sewer service.

WHEREAS, the owner of Adobe Lumber at 5400 Old Redwood Highway (APN 047-
213 -017) applied for a non - residential outside water and sewer service; and
WHEREAS, the property meets the outside water and sewer service criteria as described
in Resolution Nos. 89 -68 and 91 -16; and
WHEREAS, also described in Resolution Nos. 89 -68 and 91 -16, a non - residential outside
water and sewer service shall only be approved by the City Council,
NOW, THEREFORE, be it resolved by the Council of the City of Petaluma that the
outside water and sewer service for the subject property is approved and the Community
Development Department is directed to collect the appropriate fees, prepare an approval letter
and execute and record an outside water and sewer connection agreement.

Dear Mike,.
Channel Lumber owns the Adobe Lumber property. Channel requests the property be
considered for a sewer and water connection.
In March 2000, CSW Stuber Stroeh on Channel's behalf submitted an application for a
non - residential outside sanitary sewer service due to a failed septic system. Due to soil
and groundwater conditions, the system cannot be repaired or replaced.
Resolution No. 89 -98 establishes policies for sewer service outside the City limits. The
subject property meets the initial criteria for outside sewer service because it lies outside
the City limits and within the sphere of influence. However, the application required City
Council approval because it is non - residential.
In August of 2000, the City Council considered the outside sewer request and asked for
further studies to occur before the application will be considered.
CSW Stuber Stroeh has provided a Project Report dated August 2001 that coirfinns:
1. Certification of Septic System Failure. Under county regulations failing systems
must be repaired or abandoned. Documentation has been provided that the County
has confirmed the system has failed and needs to be replaced.
2. Certification that it is infeasible to replace the septic system. County regulations
require that there be no septic systems within a 100 -year floodplain and not be located
in soil not native to the site. The site has been verified that it is within the 100 -year
floodplain and that the site has been filled with non - native soil.
3. Fill. The County has permitted the fill placed at the rear of the site. With removal of
part of the fill and partial regrading, the fill is not expected to significantly impact
water surface elevations upstream or downstream based on an overbank analysis and
grading plan prepared by CSW Stuber Stroeh.
If the City Council so directs, Channel is prepared to proceed with the necessary
applications to prezone and annex this property to the City. The property General Plan
land use would be Industrial based on its existing use. This property is in the City of
Petaluma sphere of influence and within the Redevelopment Agency boundary.
Any costs associated with the annexation, utility service extensions, and permits and fees
will be paid by Adobe Lumber /Channel Properties. Channel requests that this application
be processed in a timely manner.

Dear Bob;
This is a follow up and summary of our site review meeting on October 17, 2000. I have included
an "Inspection Record" indicating the existing conditions found at exploratory excavations `A' and
`B'. I have also included for your�file copies of a portion of F.I.R.M. Maps 0870B and 0001C
showing the site within Zone A0. Lastly, I have included a copy of an aerial photo taken in
September 2000. I have marked this in red, showing basic site conditions, floodway channels and
location of Profile Pits `A' and `B'
In conclusion, it is my professional opinion that this site is not suitable for the replacement or repair
of the existing on -site sewage disposal system. Historically, the site was low -lying flood plain
bordered on the north by Redwood Highway (c. 1930's) and on the south by the North West Pacific
Railroad along an elevated roadbed (c.1880's). The site was eventually "filled" to create usable
commercial land. The entire site is'covered with fill, asphalt paving, compacted gravel base and
buildings. The site also lies within the 100 year flood zone and is subject to sheet flow. Based on
the above described conditions, it would be extremely difficult to impossible to find any area within
the site to construct new inground or above ground leachfields.
Based on the above observations, we have applied to the City of Petaluma to allow the site to be
connected to the City sanitary sewer collection system.

This letter presents the results of our evaluation of an existing fill pad located at the southerly
end of the Adobe Lumber property in Petaluma, California. The site location is shown on the
attached Figure 1.

and to provide comment on the overall quality of the fill material. Miller Pacific Engineering
Group (MPEG) is providing services for this project in accordance with our Agreement for
Professional Services dated March 15, 2001. Our services have included:
• Logging nine backhoe test pits within the fill pad to determine fill thickness;
• Performing 13 field density tests to determine in -place density of the fill material;
• Use the data from our test pits along with topographic data for the site, provided by
CSW /Stuber- Stroeh, to determine the quantity of fill in the pad;
• Perform laboratory determination of maximum density and optimum moisture content of
a representative fill sample;
• Evaluate fill quality (i.e., Relative Compaction, debris content, etc.); and,
• Summarize the results of our evaluation in this letter report.
Project Background and Site Conditions
Fill has previously been placed to create the relatively level pad shown on Figure 1. The fill was
apparently placed without a grading permit or inspection /testing. We understand that
subsequent remedial grading was performed to improve surface drainage around the site.

We determined fill thickness at nine test pit locations within the pad on April 11, 2001. At that
time we also performed field density testing at the surface of all nine test pits and at
approximately 2 feet below top of pad at four of the pits. The approximate locations of the test
pits are shown on Figure 1. The fill depths observed and the results of our field density testing
are summarized in Table 1 below.

maximum dry density, as determined by laboratory test procedure
Quantity of Fill
Our fill quantity determination is based on the observed fill depths in the nine test pits and
topographic information for the site provided by CSW /Stuber- Stroeh. With this information, we

generated several cross sections through the pad and used the End Area method to determine
volume. Based on the above analysis the total volume of fill of the subject pad is
approximately 11,400 cubic yards.
Quality of Fill
In addition to fill quantity determination, our field density testing, test pit observations, and
laboratory maximum dry density determination (see attached Laboratory Compaction Test
sheet) provided data for evaluation of fill quality. Our filed density testing indicates a range of
Relative Compaction of between 78 and 92 percent, with a majority of tests falling between 82
and 86 percent. For reference, 90 percent RC is typically required for structural fills to support
building foundations, 85 percent is typically acceptable for "landscape" area fills, and 95 percent
is typically required for pavement subgrade and base. We also noted old wood, concrete, and
asphalt pavement debris at several locations in the pits. This material is typically excluded from
acceptable structural fills.

NOTICE IS HEREBY GIVEN that Channel Properties has requested a
connection to the City of Petaluma sewer and water system for Adobe Lumber,
5400 Old Redwood Highway. The subject property, Adobe Lumber, is eligible
for a connection to the City's sewer and water system pursuant to City of
Petaluma Resolutions 89 -68 and 91 -16 due to its location outside the current city
limits, but within the City's sphere of influence and Urban Growth Boundary,
