SUBJECT: Resolution Amending the Classification and Compensation Plan by Establishing
the Classification and Pay Range of Utility Services Crew Foreworker and
Authorizing the Position Allocation of One Utility Services Crew Foreworker.
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Amending the
Classification and Compensation Plan by Establishing the Classification and Pay Range
of Utility Services Crew Foreworker and authorizing the position allocation of one Utility
Services Crew Foreworker.
BACKGROUND
The Public Works and Utilities Department has identified the need for a Utility Services
Crew Foreworker position to serve as functional supervisor of the Utility Services Crews.
Human Resources worked with the Operations Manager and Assistant Operations
Managers to complete a j ob analysis and develop a j ob description (Exhibit A), since no
such classification currently exists in the City Classification and Compensation Plan.
DISCUSSION
The Public Works and Utilities Department has an operational division for Streets Maintenance
and another for Utility Services Maintenance and Operations. The Streets Maintenance Division
is currently organized with the following structure: Line Staff, Lead - workers, Crew Supervisor
(functional supervision only), and Assistant Operations Manager (full supervisor). The Utility
Services Division mirrors that structure with the exception of the Crew Supervisor. This position
is a key component to ensuring that the working crews have the resources they need to get day to
day and emergency work completed.
The fundamental purpose of a Utility Services Crew Foreworker is to plan, assign, schedule, and
oversee the work of maintenance crews engaged in the assigned utilities services division. A
Utility Services Crew Foreworker also provides technical and functional assistance and performs
related fully skilled work utility services maintenance as required. The position requires
experience as a fully skilled Utility Services Worker as well as experience as a Leadworker. This
position will allow the Assistant Operations Manager to focus on the supervision of staff and
efficient operations of the division.
The recommended salary (Exhibit B) is based on internal parity with the Park
Maintenance and Street Maintenance series. As noted in Attachment 2, the Utilities
Maintenance series is consistently about 2.4% higher than the Parks and Streets series.
This differential is due to the specific certifications and knowledge required in the Utility
Services series.
The responsibilities of this classification are commensurate with classifications in
AFSCME Unit 2, therefore, it is recommended that Utility Services Crew Foreworker be
placed in Unit 2. AFSCME representatives have reviewed the job description and support
the establishment of this classification.
FINANCIAL IMPACTS
If approved, the salary range for the Utility Services Crew Foreworker classification will be
$31.65 - $38.46 per hour. The recommended Utility Services Crew Foreworker positon will be
paid out of both the water and wastewater enterprise funds and with salary savings from a lead -
level position that will be vacant after the promotional process has been completed. There will be
an increased cost of $5,574 annually for salary and benefits; however, the increase will be
absorbed in the existing budgets.
