HomeMy WebLinkAboutResolution 2008-046 N.C.S. 03/03/2008 Resolution No. 2008-046 N.C.S. of the City of Petaluma, California RESOLUTION OF THE CITY COUNCIL OF PETALUMA REMANDING THE QUARRY HEIGI~TS PROJECT AT 1500-1600 PETALUMA BLVD. SOUTH, APN 019-210-011, 019-220-012, 027 TO THE SITE PLAN AND ARCHITECTURAL REVIEW COMMITTEE WHEREAS, from April 12, 2007 to January 24, 2008, the Site Plan and Architectural Review Committee of the City of Petaluma held public hearings to consider KB Home's application for the Quarry Heights project at 1500-1600 Petaluma Blvd. South, APN 019-210- 011, 019-220-012, 027; and, WHEREAS, after considering the public testimony and application materials, the Site Plan and Architectural Review Committee (SPARC) was unable to make the findings required to approve the project and therefore denied the project; and, WHEREAS, on February 7, 2008, the City Clerk received a letter appealing the Site Plan and Architectural Review Committee's decision on behalf of KB Home; and, WHEREAS, the Petaluma City Council held a noticed public hearing on March 3, 2008 to consider said appeal; and, WHEREAS, the Petaluma City Council acknowledged the approved Vesting Tentative Map that sets the density, site plan, access and roadways for the 274-unit Quarry Heights project, and Council's initial direction to SPARC to reduce the mass and visual impacts. NOW, THEREFORE, BE IT RESOLVED that the City Council, based on the evidence and testimony presented for the record at the public hearing, hereby remands this matter to the Site Plan and Architectural Review Committee with instructions to determine whether sufficient changes have been incorporated into the project to reduce the mass and visual impact of the project, as directed by the City Council in Resolution 2005-086 and to make appropriate findings in support of SPARC's decision which are supported by substantial evidence in the record of SPARC proceedings as to the standards set forth in Zoning Ordinance Section 26-406. BE IT FURTHER RESOLVED that in its determination and findings, SPARC shall consider, within the parameters set by the vesting tentative map approved by the City Council in Resolution 2005-086 and the proposed site development plan which the City Council found, by adopting Resolution 2006-196, to be substantially the same as the vesting tentative map and approved alterations to it, the following issues as they relate to the Project's architecture, design, landscaping and lighting: 1. The appropriateness and compatibility of proposed architecture with overall neighborhood character, including surrounding residential uses. Resolution No. ?008-046 N,GS. Page 1 2. The appropriateness and compatibility of proposed architecture and landscape design with overall neighborhood character, emphasizing the Project's location as a "gateway" entrance to the City. 3. Consideration of interior noise levels related to Highway 101 traffic in design elements such as walls and window placement. 4. Visibility/prominence of the site from Highway 101, Petaluma Blvd. and other locations in Petaluma. 5. Suitability and appropriateness of flat pads for the Project site. 6. Review of the townhomes ("row houses") along Petaluma Blvd. South, including: a. Backyard fencing facing Petaluma Blvd. South; b. Pad architecture with same elevations for four units in a row; c. Suitability and appropriateness of dormers along Petaluma Blvd. South frontage; d. Relationship of landscaping and architecture to berm on Petaluma Blvd. South. 7. Adequacy of Development Standards to ensure that the approved architecture and landscaping are successfully implemented and adequately maintained by Project developer and Homeowners' Association. Under the power and authority conferred upon this Council by the Charter of said City.
