SUBJECT: Resolution Adopting Comparable Agencies for the Petaluma Professional and
Mid - Managers Association Representing Employees of Unit 4 (Professional),
Unit 9 (Mid- Managers), and Unit 11 (Confidential) Pursuant to the Terms of the
Memoranda of Understanding of July 1, 2014 through June 30, 2016 Between the
City of Petaluma and the Petaluma Professional and Mid - Managers Association
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution adopting comparable
agencies for the Petaluma Professional and Mid - Managers Association representing employees
of Unit 4 (Professional), Unit 9 (Mid- Managers), and Unit 11 (Confidential) pursuant to the
terms of the Memoranda of Understanding of July 1, 2014 through June 30, 2016 between the
City of Petaluma and the Petaluma Professional and Mid - Managers Association.
BACKGROUND
The City of Petaluma and the Petaluma Professional and Mid - Managers Association (PPMMA)
representing employees of Unit 4 (Professional), Unit 9 (Mid- Managers), and Unit 11
(Confidential) recently ratified an agreement for the period July 1, 2014 through June 30, 2016,
which provides for the establishment of an ad hoc group to develop a list of comparator agencies
for adoption by the City Council. The results of that effort are presented here for the Council's
approval.
DISCUSSION
The recently ratified Memoranda of Understanding negotiated with the Petaluma Professional
and Mid - Managers Association provides for the adoption of comparator agencies and completion
of a compensation study, as excerpted below.
Comparator Agencies
The City and the Association shall establish an ad hoc work group within 30 days
following ratification of this agreement by the City Council. This group will develop a
proposed list of 8 -10 comparator agencies for positions represented by PPMMA to
present to the Council for adoption. If the parties identify any PPMMA- represented
classifications that are highly unique and not utilized by the 8 -10 comparator agencies
agreed upon, the parties shall identify alternate comparators for those positions only. The
parties agree that the establishment of comparator agencies in no way obligates the City
to a pre - determined level of pay. Rather the City and the Association agree that review
of compensation and benefits packages of comparator agencies is a valuable exercise
when developing salary and benefits recommendations for Petaluma employees.
Compensation StudX
Following establishment of comparator agencies, the parties shall form an ad hoc
committee and jointly conduct a compensation study and update the classification
specifications of the classifications represented by PPMMA. The compensation study
will be completed prior to commencement of negotiations for a successor MOU to this
agreement. The parties agree that the completion of the study in no way obligates the
City to a pre - determined level of pay. Rather the City and the Association agree that
review of compensation and benefits packages of comparator agencies is a valuable
exercise when developing salary and benefits recommendations for Petaluma employees.
The ad hoc group established the following criteria for evaluating whether a given agency should
be considered for the list of comparable agencies.
1. Population
2. Proximity to Petaluma (direct competitor)
3. Median household income
4. Median cost of housing
5. Zip code analysis of the City's applicant pool
6. Review of separations in the last three years of PPMMA- represented employees to
identify the organization to which our employee moved
7. Number of authorized positions in the potential comparator agency
8. Services provided and number of classifications in the potential comparator agency that
match Petaluma PPMMA classifications
Based on this analysis, the ten comparator agencies listed below were identified. A table showing
the data for each of these agencies is provided at Attachment 2.
Fairfield
Napa
Novato
San Rafael
Santa Rosa
Vacaville
Vallejo
Walnut Creek
Marin County
Sonoma County
Particular weight was given to those counties from which the City draws the greatest number of
applicants — Sonoma, Marin, Solano, and Alameda, and those agencies within a commute time of
30 minutes or less — Novato, San Rafael, Santa Rosa, Marin County and Sonoma County.
Provided the Council adopts these comparator agencies for PPMMA, the City and PPMMA will
commence work on the joint compensation study.
The Parties have identified unique job specifications, such as transit, airport and some positions
within the water /wastewater utility that may require additional comparators. If, in conducting the

compensation study, the parties are unable to identify a minimum of five matches using the
proposed comparator agencies, the parties will meet and develop a list of recommended
comparator agencies for those specialties for adoption by the Council.
FINANCIAL IMPACTS
There is no change to the cost of the July 1, 2014 through June 30, 2016 agreement between the
Parties.

WHEREAS, the City of Petaluma and the Petaluma Professional and Mid - Managers
Association have met and jointly developed a list of proposed comparator agencies in accordance
with the terms of the Memoranda of Understanding covering the period July 1, 2014 to June 30,
2016; and
WHEREAS, the City Manager has reviewed and concurs with said list of proposed
comparator agencies and does recommend that the City Council adopt the proposed comparator
agencies.
NOW, THEREFORE, BE IT RESOLVED that the proposed comparator agencies are
adopted and shall be utilized to conduct the compensation study provided under the terms of the
Memoranda of Understanding covering the period July 1, 2014 to June 30, 2016.
